Constitution drafting to begin; hurdles removed

Kathmandu, 14 Nov: The constituent assembly (CA) Friday removed hurdled to begin the delayed drafting of a constitution Sunday by approving two rules.
Rules of business for the 601-member CA and rules and regulations for a committee drafting a constitution were approved.
Rules and regulations for a constitution drafting committee were approved unanimously after agreement to incorporate suggestions of some members in the final draft.
Assembly Speaker Subash Nemwang said work on drafting the constitution will begin Sunday and the basic law will be approved by the assembly in the next 18 months.
Work of drafting the constitution hadn’t begun even seven months after the 10 April CA election won by Maoists.
Nemwang said the draft will be completed within the deadline if parties adopt a cooperative attitude.

India wants peace process and constitution draft on consensus: Prachanda

Kathmandu, 14 Nov: Prime Minister Prachanda told reporters Friday he returned with the ‘goodwill’ of New Delhi for the ‘completion of the peace process and he drafting of the constitution’ which have run into rough weather.
Nepali Congress is opposed to the mass integration of the PLA in Nepal Army and the main opposition charges Maoists for attempting a totalitarian people’s republic or a Stalinist state.
Prachanda was attempting to convey message India wasn’t interfering in Nepal’s internal affairs.
Prachanda revealed his Indian counterpart Manmohan Singh inquired about Madesh and integration issues.
“On the whole, the visit was very fruitful,” Prachanda told reporters on arrival at the airport from New Delhi.
Foreign Minister Upendra Yadav said the prime minister and Foreign Minister Pranab Mukherjee were keen on ‘what’s happening and how” on the integration of armies.
Prachanda Friday inspected the 24,000 MF Their dam in Uttraanchal state at a time when New Delhi is interested n building high dams in Nepal, including Kosi dam, for river damage control and irrigation.

Girija unhappy with American, British ambassadors

Kathmandu, 14 Nov: Prime Minuister Pushpa Kamal Dahal Prachanda held secret talks with Girija Prasad Koirala before proceeding on his second India visit, Nepalpatra reports.
Prachanda asked Koirala not make things difficult for Maoists on the issue of integration; Prachanda told Koirala he was encountering difficulties on the issue of integration.
Sources said Koirala slimed when Prachanda admitted it was difficult to run the country
Koirala warned Prachanda of a danger of army rebellion if integration was pushed.
Foreign ambassadors are exasperated with Koirala who has been telling them ask Prachanda when ask about the country’s future.
Koirala has been complaining ambassadors of bid countries are selfish unwilling to help. He’s unhappy with US Ambassador Nancy J. Powell and British Ambassador Dr Andrew Hall, according to family sources.
He has been avoiding them feigning sickness when they sought meetings.
But yet during a recent meeting he told the two ambassadors bluntly to get the feedback from the prime minister when asked about the country’s situation.
He told them Maoists will give a satisfactory answer to their query which direction the country is headed.

Pro-king forces come on the streets in Birgunj
Birgunj, Nov 14: At a time when the situation is fluid in the country, pro-monarchy forces have come out openly on the streets in the town, Nepalpatra reports.
They demanded the restoration of a Hindu state; Hindu Prajatantra party took out the demonstration in Parsa this week and disrupted movement of vehicles for one hour in highways.
Demonstrators demanded a stop to cow slaughter.
