ELECTION CODE OPERATIONAL
Kathmandu, 23 July: Enforcing the election code of conduct, the Election
Commission on Monday said around 1 million citizens may not be able to exercise
their franchise this time around as they failed to register themselves in the
new voter roll. It also said a final list of voters will be up on August 20,
The Kathmandu Post reports..The code, divided into eight segments, now stands implemented and the EC has already started monitoring it, EC officials said.
The commission also asked all individuals and organisations concerned to not distribute relief/aid until the code is in place. Any relief/aid for any purpose, including for those affected by floods in the country, should go through the government, according to Chief Election Commissioner Neel Kantha Uprety.
While Election Commissioner Ayodhee Prasad Yadav will look after activities of the government and the political parties, another Commissioner Ila Sharma will monitor activities of the media and see whether they are abiding by the code of conduct. Another Commissioner Rambhakta PB Thakur will monitor the activities of foreign observers.
“As of now, 123.8 million citizens have registered their names for voting in the Constituent Assembly elections scheduled for November 19, while we will come up with a final tally on August 20,” Uprety told a press conference at his office.
According to the 2011 census, there are 145 million eligible voters in the country.
“In between these two years (2011-2013), around 3 million voters have left the country for jobs abroad, and another one million may have reached the voting age, but they did not apply for registration,” Uprety said. “According to our rough estimation, around 1 million citizens have been left out,” he said.
The EC on Monday issued a public notice, asking all concerned to check the list of voters’ names available in every ward of VDCs and Municipalities. It said voters can seek corrections to mistakes in the list, if any.
Uprety said the EC will start sending the final list to all the districts, VDCs and wards, begin printing ballot papers and make preparations for candidacy registration after August 20.
“Parties that have not registered themselves with the EC can do so within August 20,” he said, adding that they will start notifying the remaining parties about the registration from Tuesday.
As of now, 139 parties have applied for registration, while some parties, including the Mohan Baidya-led CPN-Maoist, have stayed out of the poll process.
“The government and the major parties are engaged in talks with various poll-opposing parties and we hope the talks will yield good results. I believe that the dissenting parties will come on board before we go for ballot paper printing,” he said.
