Dr.Lohini is joint chairman of Rashtriya Janashakti Party aligned with the opposition which has been pressing the head of state not to give his approval to a budget for the remaining fiscal year without consensus between government and opposition. Only a partial budget was announced at the beginning of the fiscal year and funds available to government will run out in three weeks.
