CLASSES OBSTRUCTED BECAUSE OF CLASHES Kathmandu, 15 May: Teaching learning activities have been obstructed at Siddhanath Multiple Campus at Mahendranagar of Kanchanpur due to clashes between two student organizations, RSS reports from Mahendranagar.. The teaching-learning activities have been obstructed at the campus after clashes took place between the All Nepal National Independent Students Union (ANNISU)- Revolutionary, close to the CPN-Maoist, and the Nepal Students Union following the dispute over vandalism at Campus on Saturday. District Chairman of ANNISU-Revolutionary, Padam Raj Joshi, and Campus Unit Chairman of NSU received minor injuries in the clash. District Chairman of NSU, Tarkaraj Bhatta, said that the clash took place when discussion was continuing on the issue of taking details about the losses and action against the accused. Joshi, however, said that the clash took place after unknown persons thrashed Bhim Joshi of Far-Western University at the campus. Nnnn MOBILE SERVICE CAMP OBSTRUCTED BY CPN MAOIST Kathmandu, 15 May : Cadres of the CPN-Maoist have obstructed the integrated mobile service camp at Jahare of local Maintada today [Wednesday], RSS reports from Surkhet.. Police and the cadres clashed after the latter started demonstrating shouting slogans and throwing brickbats as soon as the works of the camp started. Two police personnel and three Maoist cadres have been injured in the clash that lasted for ten minutes. Police fired 16 rounds of teargas shells to quell the clash. Among those injured in the clash are Assistant Head Constable Man Bahadur Budha and constable Nara Bahadur Acharya of the Armed Police Force and CPN-Maoist cadres Sahabir Mahar, Tek Bahadur Tiruwa and Ram Bahadur Sunar, according to the District Police Office, Surkhet. Police have arrested nine Maoist cadres and leaders involved in throwing stones on the camp. Those arrested are party central member Bharat Bom, State Committee member JB Sunar, District Committee member Tulsi Prasad Poudel and party workers Khagendra Budha, Som Bahadur Rana, Top Bahadur Chalaune, Dev Bahadur Chalaune, Kul Bahadur Pariyar and Purna Bahadur Pariyar. The CPN-Maoist Surkhet district committee has warned that it would enforce a general shutdown on Thursday if the arrested party leaders and cadres were not immediately released. In a press release on Wednesday, the party alleged that the police had tortured its leaders and cadres by detaining them in custody, and flayed the act of torture. The mobile service camp started some time after the incident. The situation has normalized by the evening, the District Police Office, Surkhet stated. Nnnn ANOTHER APPEAL TO CPN MAOISTS TO JOIN TALKS Kathmandu, 15 May:: Chairman of the Interim Election Council of Ministers, Khil Raj Regmi, has urged the CPN-Maoist once again to come for talks as early as possible for the preparation of the election to the Constituent Assembly (CA), RSS reports.. Chairman Regmi urged this while addressing the seminar on ´Strategic Planning of Agriculture and Forestry University´ jointly organised by the Agriculture and Forestry University (AFU) and Michigan State University (MSU) of USA here on Wdnesday. The meeting of the Council of Ministers held on May 13 had requested the political parties, which are against the election, to come for talks. He said, ´We are in process of CA election, it is our inevitable necessity, unavoidable objective and election is only the beginning point of our prosperous future and urged one and all to participate actively in programmes of election of CA by discarding any prejudices and distrust. Regmi said that the government has been holding regular discussions with political parties for the past few days to finalize CA member election ordinance soon as per its target to hold the election in a free and fair atmosphere by ensuring participation of all parties and inclusion as far as possible. He clarified that the government was in a hurry to declare the date for CA election by creating election atmosphere by ensuring all election related laws. On the occasion, Chairman Regmi urged not to neglect originality, relative importance and historical specialties in the competition to modernize the education. He also requested to give emphasis on education system, nature of work and overall administrative works of university while developing the Strategic Plan of University. The Plan should maintain a balance between ´Modernism and Fundamentals´ of such education values, added Regmi. Regmi expressed happiness over the attraction of students in Agriculture and Forestry University during a short period of its establishment. Expressing concern over the negative impact of image of educational institutions and universities due to different obstacles and hurdles taking place unnecessarily, he urged all the bodies concerned to take efficient educational environment as the first priority in the university. Similarly, Minister for Education, Madhav Prasad Poudel, said that the government was positive for the further expansion of the AFU. The University is the first technical university in the country. Minister Poudel expressed the belief that quality change could be made in life of people through the studies of agriculture and forestry. Vice-Chancellor of AFU, Dr. Kailashnath Pyakuryal, said that there will be a support to the University to produce more skilled human resources if the government gives priority to it. Director of the International Agriculture Academy at MSU, Gretchen Neisler, said that they are ready to collaborate with AFU of Nepal.
