Terai revel shot dead
Kathmandu, 7 Nov: A terai rebel belonging to the Jwala Singh group of the JTMM was shot dead in Saptari by police Friday.
The rebel was identified as Dhruba Narayan Sardar.
Two gunmen shot and and injured a CPN-UML activist in Rautahat in continuing violence in the terai Friday.

No whip provision

Kathmandu, 7 Nov: After protracted differences, four biggest parties in the constituent assembly (CA) Friday agreed there won’t be a provision for a whip in a rules and regulation committee to draft a constitution.
CPN (Maoist), CPN-UML, Madesh Janaadhikar Forum (MJF) and main opposition came to the agreement; there are 25 parties in the CA.
But parties still disagreed on whether a whip system has been done away with in a party system of governance; CPN-UML General Secretary Jhalanath Khanal said the party will won’t permit conscience vote and discipline will be imposed through party laws while the constitution is being drafted.
The agreement not to have a whip in rules and regulation committee paves the way to begin work on drafting the the constitution.
The rules and regulations for the dract committee will first be finalized.
Work of drafting the constitution hasn’t begun even eight months after the 10 April CA vote.
Ten drafting committees will first have to be formed—four administrative and six subject committees.

Defiant Vice-president Jha said he can’t be impeached
Kathmandu, 7 Nov: A defiant Vice- President Parmanandha Jha reiterated in Biratnagar Friday he can’t be impeached by government for his allegation an integration formed by government for the unification of Maoist PLA and Nepal Army was unconstitutional.
Jha said only the CA or the supreme court can take up the issue of his impeachment.
Two largest coalition partners, CPN (Maoist) and CPN-UML said Jha’s embarrassing comments were unconstitutional.
In a denial, Jha said he was only trying to defend the constitution or relevant which didn’t mention ‘major’ parties to be included in the integration committee.
Jha said ruling parties themselves were behaving unconstitutionally by coming out on the streets against federalism mentioned in the constitution.
Nepali Congress and Terai Madesh Loktantrik Party (TMLP) members supported beleaguered Jha in the CA Friday.
Nepali Congress and TMLP members said they will disrupt assembly proceedings if the integration isn’t dissolved and a new one formed with the inclusion of major parties.
Nepali Congress has refused to sit in the committee and only the three largest parties in government and the CA are represented in it.
The differences have delayed any integration process of the two armies.
TMLP Party Chairman Mahanta Thakur in a meeting with Prime Minister Prachanda demanded his party’s inclusion in the integration committee.
