ELECTION CODE OF CONDUCT COMES INTO FORCE

Kathmandu, 22 July: The election code of conduct came into effect from
Monday for government, political parties, journalists and others 120 days before the 19 November second constituent assembly vote.
Government hurriedly enforced appointments Sunday even
as cabinet meetings are held generally on Thursdays.
Six government secretaries and an ambassador were appointed Sunday
evening.
Government transferred  six officials from judicial service
 and 10 from among the government’s attorneys.
It created 203 permanent openings at National Investigation Bureau.
Nepal Police also transferred 56 SPs and promoted 47  inspectors to
DSPs.
Appointments and transfers are disallowed the the code is enforced.

CAAN DROPS PLANS TO AWARD LUCRATIVE GROUND HANDLING AT TIA TO PRIVATE FIRM
Kathmandu, 22 July: The Civil Aviation Authority of Nepal (CAAN) is
still in no mood to introduce a private firm for ground handling services at Tribhuwan International Airport (TIA)m The Himalayan Times reports..

Though earlier, the authority was preparing to introduce another private firm to manage ground handling services at TIA, it has currently dropped the plan.

“There is no immediate plan to call any global tender for ground handling services at TIA,” said director general of CAAN Ratish Chandra Lal Suman.

However, TIA claims that another private firm is necessary to bring competitiveness in ground handling services. Earlier, TIA had also informed and requested the CAAN board to allow two

different operators for the purpose but the board dropped the agenda.

The authority was planning to introduce an additional ground handling service provider to end the existing monopoly and to manage air traffic more efficiently.

According to Nepal Airlines Corporation (NAC), it has an excellent ground handling service with huge experience and introducing a private firm might bring in negative competition.

NAC generates around $2 billion from ground handling and TIA receives 10 per cent royalty.

TIA states that under the Civil Aviation Authority Act 1996 and National Civil Aviation Policy 2063, the ground handling service should be competitive. There is also an agreement between NAC and CAAN, which does not restrict CAAN from appointing a private firm to manage ground handling and the agreement will end on February 9, 2014.

However, CAAN states that the plan to introduce another firm for ground handling services has been dropped.
(Note: State airline NAC finances its operations from the lucrative
ground handling business.)
