Kathmandu, 11 July: Former Chief Election Commissioner, Bhojraj Paj

Pokhrel--- also a retired home secretary – doubted Thursday the

19 November constituent assembly elections will be held.

He blamed government and parties for the present uncertainty amongst people in the November vote while addressing the Reporters’ Club..

“Roundtable conference has to be held, The agreement

must then  be managed .for which acts and laws have to be enacted,” he said.

”Parties have to be registered again in 45 days without which election can’t

be held,” he said.

Pokkhrel conducted the first constituent assembly

He obviously believes the second assembly without bringing CPN Maoist

onboard is not possible
