Congress on wait and watch stance: Girija

Kathmandu, 10Nov: Nepali Congress President Girija Prasad Koirala said Monday his party is taking a ‘watch and see attitude’ to current politics after submitting Sunday a nine-point demand to Prime Minister Prachanda for future cooperation.
Koirala told this to reporters after emerging from a meeting of the parliamentary party meeting.
Congress has threatened a mass movement without a positive Maoist response.
Prime Minister Prachanda has said he will respond to the Congress pressure Monday.
Congress parliamentary party members expressed dissatisfaction Sunday leader of the legislature wasn’t elected even seven months after the CA vote.

One killed in Bhojpur shooting

Kathmandu, 10 Nov: One person was killed in a shooting incident overnight in Bhojpur, Radio Nepal reports.
The identity of the person who died isn’t yet known.

Has details of CA rules and regulation committee

Kathmandu, 10 Nov: After a five-month deadlock a 25-member committee representing all parties in the constituent assembly (CA) unanimously through conciliation agreed Sunday night on working rules and regulation to begin drafting Nepal’s latest constitution.
The1990 constitution once described as the best in the world even by major parties, including the Nepali Congress and CPN-UML, was thrown into the dustbin by dominant political parties opting for a republic by ousting the 238-year monarchy and Shah dynasty that founded modern Nepal.
The ruling parties are experiencing major hiccups in establishing a republic which many consider isn’t sustainable.
In agreed rules and regulations, there’s no reference to conscience voting or issuing a whip to maintain party first insisted on by four major parties; small parties demanded conscience voting.
Party discipline in committee meetings is expected to be enforced through party statute.
The committee rules is being presented by committee chairman Narayanman Bijukakchaya for approval Monday; the signed document will then be sent by the committee to the CA for its approval after which the path will be clear for beginning work on drafting the constitution delayed for seven months.
The basic law has to be finalized in the remaining 14months after extensive consultation at grassroots level.
The drafting has also been overshadowed by differences in the CPN (Maoist) and main opposition Nepali Congress which has declared a jihad against Maoists for allegedly attempting to derail multi-party democracy.
‘Agreement of the rules and regulations is a historic beginning,” said CA Chairman Subash Nemwang.
The draft proposes 14 committees with one 61-member main constitution committee with representatives of all 25 parties, 10 subject committees and three administrative committees.
Subject and administrative committees will have 43 members each; experts can join the committees.
The committee will be representative and inclusive nd ensure gender equality.
Differences will be decided through a referendum whose decision will be binding.
