Rising water levels in rivers have started receding with improved weather Wednesday. nnnn EC LIKELY TO EXTEND PARTY REGISTRATION DEADLINE Kathmandu, 19 June: Setting the stage for the Constituent Assembly elections announced for November 19, the Election Commission on Tuesday endorsed the Constituent Assembly Elections Work Plan-2013, Bhadra Sharma writes in The Kathmandu Post.. The 17-point action plan includes election related activities from electoral roll update to vote count. It aims to wrap up the voter registration process by July 15 and publicise the final list of voters within three weeks after the voter roll updating process comes to an end. According to the work plan, the tasks concerning polling stations will be completed by July 17. The EC is likely to extend the party registration deadline until July 17. Appointments of district election officers on the recommendation of the Judicial Council and the Judicial Service Commission, their training and setting up of offices will be completed by September 15. The election authority is kick-starting 16-day-long preparation for the First-Past-the-Post voting in deadly earnest from September 7. It will also set the scene for the proportional representation electoral system. EC officials said the Joint Election Monitoring Centre will in service from August 18 to November 19. The cross-security mechanism comprising four wings of the security forces—Nepal Army, Armed Police Force, Nepal Police and National Investigation—is commanding security officials to be mobilised during the elections. The Media Centre, set up on July 6, will function till the curtain draws on the elections and media monitoring will start from July 17. Dissemination of education materials is starting on August 5 till November 7. Polling stations will be fixed by July 29. EC officials said the tasks related to implementation and monitoring of the poll code of conduct will continue till December 15. EC officials maintained that the election related activities will pick up pace once the work plan gets endorsed. “From today onwards the Commission will work at full throttle. We hope that nothing would stand in our way and we will be allowed to move head freely,” said Chief Election Commissioner Neel Kantha Uprety. He said a separate action plan will be formulated incorporating all the activities related to election preparations. Meanwhile, Uprety on Tuesday met with Chairman of Interim Election Government Khil Raj Regmi in Baluwatar and briefed about the ongoing preparations made by the EC. He called on Regmi to bring the poll-opposing parties on board and make the elections a success. Election expenditure doubled A committee under the EC has proposed doubling the expenditure ceiling that candidates spend in election campaigns. In the 2008 CA elections, the poll expenditure limit for each candidate was Rs 459,500. nnnn
