UNMIN acted irresponsibly [Excerpts]

Kathmandu, 23 May: It has now been confirmed Ram Hari Shrestha was killed after extreme torture at the PLA third division headquarter under 24-hour CCTV surveillance of UNMIN, Gobinda Pariyar reports in Samya.
Outsiders aren’t allowed and UNMIN permission is required for entry.
Question has been raised about UNMIN irresponsibility after the murder of Shrestha.
Former member of National Human Rights Commission Sushil Pyakhurel said it’s unbelievable UNMIN wasn’t aware of the week-long detention of Shrestha there.
‘Action should be taken against officials for negligence according to UN rules,” Pyakhurel said. UNMIN condemned the murder only four days after it came to light.
Pyakhurel said failure of UNMIN has been proved; Shrestha was taken in and out of the camp twice and yet UNMIN wasn’t aware of the movements.
The monitoring of UMNIN has come under question when arms were freely moving in and out and people were being tortured in the camp.
The work of UNMIN had already been questioned earlier.

Orphanages for conversion

Kathmandu, 23 May: Thirty percent orphanages nation-wide are run illegally and they are run by churches, gumbas, madrasas and ashrams.
Of the 451 orphanages, 132 aren’t even registered.
Orphanages can run only with the permission of district Child Welfare Centers.
