SOLDIER FOUND DEAD IN NAGARKOT
Kathmandu, 17 Feb.: A Nepal Army Personnel was found dead at Nagarkot VDC-1, Muhanpokhari Sunday

The deceased was identified as Dinesh Ranabhat, 24, a service man in the Nepal Army. His address and other details have yet to be established.
He was serving at Khariparti Barrack. He was found with deep injuries on his head. The cause behind the death is yet to be ascertained, said Metropolitan Police Bhaktapur.

DETAILS OF EIGHT-MEMBER TASK FORCE LAUNCHED SATURDAY
Kathmandu, 17 Feb.: The four major political parties have constituted a
task force [on Saturday] for making recommendation regarding the political and constitutional arrangements required for the formation of a consensus government along with the basis for ensuring the holding of election within this mid-June, The Rising Nepal reports..
A meeting of the four major political parties held in the presence of President Dr. Ram Baran Yadav at the Rashtrapati Bhawan, Sheetal Niwas, today, constituted the eight-member task force.
However, the parties have said that the leadership of the election government has not yet been decided.
UCPN (Maoist) chairman Pushpa Kamal Dahal said that no any conclusion has been reached regarding the issue of the Chief Justice heading the election government.
"Nobody has reservation on the Chief Justice leading the election government and this topic has also not been settled," Dahal said.
The political parties have been focusing their discussions on the option of the Chief Justice-led election government. Although the parties differed on this option in the beginning, they are said to be close to agreement on this, lately.
The ruling parties were positive on the proposal of the CJOf late, the Nepali Congress had said that it was open on all the alternatives.
The meeting of the four major parties decided to move ahead by forming a task force after the CPN (UML) through a meeting of its Central Committee said that the option could be discussed.
The parties have said that the issue of the leadership of the consensus government would be decided after the task force submits its report on the definite basis of holding the elections and the constitutional and other possible complications related to this.
The task force comprises Bhim Rawal AND Agni Kharel of the CPN (UML), Dr. Minendra Rijal and Bimalendra Nidhi of the Nepali Congress, Krishna Bahadur Mahara and Khimlal Devkota of the UCPN (Maoist), and Hridayesh Tripathi and Jitendra Dev of the United Democratic Madhesi Front, according to UCPN (Maoist) general secretary Posta Bahadur Bogati.
Bogati said that an all-party meeting would be held among the parties represented in the dissolved Constituent Assembly on Monday morning after the task force submits its report to the top leaders of the four major parties.
Nepali Congress leader Dr. Ram Sharan Mahat said the task force would submit a report after completing the homework on the date of the election, points regarding the issues of election, including the constitutional and administrative issues instead of the leadership for the election government.
The Council of Ministers of the temporary administration, amendable clauses of the constitution, removing the difficulties, and guarantee of election, among other issues will be finalized and only then the topic of leadership would be discussed, he added. "Today's meeting ended on a positive note," he said.
Similarly, Vice-chairman of the CPN (UML) Bamdev Gautam said the political parties have agreed to form the national consensus government and that a task force has been formed to resolve the issues in package.
"The task force would forge consensus in package to hold election by mid-June and the formation of the election government, the theory of separation of power for the check and balance whether or not the Chief Justice-led election government was formed, mechanism of the political parties to support the government, and making appointment to the vacant posts in the constitutional bodies, among others," said UML leader Gautam.
Likewise, United Democratic Madhesi Front Coordinator and Deputy Prime Minister, Bijaya Kumar Gachchhadar said the task force has been formed to do homework regarding the basis to ensure the fresh Constituent Assembly election, the election process and the leadership.
Present in the meeting were Nepali Congress president Sushil Koirala, vice-president Ram Chandra Poudel, senior leader Sher Bahadur Deuba, UCPN (Maoist) chairman Pushpa Kamal Dahal, vice-chairman and Prime Minister Dr. Baburam Bhattarai, vice-chairman and Deputy Prime Minister Narayan Kaji Shrestha, CPN (UML) chairman Jhalanath Khanal, vice-chairman Bamdev Gautam, standing committee member KP Oli and coordinator of the United Democratic Madhesi Front (UDMF) Bijaya Kumar Gachchhadar and president of the Tarai Madhes Democratic Party Mahantha Thakur, among other leaders.
