GOVT. FINALLY OPTS FOR FULL BUDGET UPDATE Kathmandu, 20 Nov.: The cabinet decided to promulgate a Rs. 300.641 billion for the remaining eight months of the current fiscal 2012/13. Government is sending budget ordinance to President De. Ram Baran Yadav for promulgation. The caretaker government of Prime Minister Baburam Bhattarai also decided to hold the second constituent assembly elections within mid-April by fixing dates with other parties, a government spokesman said. The first assembly failed to promulgate a constitution to institutionalize a declared reb;ic even in four years. “Dates for election will be fixed after consulting parties for political understanding,” Spokesperson and Minster for Information and Communication Raj Kishor Yadav said. Government Tuesday set aside Rs 10 billion rupees for the national vote. The tenure of Special Committee for supervision, integration and rehabilitation of Maoist combatants headed ex-officio by the prime minister that ended 15 November was extended by the cabinet one more month as designated work hasn’t been completed. The ball is now in the court of Shital Niwan It’s not clear if President will promulgate an ordinance but he is under Pressre from Maoists to give assent while opposition has asked him to withhold his signature. Tuesday is also the 6th anniversary of the end to a people’s war declared after the second New Delhi accord when Maoists joined the political mainstream having failed to defeat Royal Nepal Army. Exiled Maoists and parliamentary parties signed the second New Delhi accord to end the communist insurgency. The first New Delhi accord toppled the Rana regime in 1950. nnnn NEPAL POLICE, MADHAYAPUR MATCH ENDS IN DRAW UPDATE Kathmandu, 20 Nov.: The match between Nepal Police and Madhyapur ended in a 1-1 draw in the Martyrs Memorial A Division League Championship.
