CHIEF GOVT. ADVISOR SAYS BUDGET WILL BE DEVELOPMENT ORIENTED
Kathmandu, 11 June: Chief advisor of the Ministry of Finance Dr. Chiranjibi Nepal on Monday said that the upcoming budget for the fiscal year 2013/14 would be development oriented instead of distributive as in the past., The Rising Nepal reports from Pokhara
Addressing a pre-budget discussion programme organized jointly by the Ministry and Pokhara Chamber of Commerce and Industry, chief advisor Nepal said that the new budget would mainly focus on energy, infrastructure development and agriculture.
As the current government is not compelled to bring in populist budget, sufficient budget would be allocated to the needy sectors of the economy, he said. “The budget will be simple and private sector friendly,” he added.
Till date, as only 3 per cent of the population (300,000) is paying tax, it is very hard to run the country in lack of sufficient revenue, he said.
Though around 57 per cent of the total population is active labour force, it has been unfortunate for the country that majority of that labour force is migrating for foreign employment, he said.
In the past few years, the private sector was kept aside by the government, he said and added that without the leading role of the private sector, the country's economy cannot develop.
Expressing dissatisfaction over the decision of the UCPN (Maoist) to deploy their carders for production, Nepal said that such political forces cannot build nation.
Nowhere in the world is the example of political cadres and military forces taking active part in economic activities, he said.
Former president of Federation of Nepalese Chamber of Commerce and Industry (FNCCI) Ananda Raj Mulmi suggested the government to improve its spending capacity for the better return from the development budget.
Good governance would enhance the government’s spending capacity, he said.
He urged the government to allocate budget for Pokhara-Lumbini fast track road, Kaligandaki Corridor and upgrade the Baglung-Dhorpatan road and cycle trail.
Sanjib Bahadur Koirala, president of Pokhara Chamber of Commerce and Industry, urged the government to make tax related laws and regulations tax-payer friendly.
