Maoists stone presidential carcade

Kathmandu, 4 Oct: Maoists stoned the carcade of President Dr Ram Baran Yadav as he was returning after to the capital from Bhaktapur Saturday.
The president drove to Bhaktapur for traditional puja at Nabadurga temple on Kojagrath purnima.
Even as Maoists had announced a boycott of functions attended by the prime minister and members of the cabinet, Chairman Prachanda shook hands with government chief Madhav Kumar Nepal at a tea reception hosted by Nepali Congress Girija Prasad Koirala Saturday.
Congress organized the reception to mark national reconciliation day.
At the reception, Prachanda had a brief conversation with former Army Chief Gun Rukmangud Katawal retained by the president even after being dismissed by the Prachanda government.
CPN-UML is also holding a tea reception Sunday to mark the festive season.
Former Prime Minister Manmohan Adhikari started in started the tradition 14 years ago.

Sujata Koirala being promoted to deputy prime minister

Kathmandu, 4 Oct: Prime Minister Madhav Kumar Nepal has made up his mind to promote Foreign Minister Sujata Koirala to the rank of deputy prime minister in the cabinet, according to a top aide to Nepal, Republica reports.
“Since NC President Girija Prasad Koirala has consistently taken up the promotion issue with the prime minister, he is no linger in the mood or in a position to resist Koirala’s request,” he said.
Asked when she might be promoted, he said it would happen some time next week after the prime minister consults senior NC leaders.

Tibetan refugees violating Nepali law: Home Minister Bhim Rawal

Kathmandu, 4 Oct: Home Minister Bhim Rawal said Sunday Tibetan refugees are being arrested and detained for violating Nepal’s laws.
“They [Tibetan refugees] are violating our legal provisions, That is the reason why we are arresting and putting them in detention,” Rawal said in reply to a question by Republica.
“No. Refugees have no rights to carry out any activities against any third country. According to UN principle and internationally recognized principle, no refugee is allowed to carry out violet or forceful activities and any malicious actions against any friendly countries from where they have taken refuge,” he said in reply to a question: They have the rights to stage peaceful protests. Don’t they?
More than 100 Tibetan refugees were arrested Thursday in the capital as they staged protests in front of the Chinese embassy—a prohibited area—as Beijing was observing the 60th anniversary of the founding of the People’s Republic of China.
Rawal confirmed Armed Police Force (APF) was being deployed along the Nepal-Tibet border.
’We are studying to figure out the number of border posts at which the AFP can be deployed along the northern border,” Rawal said confirming he recently visited Mustang and Manang, north of the Annapurna range along the Nepal-Tibet border.
“… we have to put our utmost efforts to make our border secure and efficient to control any type of violent activities,” he added.

Govt. hiring temporary employees for first time

Kathmandu, 4 Oct: The government is al lset to hire personnel on contract basis to fill positions left vacant recently by the voluntary retirement scheme (VRS), Republica reports.
Some 6,000 civil servants returned under the VRS three months ago.
