Maoist Chairman Prachanda proposed Thursday proclaiming a constitution with themes on which there is already was an agreement while holding discussions with UML Chairman Jhalanath Khanal before leaving for Europe. There was no agreement on the proposal. “He [Prachanda] has the habit of regularly changing his position.
