RECOMMENDATION COMMITTEE SUBMITS REPORT

Kathmandu, 12 July: A Recommendation Committee should be formed to keep the public administration away from partisan influence and that the appointments should be given on the recommendation of the Committee, the Administration Reform and Recommendation Commission has stated in its report, RSS reports..

The Commission submitted a 21-point recommendation letter to the government to be included in the budget for the next fiscal year for good governance in civil service.

It suggested to form a recommendation committee which would include the experts´ team of the personalities with clean and high image and appointments should be made as per the recommendation of the committee.

The Commission has recommended forming a Corporation Service Commission to keep the public corporations away from political interference concluding that the public organizations were being the recruiting centres of political parties saying that there have been widespread irregularities in the government´s investment.

It has concluded that local bodies´ election should be held immediately as there have been complaints from various quarters that the development works were badly affected as there have been complications to carry out such works for lack of elected local bodies as election of local bodies was not held for a long time.

The Commission also recommended to hold an official trade union election for the existing trade unions have been found associated with political parties in absence of official trade union of the Civil Servants.

The commission suggested updating the website of public bodies, appointing an information officer, preparing code of conduct and implementing it for among others, member of the council of ministers, and other bodies and making the property of all government officials public.

It has also urged the government to increase salaries of employees as per given to the employees of SAARC countries as well as on the basis of the consumer price list issued by the Nepal Rastra Bank and the recommendation of the past pay commission report.

Chairman of the Administrative Court, Kashiraj Dahal, said lack of positive thought among the employees that are looking after the responsibilities, lack of implementation of laws, lack of evaluation and monitoring of laws, politicizing of programmes rather than prioritizing among others, had been hindrances for good governance.

The political parties should show willpower while the employees should take initiatives for developing capacity and professionalism until the sources of the administration were clean other sectors could not get reformed, he said and stressed on the need of making the sources clean.
