PM THREATENS TO RESHUFFLE GOVT. WITHOUT UNDERSTANDING
Kathmandu, 13 Oct.: Prime Minister Baburam Bhattarai said Friday a constitution should be promulgated by a constituent assembly (CA).

He called for the reinstatement for a ‘short period’ of a CA to ‘complete a constitution by resolving differences on remaining themes of a basic law.
The government chief called for are instatement after ordering snap polls 22 November without consultations with the Election Commission or political parties.
The call was abortive and has created fresh political and constitutional crisis.
“We are ready for elections,” PM Bhattarai said adding it could beheld in Baiskah ‘ [April/May].
He threatened a cabinet reshuffle is there’s no agreement with political parties on ways to bread a deadlock.’
“If there’s a delay, there could a reshuffle. But a decision hasn’t been made,”he said in Bandipur.
Bhattarai raised the bogey of revival of monarchy when parties failed to promulgate a constitution even in four years although a mandate was given for two years to complete a basic law.
“… if monarchy returns (this time), the country will have to incur a huge loss,” he added.
He added political parties had become unpopular without promulgating a basic law even in four years.
