UPDATE NEPAL SET HUGE TARGET BY INDIA IN SINGAPORE CRICKET

MUTUAL BLAME DELAY ADHIKARI MURDER PROBE
Investigation into the 2004 murder case of Krishna Prasad Adhikari has been caught in a procedural delay , apparently caused by the ambivalence regarding the law faced by the Chitwan District Police Office (DPO), bImal Khatiwada writes in The

The DPO has claimed that it cannot proceed with the investigation without clear instructions of the District Attorney’s Office (DAO) on how it should approach the case.
“We have already contacted the attorney’s office twice, seeking legal advice. We have not received any helpful instruction to begin the investigation,” said Superintendent of Police (SP) Pradhyumna Karki.
The DAO, however, said police could start the probe based on the letter from the National Human Rights Commission (NHRC), and that the attorney’s advice was not mandatory. “We have already told police that the human rights commission is a constitutional body and they can go ahead with the investigation,” said District Attorney Eknarayan Lamsal.
The Nepal Police Headquarters had written to the DPO one week ago, directing to investigate Adhikari’s murder that was allegedly perpetrated by former Maoist insurgents during the war-era. The case, however, remains closed and unattended as the DPO waits for the DAO’s instruction, which the latter claims it has already issued.
Meanwhile, Adhikari’s parents, Nanda Prasad and Gangamaya, remain in a critical condition, staging fast-unto-death protest in the Capital, demanding justice.
“My father and mother are dying out there while police and the attorney’s office are busy blaming one another for the delay in the investigation,” Adhikari’s elder brother, Noor Prasad, complained. “We don’t know which door to knock for justice now.”
A source said both the DPO and the DAO are weighed down by political pressure to keep Adhikari’s murder uninvestigated.
UCPN (Maoist) Chairman Pushpa Kamal Dahal has argued that Adhikari’s murder case should be judged by the proposed Truth and Reconciliation Commission as the incident was a part of the war-era crime. Adhikari’s family and human rights organistions, however, are demanding that the case be settled through the criminal justice system, as the victim was innocent.
On June 5, 2004, former Maoist rebels had allegedly abducted Adhikari, a resident of Fujel VDC-7 of Gorkha, from Bakular village of Chitwan, accusing him of spying for the Nepal Army. The 19-year-old, who was visiting his grandparents in Chitwan, was murdered at the Kaya river, a day after he was kidnapped.

MUSHARRAF CHARGED FOR BHOTTO MURDER

Kathmandu, 20 Aug.: Pakistan's ex-military ruler Pervez Musharraf was indicted on three counts Tuesday over the 2007 murder of opposition leader Benazir Bhutto in a gun and suicide attack, a prosecutor said, AFP reports from Islamabad..
Charging a former army chief is an unprecedented move in a country ruled for more than half of its life by the military and where the army is still considered the most powerful institution.
It was the second time that Musharraf, who ruled the nuclear-armed state from 1999-2008, had been summoned to face charges of criminal conspiracy and the murder of Bhutto in December 2007.
"He was charged with murder, criminal conspiracy for murder and facilitation for murder," public prosecutor Chaudhry Azhar told AFP at the anti-terrorism court in Rawalpindi hearing the case.
Musharraf denies the charges and the case has been adjourned until August 27.
He has been under house arrest on the edge of the capital Islamabad since April 19, but appeared before the court in person.
"The charges were read out to him in the court. He denied the charges," said Azhar.
"The case has been adjourned until August 27 for evidence to be brought," he added.
