Bhutanese citizen Thakur Prasad Neupane had acquired Nepali citizenship from the Basbitti Jigadiya VDC of Rautahat on April 5, 2007.
A refugee living at Beldangi refugee camp in Damak of Jhapa, Neupane had been recommended as permanent citizen of Basbitti Jigadiya-5 by then VDC Secretary Rambrikshya Chaudhary. His citizenship number 323082-46 was signed by then citizenship distribution team leader Nawaraj Chapagain.

They handed over a handcuff to Chief District Officer Bed Prasad Pokharel after staging a sit-in in front of the District Administration Office here on Wednesday.
"If it is because the state has run out of handcuffs, we are sending these handcuffs so that the perpetrators of violence against women are arrested and punished", reads a memorandum handed along with the handcuffs.
A large number of people including human rights workers, media persons and civil society leaders had taken part in a candle procession organized on Tuesday evening by women rights defenders of Dhading to ´search for justice´

Addressing the convention of party´s publicity state committee, intellectual state committee and cultural state committee at the party headquarters on Wednesday, Baidya said the party´s jamboree to kick start next week would introduce a work plan to complete the remaining part of the revolution.
He said the party would move ahead by preparing for popular revolt on the basis of people´s war.
Baidya reasoned that they formed the new party after Prachanda betrayed despite galore possibilities for a revolution.
He also alleged the UCPN-Maoist leaders of submerging into the parliamentary system against the spirit of the people´s war.
On the occasion, CPN-Maoist secretary Dev Gurung said the imperialist and expansionist forces were working through their agents, not directly, in Nepal.
