TWO KILLED, TWO INJURED IN PARBAT LANDSLIDE

Kathmandu, 11 July: Two persons were killed and two others were injured

when a mudslide buried a jeep at  Kothibang in Parbat overnight.

The dead have been identified as engineer  Dev Rak Acharya and  LOk Bahadur Khadka.

The jeep was heading for Rolpa from Dang.

CIAA CHIEF EMPOWERED TO DETAIN AIRCRAFT

Kathmandu, 11 July:: The government is preparing to delegate the authority to “detain” aircraft in the interest of flight and passengers safety to the head of the Civil Aviation Authority of Nepal (CAAN), Angam Prasai writes in The Kathmandu Post. .
The Ministry of Culture, Tourism and Civil Aviation has forwarded a proposal in this regard to the Cabinet for the latter’s approval.
As per the existing provision, the CAAN has to consult with the government before taking such an action. Although the Civil Aviation Act 2015 already has the provision, the CAAN director general has not been given such a power.
According to the Universal Safety Oversight Audit Programme (USOAP) conducted in 2009 by the International Civil Aviation Organization (ICAO), one of the reasons for Nepal’s weaker air safety oversight was the CAAN head not having the power to “detain” aircraft. “The provision will enhance aviation safety and closes the chapter of one of the major findings pointed out by the ICAO audit,” a ministry official said. If endorsed, the CAAN director general will have the power to “detain” aircraft for the protection of civil aviation if he suspects any unlawful interventions and other threats like natural disasters that could harm passengers as well as the aircraft. This will allow the director general to take the aircraft under his control until necessary measures are adopted to ensure safe flight operations. The ICAO audit had pointed out many corrective action plans for Nepal’s civil aviation. And, this was one of the contentious issues among the eight areas of the audit.

KATHMANDU: The International Civil Aviation Organization’s (ICAO) Coordinated Validation Mission, which recently arrived in Kathmandu, has started inspection of the efforts made by the Civil Aviation Authority of Nepal (CAAN) to comply with the international aviation safety standards. A four-member team will audit CAAN’s progress in addressing safety concerns identified by the ICAO’s Universal Safety Oversight Audit Programme (USOAP) in 2009.
The “requested audit” under the call of CAAN will look into the corrective measures Nepal has adopted to address and resolve deficiencies the ICAO had pointed out.
There are eight “critical elements” such as primary aviation legislation, licensing and airworthiness of safety concerns that ICAO considers are essential for a country to have an effective air safety. Based on the audit, the mission will make a recommendation to the ICAO headquarters in Montreal, Canada, on whether the significant safety concerns raised previously should be lifted, said a senior CAAN official.

Presenting a political paper at a party meet on Wednesday, Chairman Pushpa Kamal Dahal proposed to form some organisational structures suitable for the election and call a separate general convention to settle disputes regarding organisational structure.
 In a meeting attended by former standing committee members, politburo and bureau-in charge, majority leaders also suggested Dahal to concentrate on the election rather than lingering on disputes. The leaders argued that filling the vacant positions in the party committees at this point will trigger further disputes that could affect the party during the election.
According to the leaders, the party’s extended plenum scheduled for July 19 will only set some principles for the appointments and deploys leaders for the election purpose. The party is struggling to make key appointments in its office bearers team, standing committee, politburo and extend current 98-member Central Committee due to the intra-party dispute. The party’s general convention held in February created some posts and entrusted the CC to make appointments, but the task is still elusive due to the dispute between rival factions.   “The extended plenum will only make some organisational structure for the election but there will not be substantial changes in the existing party structure,” said leader Devendra Poudel.
The party is facing a crisis after Baburam Bhattarai resigned as party’s vice-chairman. The extended plenum was called after Bhattarai refused to withdraw his resignation despite vehement requests from leaders to do so.
During the meeting, Dahal also floated a proposal to endorse four secretaries, 17-member standing committee and 299-member CC, but it was rejected by the leaders.
