UPDATE PRESIDENT URGES ELUSIVE CONSENSUS
.
Kathmandu, 18 Nov.: Even as President Dr. Ram Baran Yadav urged
political consensus Sunday at a meeting with leaders of two ruling coalition partners and two main opposition parties—NC and UML—an agreement was elusive.
Maoist Chairman Prachanda suggested three alternatives for a budget whose unilateral announcement by government is opposed by the opposition.
The third and last option, Prachanda said, was to empower the ceremonial
president to announce a budget by staying ‘within the sentiment and the spirit of the constitution."
The suggestion was rejected by other parties.
NC President Sushil Koirala said he reiterated his party’s stance of the
ouster of the Baburam Bhattarai government and its replacement by a national consensus electiongovrnment which will announce a budget.
UML Chairman Jhalanath Khanal said a budget can be promulgated only after a government change..
Chairman of Madhesi Morcha in government and Deputy Prime Minister
Bijaya Kumar Gachhadar said government is opting for a partial one third-budget to run the administration.
Gachhadar abandoned government effort to announce a full budget for the remaining eight months of the current fiscal year.
The ruing coalition is meeting later Sunday to discus the contentious budget.
