DECISIVE HLPM TALKS SUNDAY

Kathmandu, 11 Aug.: Leaders from constituent parties of the High Level Political Committee (HLPC) plan to hold ´decisive´ talks with the agitating CPN-Maoist party and determine whether or not the Baidya-led alliance of 33 dissident political parties is sincerely committed to joining the election process, Reublica reports..

HLPC leaders said they will hold the critical negotiations with the agitating parties on Monday. They have also scheduled a meeting of the HLPC constituent parties - UCPN (Maoist), Nepali Congress (NC), CPN-UML and United Democratic Madhesi Front (UDMF) - on Sunday to discuss and set out a common stance on the matter.

UCPN (Maoist) leader Narayankaji Shrestha said the HLPC member parties would sit together on Sunday and first share among each other the impressions and conclusions that they drew during their separate talks with the Baidya-led CPN-Maoist, Upendra Yadav´s Madhesi People´s Rights Forum-Nepal and Ashok Rai´s Federal Socialist Party Nepal, among others.

“Based on the conclusions of Sunday´s meeting, we will hold decisive talks with CPN-Maoist leaders on Monday because we don´t have time to wait for them any longer,” Shrestha told Republica.

In an effort to bring them on board the election process, key leaders from the UCPN (Maoist), NC and UML held separate talks with the dissident parties over the last couple of days but the series of negotiations have yielded no result so far.

Shrestha said that the main focus of the next round of talks with the Baidya-led party would be to make clear “whether or not they are for joining the election process.”

“If they are really committed to joining elections, then we will discuss those of their demands that we can address. Otherwise, there is no point entering into their conditions,” he explained. “They should also make clear what is the minimum that the HLPC and the government should do to create an environment conducive to their poll participation.”

Also, UML General Secretary Ishwar Pokharel said they plan to clear the confusion among the leaders of Baidya´s party. “This has become imperative due to time constraints,” said Pokharel. “However, our party is for making efforts till the very last to include the dissidents.”

According to Shrestha, the HLPC member parties are for exhibiting flexibility over some of the issues, such as increasing the number of seats under proportional representation, which is one of the demands of the dissident parties.

While the 33-party alliance led by Baidya is insisting on dissolution of the present chief justice-led technocratic government and formation of an election government led and participated by political parties, and deferral of the election scheduled for November 19, the major parties have already turned down these two demands.

Leaders closely involved in the inter-party negotiations said they are not optimistic about the Baidya-led Maoists joining the election process.

“They aren´t ideologically clear about participating in the coming polls and the party leaders seem to be deeply divided over the issue,” said a leader requesting anonymity.

While UCPN (Maoist) Chairman Pushpa Kamal Dahal had been publicly claiming that Baidya´s party wouldn´t join the election process, some rounds of talks were held lately after leaders from the NC and UML insisted on making some efforts.

“By now, they [NC, UML leaders] also understand the reality and the opinions of all HLPC member parties about Baidyaji´s party is now the same,” said Shrestha.

MAOIST CHIEF, UPENDRA YADAV HOLD ELECTIONTALKS
 
Kathmandu, 11 Aug.:  UCPN (Maoist) Chairman Pushpa Kamal Dahal, who is also the coordinator of the High Level Political Committee (HLPC), held meeting with Madhesi People´s Rights Forum-Nepal Chairman Upendra Yadav Saturday to woo his alliance to the elections, Republica report..

During the meeting, Chairman Yadav, who also heads the Federal Democratic Front (FDF), complained that the report of the Election Constituency Delienation Commission (CDC) that recommends keeping the existing 240 constituencies intact has vitiated talks atmosphere.

 "I told that this is immoral. The CDC submitted its report with such a recommendation at a time when we are in negotiation with the HLPC demanding that election constituencies be delienated based on the number of population," Yadav told Republica.

Yadav said the recomendations by the CDC not only goes against the constitutional provision and the recent verdict of the Supreme Court, but also political agreements reached with them in the past. "How can we sit for negotiations in such a situation?" Yadav had asked Dahal during the meeting.

On the occasion, Dahal reportedly told Yadav that the CDC had not consulted HLPC while submitting such report. He also assured that HLPC meeting scheduled for Sunday will take necessary decision.
