NEPALI MAN ARRESTED IN UK FOR ALLEGED TORTUUR DURING PEOPLE’S WAR Kathmandu, 3 Jan.: British police say that they have arrested a Nepali man on suspicion of torture allegedly committed during the Himalayan nation's bloody civil war, AP reports from London.. Britain's Metropolitan Police said Thursday they had arrested the 46-year-old at a residential address in the English town of St. Leonards-on-Sea, about 70 miles (115 kilometers) southeast of London. Scotland Yard said the arrest did not take place at the request of Nepali authorities. The details of the alleged offense have not been made clear, but British authorities claim "universal jurisdiction" over serious offenses such as war crimes, torture, and hostage taking. That means such crimes can be prosecuted in Britain regardless of where they occurred. Thousands died and thousands more were injured or tortured during Nepal's civil war, a decade-long conflict which ended in 2006. nnnn UPDATE ON SINDHULIMADI CURFEW Kathmandu, 3 Jan.: : The Sindhuli district administration has imposed an indefinite curfew from 4:30 this afternoon following rising tension in the district headquarters Sindhulimadi after the death of an inmate in the district prison, RSS reports from Sindhuli. The curfew orders have been confirmed by Chief District Officer Keshav Raj Acharya. Seriously injured inmate Niraj Devkota succumbed to injuries this morning while receiving treatment at Tribhuvan University Teaching Hospital (TUTH) in Kathmandu. Devkota was seriously injured after a clash ensued among the jailbirds last night. Seven other jailbirds were also injured in the incident and they have been sent to prison after treatment at the district hospital. Meanwhile, the Ministry of Home Affairs today formed a panel to investigate the incident within a week. The Director General of Department of Prison Management is the Coordinator of the team while Deputy Inspector General (DIG) of Nepal Police of Regional Police Office and Investigation Director of Central Regional Office of Department of National Investigation are the members of the probe panel, according to a press communiqué of the Ministry. The situation of Sindhulimadi has remained tensed throughout the day, even at present. Relatives of Devkota vandalized the district administration office (DAO) saying that Devkota was murdered. The victims have staged a sit-in before the DAO by shutting down the market on Thursday. After the vandalism, police fired three rounds in the air to rein the situation. The victims have accused the administration of serving pork and alcohol to the inmates. The victims have demanded that the administration book the chief of the prison and police deployed inside the prison. Nepali Congress Sindhuli President Mohan Baral demanded an independent inquiry into the incident saying that the state´s failure to provide security even inside a prison was a serious matter. The relatives of deceased Devkota have said that he was mercilessly thrashed and was rushed to the hospital while another inmate Man Bahadur Tamang said other inmates just retaliated as Devkota always used to torture his fellow inmates Nnnn UNIVERSITY OF GRANADA HELPS VERIFY AUTHENCITY OF NEPAL DNA TESTS Kathmandu, 3 Jan.: 3: The University of Granada, Spain, has sent DNA samples to the National Forensic Lab, Lalitpur to verify the authenticity of the tests carried out by the lab., RSS reports from Lalitpur. According to Bhinushobha Tuladhar, Director at the Lab, the samples are to be examined and sent back to Spain by the end of this month. The University sends the DNA samples for verification to the forensic labs in different countries. She said Nepal took part in four such verification tests and got 100 per cent results. She said the National Forensic Lab has to write to the University to have the authenticity of the lab tests verified. The National Forensic Lab had started DNA tests since 2062 BS and the lab has conducted the tests of some 400 DNA samples so far. Nnnn
