President, Maoist dialogue

Kathmandu, 1 Dec: In continuing direct dialogue between the president and Maoists on anti-government and anti-president protests, Vice-Chairman Narayan Kazi Shrestha Prakash Monday held a dialogue with Dr Ram Baran Yadav. .
The meeting was the second in eight days.
Prachand and Chairman Prachanda held the first round of discussions last week.
Shrestha met the president alone Sunday.
‘The Maoist vice-chairman requested an end to a political impasse. The president is for an agreement between political parties. He said he alone cannot do anything and asked parties to move forward jointly,” presidential press advisor Rajendra Dahal said.
Shrestha said quoting the president,” I’ll work staying within the parameters of the office. Three parties should work for an outlet.”
They discussed the controversy over the taped conversation between Prachanda and Girija Prasad Koirala, according to Shrestha.

Prime minister invited to visit China

Kathmandu, 1 Dec: China has extended an invitation to Prime Minister Madhav Kumar Nepal to visit China from 26 to 31 December, a foreign ministry source said.
The invitation was extended Friday by Chinese Ambassador Qiu Guohong.
Nepal has already visited India.

Top army brass at defence ministry

Kathmandu, 1 Dec: Military leadership has asked not to Nepal Army a tool in power play, Annapurna Post reports.
Army Chief Gen Chatraman Singh Gurung and senior generals said this at internal discussions at the defence ministry Monday.
The meeting was held at the office of Defence Minister Bidya Bhandari.
He said the army will be put in a difficult situation with wrong reports on the meeting with the president, prime minister and defence minister on the centered around the Singapore tape.
Major generals Toran Bahadur Singh, Gaurab Shumsher Rana. Ajit Jung Thapa, Nepal Bhusan Chand and others were present ant the two-hour meet.
Filling vacancies, stopped promotions, training, import of ammunition and budget for the air wing were also discussed.

Nepal, India security meeting

Kathmandu, 1 Dec: Joint secretaries of Nepal and India are meeting for three-day talks in the Nepalese capital to discuss security issues, Nepal Samacharpatra reports.
Foreign ministry said talks are being held after agreement with India during the August visit of Prime Minister Madhav Kumar Nepal.
Discussions will center around supply of non-lethal weapons, non-military hardware and construction of a helipad in Surkhet.
India has agreed to construct the helipad during the India visit of Defence Minister Bidya Bhandari.
“We’ve learnt India will raise the issue. India has claimed it has evidence Indian Maoists are receiving arms through Nepal,” a foreign ministry source told Nepal Samacharpatra.
(Note: The claim comes after India sheltered Nepali Maoists during the 10-year people’s war and finally brokered a peace agreement between seven parties and Maoists.)

Maoists seize forest

Kathmandu, 1 Dec: UCPN (Maoist)–aligned organizations representing the landless have led thousands of people from various hill districts of mid and the far-West to a state-owned forest in Kailali for settlements, The Kathmandu Post reports.
In the last five days, a round 10,000 people have thronged Dudejhari forest in Baliya VDC in Kailali district, and the mass exodus continues.
These squatters were told they would be provided free land in Kailali.

Emergency army chief meet with OM, president and defence minister; assurance army won’t support unconstitutional moves

Kathmandu, 30 Nov: Army Chief Gen Chatraman Singh Gurung Saturday held separate emergency meetings with Prime Minister Madhav Kumar Nepal, President Dr Ram Baran Yadav and Defence Minister Bidya Bhandari, Jana Bhawana reports.
After a video tape of the meeting between Prachanda and Girija Prasad Koirala laws made public, army has taken the matter seriously and held consultations.
During the meetings, the army chief told them the army won’t support any unconstitutional moves saying reliable information
have come out of the Singapore meet.
The chief assured it will fulfill its constitutional responsibility by carrying out orders of the constitutional government.
The move of the chief is being appreciated and is also being interpreted as a a serious warning to Prachanda and Girija.

Constitution drafting committee begins

Kathmandu, 29 Nov: Main constitution drafting committee began Sunday began discussions which will continue Monday.
The committee is headed by former Law Minister Nilambar Acharya who replaced Madhav Kumar Nepal who was appointed prime minister.
The committee has been entrusted responsibility to propose a draft of a proposed basic law which has to be promulgated by 28 May 2010charged
The committee is discussing articles of a constitution proposed by sub-committees over which there are no differences.
Discussions are targeted to be completed within one week.
Natural resources committee submitted its report to Chairman Subash Nemwang saying janajatis should have first control over them.
There was no unanimity between parties in the 30-point recommendation.
Only seven of 11 subject committees has submitted their recommendations for a proposed constitution.

They are pressing 17 demands, including increased pay and perks.

Foreigners helped establish republic: Ram Bahadur Thapa Badal

Kathmandu, 29 Nov: Maoist General Secretary Ram Bahadur Thapa Badal Sunday confirmed the charge 238-year-old monarchy was toppled with foreign help.
Without naming India, he also said India helped retain sacked Army Chief Gen Rukmangud Katawal.
“They [foreigners] may helped somewhat against monarchy. They watched for some years. In their perception Maoists didn’t bow down and surrender,” told Kantipur why foreigners intervened when Maoists were in government.
“A conspiracy began after constituent assembly elections to bring Maoists down to size.”
Badal was defense minister in the Maoist-led government of Prachanda.
“They incited the army to fill in vacancies in the arm. They propelled the president against the law and constitution,” he charged.
“We knew everything. The development [our ouster from government] wasn’t sudden,” he said in reply to another question.
‘You’ve seen who is encroaching the border Who is forcing on us unequal treaties directly or indirectly? They’re directly intervening. It’s open, nothing is hidden. We want friendly relations; we can’t tolerate intervention. There was intervention in the Katawal case,” Badal said.
He charged Katawal for disobeying government directives.
“Under no circumstances can it disobey government order,” he said charging army filled in vacancies disobeying government directive.

Girija, KP Oli meet

Kathmandu, 29 Nov: Nepali Congress President Girija Prasad Koirala and anti-Maoist CPN-UML leader KP Sharma Oli agreed Saturday to continue with the government by inducting Maoists.
“We discussed ways to induct Unified CPN (Maoist) in this government to make it a national unity government,” Oli said after consultations.
The two leaders said the incumbent government should continue amid a sensational revelation Prachanda and Girija agreed to a seven-point agreement to replace President Dr Ram Baran Yadav with the congress president while appointing Prachanda prime minister.
Maoists denied the report.

Cabinet to meet at Gorakshep 4 Dec.

Kathmandu, 29 Nov: A cabinet meet will be held at Gorakshep situated at 5160 meters below the 8848 meters high Mount Everest, the world’s tallest peak.
The meeting was first scheduled for mid-November at the base camp of the mountain but was postponed.
“The meeting will only be symbolic and won’t last long,” said Bishnu Rijal, press advisor of the prime minister.
Cabinet members could develop altitude sickness by flying directly to base camp without acclimatizing to the rarefied air.
The assembly will adopt a resolution for the December Denmark summit
on climate change.
Nepal will highlight the adverse impact of climate change on the Himalayan environment.
Prime Minister Madhav Kumar Nepal is leading the Nepali team to the summit.
Nepal is emulating Maldives which held an at the bottom of the ocean to highlight its concern with rising sea level that will drown the island.

Kathmandu, 29 Nov: Chairman Prachanda warned Saturday some unidentified international forces don’t want change which is inevitable.
“Some international forces don’t want change in this country. The fight against reactionaries will end soon,” Prachanda said.

Report creates sensation

Kathmandu, 28 Nov: A claim Nepali Congress President Girija Prasad Koirala and Chairman Prachanda reached a secret agreement at a Singapore hotel this month to change leadership has created a sensation.
A leak said under a deal between the two leaders, Koirala would replace President Dr Ram Baran Yadav and Prachanda would head a new government.
Prachanda after returning from Singapore where he held discussions with controversial Indian academician Prof SD Muni has predicted a change of guard.
Maoists denied the report amid silence from Nepali Congress.
“There was no written or oral agreement in Singapore. Discussions were held not to continue the deadlock and both sides should take a moderate stance and form a high-level political mechanism,” said Krishna Bahadur Mahara, party foreign depart chief who was present at the meet.
A newspaper report claimed there was a seven-point agreement between Koirala and Prachanda.
Mahara said the report was an ‘attempted sabotage’.
Indian Ambassador Rakesh Sood held consultations with Koirala Friday.
CPN-UML Chairman Jhalanath Khanal, who was not present at the Koirala, Prachanda meet, said Saturday in the capital he had no faith in the newspaper report.

Kathmandu, 28 Nov: A senior Indian political of a ruling party in India is again in the capital preaching how Nepal should conduct its affairs.
“To draft a new constitution is to maintain civilian supremacy.
:Anybody can go to power through election after drafting a constitution,” DP Tripathi, general secretary of the Indian National Congress of Prime Minister Manmohan Singh said Friday.
He said this after consultations on Nepal’s internal matters with Prime Minister Madhav Kumar Nepal, CPN-UML Chairman Jhalanath Khanal, Chairman Prachanda and other top party leaders.
Tripathi is in town amid the third round of anti-government protests by Maoists and delay in drafting a constitution to replace an interim basic document drafted by a self-appointed and unelected parliament that declared a republic without a referendum.
He is in town after Surya Bahadur Thapa, Khanal, Pashupati SJB Rana and Upendra Yadav held consultations with top Indian leaders, including Prime Minister Singh.

NRB to handover management of Nepal Bangladesh Bank

Kathmandu. 28 Nov: Nepal Rashtra Bank (NRB) which has taken charge of Nepal Bangladesh Bank (NBB) decided to hand over the bank’s responsibility to the new elected board by holding its annual general meeting on 13 January 2010, The Kathmandu Post reports.
NBB has remained under NRB control since November 2006 as the bank was in financial trouble as a result of mismanagement at the hands of its key promoter, NB group.
The NRB board meeting of Thursday decided to relinquish control over the bank as its condition had improved to a large extent.

President, Prachanda meet

Kathmandu, 27 Nov: In the midst of anti-government and anti-president protests, Chairman Prachanda a meeting with President Dr Ram Baran Yadav at the official residence of the head of state Thursday.
Maoist Vice-chairman Narayan Kazi Shrestha Prakash was present.
Prachanda asked the president to help break a prolonged political impasse.
The Maoist chairman said the meeting was free and frank.
“The long political impasse should end and for that major political parties should hold a dialogue and reach an agreement.
“I will extend full support to the agreement of major parties. My personal and institutional support will always be there for any role,” the president’s press advisor Rajendra Dahal quoted the president as telling the chairman.
Prachanda held consultations with the president after allowing the budget to be approved Thursday without obstructing parliamentary proceedings for here days.
The passage of the annual budget 2009/10 was delayed for five months.
But the third phase of their public protests continues.
Maoists have called a nation-wide two-day strike 9 December.
They also decided to declare 13 autonomous republics as critics say it is against the spirit of the comprehensive peace agreement.
Major parties haven’t agreed on a new federal structure to be incorporated in a new constitution.

CPN-UML politburo meet continues

Kathmandu, 27 Nov: Ruling party CPN-UML politburo Friday continued discussions on Chairman Jhalanath Khanal’s political report for the second consecutive day.
Khanal criticized the government led by his own party in the report charging it for not implementing its own declared policy for national consensus to draft a constitution and complete the peace process.
Khanal even suggested a change or a reshuffle in government.
The report has come under strong criticism from an anti-Maoist faction in the party.

Give and take to pass budget

Kathmandu, 27 Nov: It’s been learnt the budget was approved only after the finance minister agreed to sanction Rs 100 million for the special development programme, Kantipur reports.
The money is to be diverted to parliamentary constituencies with parliamentary approval.
Representatives of the ruling LMJF got the concession from Minister Surendra Pandey one day before the passage of the budget.
Pandey continued the programme started by his predecessor Dr Baburam Bhattarai.

Kathmandu, 26 Nov: Maoists Thursday decided to declare 13 autonomous regions even as there’s no agreement with other parties on a new state structure.
Vice-president Dr Baburam Bhattarai said this after a joint meeting of party fraternal organizations.
Maoists had withdrawn the declared declaration at the beginning of their second round of anti-government protests now in the third phase.

DPM Gachedhar greeted with black flags at Gadimai temple

Kathmandu, 26 Nov: Bara residents Thursday greeted Deputy Prime Minister Bijaya Gachedhar with black flags when he went to Gadimai temple in the district Thursday to offer worship and prayers.
Demonstrators were protesting the assault on CDO Durga Bhandari by State Minister Karima Beagum of his party for protecting her amid demands for action.
Thousands of animals and birds are offered at the temple every five years to fulfill wishes.
The festival attended by Indian and Nepali Hindu devotees ended Wednesday.
It’s said the sacrifices are the world’s largest.

Youth abducted, killed in Mohottari

Kathmandu, 26 Nov: The body of Ram Bahadur Sahani.25, was found in a field in Mohottari Thursday after he was abducted Tuesday from his home and shot dead by unknown abductors.

Offices padlocked in Parsa

Kathmandu, 26 Nov: Officials padlocled government offices in Parsa district Thursday.
They are protesting protection of Agriculture State Minister Karima Beagun who assaulted CDO Durga Bhandari at his office more than two weeks ago.
The district police office has issued an arrest warrant.

A formal decision for the investment has been made.

13 student unions submit memorandum to PM Nepal

Kathmandu, 26 Nov: Thirteen student university unions Thursday submitted a memorandum Madhav Kumar Nepal demanding the prime minister intervene to stop a tenfold increase in fees at Tribhuvan University, Nepal’ s oldest.
Management says the first increase in several decades is necessary to raise education quality.
Fees, the university says, are comparatively low.
Students have threatened to gherao campuses for one day later Thursday to press demands.

Nepali politics discussed at Indian’s house in Singapore

Kathmandu, 26 Nov: High profile Indian Prof S D Muni has advised Maoist and Nepali Congress to unite and India can’t do anything, Janaastha reports.
This advise was given over cocktail dinner at his house to Prachanda and Girija’s nephew Dr Shekhar Koirala.
Prachanda dashed to Singapore for a half-hour meeting with ailing Girija Prasad Koirala at a Singapore hospital.
“You only criticize India, he told Chairman Prachanda. “New Delhi has charged me for being Maoist.” What are you doing? If you unite, New Delhi can’t do anything. India won’t get space to play if you unite. Unite. There’s no reason to fear New Delhi.”
After returning from Singapore, Prachanda said this government will fall following Muni’s advice.
‘In the past, you made a mistake by not putting my uncle [Girija] in the right place [president],” Shekhar told Prachanda at that meeting with Muni who attempted to please Maoists.
According to a source, Muni said,” This is an unnatural government. Noe a national government must be formed.”

CPN-UML politburo meets

Kathmandu, 26 Nov: CPN-UML politburo meets Thursday after Maoists Wednesday allowed the passage of the annual budget 2009/10 after a five-month disruption of parliamentary proceedings.
The meeting began earlier this week.
Correction in the party statute which has been published after a Butwal general convention will be discussed, central committee member Pradip Geywali said.
Corrections are being made to make committees and not individuals powerful in the party Gyewali said.
The politburo will also discuss divisions in party as groups form parallel committees in districts.
The meeting will discuss the political report of Chairman Jhalanath Khanal who said indiscipline was rife in the party.
Khanal charged in the report the government led by the CPN-UML has failed to implement a declared policy to forge national consensus to draft a constitution and complete the peace process
He said the party was on a rightist trend moving away from Maoists.
The report has been challenged by an anti-Maoist section in the ruling party led by KP Sharma Oli.
Nepali Congress central committee also meeting Thursday and
will discuss its recommendations for a federal state structure.
Congress is the only major party that hasn’t submitted its suggestion.
President Girija Prasad Koirala has proposed a structure linking the HImal, hills and terai like in the panchayat.

Chinese assistance for Nepal

Kathmandu, 26 Nov: China has agreed to extend financial assistance for constructing Nepal’s consulate general office at Lhasa, Tibet, upon Nepal’s request, The Kathmandu Post reports.
According to Deputy Prime Minister and Foreign Minister Sujata Koirala, the Chinese side is positive about Nepal’s request and will provide phase-wise assistance for the multi-million dollar project.
“China has allocated a million RMB (approx Rs 20.4 nillion) for construction of the consulate building.
“This assistance will be released from 2010,” Nagendra Upadhaya, Nepal’s Consul General of Lhasa told the Post.
The Chinese side has agreed to provide 3 million RMB (Rs 30.6 million) as food assistance annually from this year.
China has also pledged military assistance worth Rs 100 million. The military assistance will include non-lethal weapons, logistics support, training for army officials and communications equipment.
China is positive about providing duty-free access to 497 Nepali goods. For the first time, the Tibetans side also made its commitment to build schools in bordering areas, launch income generation schemes and provide scholarships to Nepali students.
(A 10-member Tibetan delegation led by Hao Peng, deputy executive vice-chairman of Tibet, is currently on a goodwill visit of Nepal.)

Attempt to dissolve constituent assembly: Dr Baburam Bhattarai

Kathmandu, 25 Nov: Maoist Vice-chairman Dr Baburam Bhattarai said Wednesday at a programme in the capital counterrevolutionary and regressive forces are attempting to dissolve the constituent assembly.
Bhattarai warned his party will fight and foil the attempt.
Maoists are the largest party in the assembly and parliament with 601 members.
Prime Minister Madhav Kumar Nepal threatened several days ago to dismiss the assembly while continuing with parliament.
The assembly is charged with the responsibility to draft a constitution by 28May 2010.
The deadline may not be met with fundamental differences between major political players of fundamentals to be incorporated in the basic law.
Meanwhile, Prime Minister Madhav Kumar Nepal said Wednesday parties are discussing a high-level political mechanism, to end the current deadlock
Nepali Congress President Girija Prasad Koirala and CPN-UML Chairman Jhalanath Khanal discussed such a mechanism during hour-long talks to satisfy Maoists.
Meanwhile, Nepali Congress Acting President Sushil Koirala supported President Dr Ram Baran Yadav for retaining sacked Army Chief Gen. Rukmangud Katawal.
Koirala said Maoists would have captured state power without the presidential move.

Parliament approves budget Wednesday

Kathmandu, 25 Nov: Parliament Wednesday will approve the annual budget 2009/10.
Appropriations bill was approved by majority vote in parliament where only two Maoist lawmakers were present Tuesday.
Presence of the main opposition is required to pass the budget.
The bill which apportions budget of government ministries was approved after five-month obstruction of proceedings by Maoist who lifted it for three days until Wednesday.
Maoists said they will resume obstruction Thursday until their demand for what they call correction of an unconstitutional decision of President Dr Ram Baran Yadav to retain sacked Army Chief Gen Rukmangud Katawal.
Maoists have pushed three demands, including the installation of a national unity government and the formation of a mechanism to complement a peace accord and draft a constitution.
Government can now spend budgetary allocations in the annual 2009/10 budget.
Prime Minister Madhav Kumar Nepal Tuesday held political consultations with Bhaktapur communist ladder Narayanman Bijukakchaya.
Nepal said government is ready to discuss Moist demands without dragging the president into controversy.

Govt. under fire from party

Kathmandu, 25 Nov: The government led by the CPN-UML has come under fire from the party whose Chairman Jhanalanat Khanal this week criticized it for rightist trends and not implementing own declared programme.
Khanal said this in his political report to the politburo which will discuss the criticism Thursday after debate of the budget concludes in parliament Wednesday.
Without suggesting who should lead the government, Khanal hinted government should change.
The demand suits Maoists who have demanded a national unity government.
‘All parties should make some concessions for national consensus, including our own party,” Khanal suggested.
“Government hasn’t been able to make progress to forge agreement between parties. Government in the first point of its own declared common minimum programme called for this to implement the peace process and draft a constitution,” the chairman said in a stinging criticism of the government led by former party General Secretary Madhav Kumar Nepal..
Khanal called for end to ‘political polarization’ without which ‘ nobody can escape from the quagmire of crisis’, Khanal added and accused the government for being rightist.
“After the fall of the Moist-led government and the formation of a new government, the polarization process between Maoist and non-Maoist parties has deepened and without our desire our party o some extend has gone rightist, ‘the chairman charged in his report.
Khanal said this as a strong wing in the party demands closer ties with Maoists and PM Nepal opposed a call for a Maoist demand for a national government’ Nepal instead asked Maoists to join the present government.
The polarization, he concluded, won’t help the peace process and the process to draft a new constitution.
KP Sharma Oli, a firm critic of Maoists, said the report was not the party’s but Khanal’s personal view.

Three Maoist conditions to end deadlock

Kathmandu, 24 Nov: Maoist Vice-chairman Dr Baburam Bhattarai made three demands to end the current political impasse including a joint resolution in parliament to correct the reinstatement of sacked Army Chief Gen Rukmangud Katawal.
‘The bottom line of our demand is that the president has violated the constitution.
“So that is why a way should be found out, whereby that move of the president should corrected so that there is no wrong precedent set.
“Civilian supremacy or the democratic control of the armed forces should be established in the country,” Dr Bhattarai told The Kathmandu Post.
Katawal was sacked by Maoists unilaterally in a coalition government without discussion in parliament and appointed by the prime minister and not the president.
The president, who appoints the chief on the recommendation of the government, was only informed of the decision.
Dr Bhattarai called for a joint resolution to ‘correct the move of the president”
H also called for a joint mechanism to implement a comprehensive peace accord (CPA) to draft a new constitution and implement the peace process, and a ‘national unity government’.
He said a national government should be formed under Maoists, the largest party in parliament, but was ready to compromise on the demand.
“Let any government be formed, which should be guarantee the implementation of the CPA and the formation of a few constitution, If that happens then we may remain outside the government and cooperate,
The UCPN Maoist vice-chairman demanded the ‘democratization; of Nepal Army whatever the word means in the vague peace agreement between seven parties and Maoists.

Western diplomats in the capital in a recent statement described ‘democratization’ as the reorganization of the state army.
In reply to a question what democratization meant, Dr Bhattarai also said,” And since we have entered into the democratic republican era, the size and the nature of the army should be worked out in view if the geopolitical situation, And thirdly the army should be inclusive.”

China to supply food to districts along Tibet border

Kathmandu, 24 Nov: China is supporting Nepal to address its food insecurity by providing food, sugar and salt in 10 mountainous districts bordering China, The Kathmandu Post reports.
Officials said food aid worth 300,000 yuans (Rs 3.28 million) would go to each of the 10 districts.
“This is probably the first time that China is providing food aid to Nepal,” said Lal Mani Joshi, joint secretary at the finance ministry.

Kathmandu, 23 Nov: Water secretaries of Nepal and India Sunday signed an agreement in Pokhara to form a Pancheshwor Development Authority (PDA).
The Pancheshwor project was conceived 14 years ago in the Mahakali treaty.
The accord was signed after an extended three- day talks.
The PDA office will be located in Mahendranagar.
The chief executive of the PDA will be elected through open competition.

Girija returns from Singapore; other details

Kathmandu, 22 Nov: Ailing Nepali Congress Girija Prasad Koirala,86, returns Sunday from Singapore where he underwent medical tests at a hospital.
Maoist Chairman had suddenly flown there last week for political consultations to break a political impasse; he held discussions there with Indian academician Prof S.D. Muni who is believed to be an Indian government operative.
The discussions created backlash after Prachanda predicted a fall of the Prime Minister Madhav Kumar Nepal government.
Nepali Congress parliamentary party met and issued support to the Nepal government.
Maoists will lunch fresh month-long anti-government protests Sunday even though they decided to stop house disruptions for three days but hope to discuss and end on the impasse with Koirala after his return.
Maoist parliamentary party meeting Sunday endorsed the central committee decision to launch fresh protests and not to temporarily disrupt house proceedings Monday, Tuesday and Wednesday.
The parliamentary party decided boycott the house for three days.
Maoists had been disrupting proceedings for five months.

Second road link with Tibet

Kathmandu, 22 Nov: Chinese Ambassador Quo Guohang Saturday said that track along the Syaphrubensi-Rasuwagadhi stretch of Kerung would be constructed within a month, RSS reports.
Talking to RSS after his inspection visit to the site, Ambassador Quo said different physical infrastructures including customs office would be prepared after the road construction.
He hoped the area’s economic and social development after the completion of the 16 km road.
Ambassador Quo said the road would be graveled within three years.
(Note: The road will be the second linking Nepal and Tibet after the Kathmandu-Kodari highway.)

Sood again in Mustang

Kathmandu, 22 Nov: Rakesh Sood, Indian ambassador to Nepal, visited upper Mustang, along with Umesh Nath Panjuyar, Secretary, Ministry of Water Resources, India, to study the feasibility of hydropower projects on Saturday, The Himalayan Times reports from Myaghi.
There were five persons from Nepal in the team, including Shanker Prasad Koirala, Secretary, Ministry of Water Resources.
The team was flown to Mustang in a special helicopter of Nepal Army.
Umessh Kumar Ghimere, Secretary, Ministry of Energy, said the team observed 12-kilowatt hydropower station in Ranipouwa of Muktinath VDC and returned to Pokhara by 12 noon.
(Note: The visit is Sood’s second to Mustang north of the Himalaya in nearly two months. India is trying to build a presence in the area along the sensitive Nepal-Tibet border amid Chinese concerns.)

PM Nepal warns CA could be dissolved

Kathmandu, 21 Nov: Prime Minister Madhav Kumar Nepal warned Saturday the constituent assembly (CA) could be dissolved.
He issued the warning at a public meeting in the capital.
But he said parliament won’t be dissolved.
Altogether 601 legislators elected in the 10 April 2008 constituent assembly elections are members of the CA and parliament as well.
The prime minister’s threat comes amid suggestions to form a commission to draft a constitution to replace the interim constitution promulgated by an unelected and self-appointed body.
A republic has been declared by the self-appointed parliament but it has to be institutionalized by drafting a constitution and then it has to be sustained as well.
The prime minister issued the threat as the assembly revised a schedule asking 11 subject committees to submit proposals for a basis law by 15 December.
Chairman Subash Nemwang bravely said the a constitution will be promulgated by the 28 May 2010 deadline.
But many have doubts a constitution will be promulgated in the next six months.
Even if it is announced, it will be a document imposed on the people by three major parties.
Meanwhile, Maoist central committee central committee Saturday announced fresh rounds of anti-government protests from Sunday after government didn’t meet its demands.
But the powerful committee Saturday said it will lift obstruction of parliament for three days to let parliament approve the annual 2009/10 budget.

Nepali Congress parliamentary party supports Nepali govt.

Kathmandu, 20 Nov: Nepali Congress parliamentary party meeting Friday extended crucial support to the beleaguered government of Prime Minister Madhav Kumar Nepal.
Nepali Congress is also a coalition partner in government.
The support came days after Chairman Prachanda predicted the fall of the ‘unnatural’ government following consultations with ailing Nepali Congress President Girija Prasad Koirala at a Singapore hospital this week.
Koirala returns home Sunday.
It wasn’t known if Girija supported Maoist demand for a new government.
Prachanda flew to Singapore for consultations with Girija and a meeting with controversial Indian academician Prof S.D Muni who is a front for the Indian government.
Retired Mini was a professor of state-run Jhawarhalal University and a former ambassador.
The parliamentary party took the decision to support the Nepal government as Congress leader Narayan Khadka charged Prachanda for buttering Koirala to gain power.
The parliamentary took the decision as Koirala is losing control of the party; his presidential powers have been curtained and he has come under criticism for promoting his daughter Sujata to deputy prime minister without institutional consultations.
Nepal is heading towards a crisis as there was no agreement Friday to meet Maoist demand for correction of what they call an unconstitutional decision of ceremonial President Dr Ram Baran Yadav to reinstate sacked Army Chief Gen Rukmangud Katawal.
Maoist central committee Saturday will determine future plans.
Meanwhile, three years of the peace agreement between then seven ruling parties and Maoists was completed Friday.
The peace agreement is in limbo without its objectives fulfilled.
Fresh reports said UN is looking for an exit after parties invited foreign intervention in Nepal’s political affairs.
Maoists are still in UNMIN camps and a constitution is unlikely to be promulgated by the 28 May 2010 deadline.
Parties are only haggling on the leadership of government.
After Girija’s ‘gamble’ to bring Maoists into the political mainstream and for the ‘last time’ to promulgate a ‘permanent constitution’ the agenda of the ailing octogenarian leader who in the name democracy acted but abused it is in the doldrums.
Whoever gave Girija the right to gamble on the nation’s future?

Maoist central committee meeting Saturday will decide on the next move of the main opposition party which threatened to launch decisive anti-government protests from Friday if demands weren’t met.

Apa Sherpa on European tour

PM Nepal, Chairman Prachanda hold talks

Kathmandu, 20 Nov: Prime Minister Madhav Kumar Nepal and Maoist Chairman began talks to end a six-month deadlock as Maoists threatened to announce the next phase of their anti-government Friday.
Talks began at the personal residence of the prime minister.
Nepal, accompanied by Finance Minister Surendra Pandey and Parliamentary Affairs Minister Dr Minendra Rijal Friday briefed President Dr Ram Baran Yadav of the current political situation.
A summit meeting of leaders of UCPN (Maoist), CPN-UML and Nepali Congress is being held Friday to discuss a common parliamentary resolution to end the impasse.
A task force of the three parties is meeting Friday to prepare such a resolution; there was no agreement of a draft Thursday.
The ruling parties oppose discussion of a censure motion in parliament; Maoists say the president acted unconstitutionally to retain sacked Army Chief Gen Rukmangud Katawal.
The ruling parties say the president can do no wrong.
Maoists say they won’t approve the annual budget 2009/10 without a package solution.

Political deadlock continues ahead of threatened Maoist strike

Kathmandu, 19 Nov: A six-month political deadlock continued Thursday as Maoists, Nepali Congress and CPN-UML failed to reach an agreement on a common parliamentary resolution to address Maoist demands for discussion in parliament.
There was no unanimity between the leaders of three parties on a common resolution parties agreed to draft Wednesday.
A summit of three party leaders couldn’t be held as a result.
Three parties have agreed to meet again to reach an agreement Friday the day Maoists threatened to launch anti-government protests to bring the country to a halt.
There was no agreement between three parties even after Chairman Prachanda flew to Singapore and held discussions with ailing Nepali Congress Girija Prasad Koirala at a hospital.
Despite denials by S.D. Muni the meeting was brokered by him.
Prachanda on the pretext of interacting with party activists in the city state spent his entire time holding discussions with Koirala and Muni who is a pointman for the government of India.
Following strained relations with India, Prachanda held discussions with the India government pointman in Singapore.
Muni reports regularly to New Delhi and acts on behalf of the Indian government which is concerned with the delayed peace process and the drafting of the constitution.
Meanwhile, central Maoist leaders following a meeting agreed not to cooperate in the passage of the annual budget until their demands are met to correct what they call a unconstitutional act of the president to retain sacked Army Chief Gen Rukmangud Katawal.
Maoist leaders say a ceremonial president acted unconstitutionally against the spirit of the third popular movement after which all executive powers were vested in the prime minister.
But Maoists also didn’t follow procedure by directly appointing a replacement army chief while only informing the president earlier this year..
Ruling parties are attempting to form a parallel power center around th president after Maoists won the April 2008 constituent assembly elections.
The country is heading towards a political crisis after parties invited the UN to mediate in political matters while encouraging and tolerating intervention of foreign countries, including India, EI and USA.
New Delhi is a city of political pilgrimage for Nepali leaders; Singapore has emerged as a new center.

First phase of discharge completed

Kathmandu, 19 Nov: The first phase of the discharge and rehabilitation of disqualified Maoist combatants was completed Wednesday but uncertainty persists over the commencement of the second phase, Republica reports.
Marking an important step in the ongoing peace process, the discharge and rehabilitation of the disqualified—minors and late recruits—began October 11 from the second division Maoist cantonment in Dudhauli, Sindhuli. Discharge and rehabilitation of the disqualified is part of the ongoing peace process which enters its fourth year on Sunday.
… of the 4,000 combatants disqualified by UNMIN, the second phase of the process scheduled to commence November 22 has remained uncertain due to Maoist reservations over the questionnaire needed to begin that phase. Among the disqualified 2,973 are minors.

China asks for return of Tibetans

Kathmandu, 19 Nov: Police officials here say they are under tremendous pressure from Chinese authorities to hand over the Tibetans who sneak into Nepal through Khasa, The Kathmandu Post reports from Sindhupalchok.
According to Kodari Immigration office, over 100 Tibetans entered Nepal via his point within two months.
A source at the office said Nepali authorities do not want to hand over Tibetans who cross into Nepal fearing that these people might face tough punishment back home.
On Monday, 19 Tibetans, including seven children, entered Nepal.
With Chinese police pressing for their handover, police hid the asylum-seekers at a house before sending them to Kathmandu at night.
A police officer said police hid the 19 Tibetans on humanitarian grounds.

Three parties agree on a common parliamentary resolution

Kathmandu, 18 Nov: Three parties agreed to activate a three-member task force to end a political stalemate ahead of a Maoist threat to launch fresh round of anti-government protests if their demands aren’t met.
The parties agreed to a common parliamentary resolution to end the deadlock Wednesday.
“There was an agreement to end the political stalemate,” Maoist Vice-chairman Narayan Kazi Shrestha said after the meeting.
Three parties are attempting to draft an unanimous resolution without involving the ceremonial president who Maoists say acted unconstitutionally to retain ousted Army Chief Gen Rukmangad Katawal.
The resolution will be presented at a summit of three parties Thursday for approval.
Three parties agreed to meet again Thursday to end a political deadlock.
Leaders hoped the common resolution will end a deadlock and budget will be passed.
Prachanda didn’t attend the meet.
The Maoist chairman hinted at a change in government soon.
“Unnatural play will end. I have confidence the coalition will end,” the chairman told reporters after returning to the capital from Singapore where he held political discussions with ailing Nepali Congress President Girija Prasad Koirala..
Maoists obstructed parliament proceedings Wednesday as well.
Even as controversial Indian academician S.D. Muni claimed he didn’t facilitate a meeting between Prachanda and Koirala, he held discussions with Koirala and the Maoist chairman in Singapore where he is attached to a university.
Muni has direct access to Baluwatar when Girija was prime minister and brokered a peace agreement between Maoists and parliamentary parties on behalf of the Indian government.

India proposes revised extradition treaty: Retired Home Secretary Chandi Prasad Shrestha

Kathmandu, 18 Nov: Retired Home Secretary Chandi Prasad Shrestha disclosed Wednesday India has presented a revised copy of a proposed extradition treaty that he previously initialed with India during the Girija Prasad Koirala regime.
Maoists stopped the agreement even as then Home Minister Krishna Prasad Shitaula was about to emplane for New Delhi to formalize the treaty replacing a 1953 document.
Pakistan has also proposed Kathmandu and Islamabad should sign a similar treaty.
“I’ve learnt the document I signed with not be signed. India has presented a new draft on which Nepal will lose a lot. I’ve learnt the present government and administration hasn’t stuck to our previous positions.
“India’s intention is to sideline the administration through the extradition agreement. The signing has been delayed. The administration and elected leadership wants to establish they don’t want to be under a shadow.
“The main point is whether the treaty is on our interest.
“Will the Indian police enter our country to arrest nationals of their country on the basis of the treaty? The main concern is whether such a treaty is on our country’s interest.
“According to an extradition law our nationals can’t be extradited whatever the charge. The right to extradite out nationals remains with us. This is mention in our law. This is also mentioned in the 1953 extradition treaty,’ Shrestha said in an interview in Janaastha.
He also opposed right to Indians to plead for extraction cases in Nepali courts.

Three parties meet later Wednesday

Kathmandu, 18 Nov: Top leaders of three major parties meet later Wednesday to find ways to end a six-month political deadlock.
The meeting will begin after Chairman Prachanda returns from Singapore where he held political discussions with ailing Nepali Congress President Girija Prasad Koirala at a hospital.
The two leaders agreed to form a high-level political mechanism to break the impasse.
Parties have so far failed to find a solution to the obstruction of parliament and the parliamentary approval of the annual budget 2009/10.
:”On the Maoist demand of restoring civilian supremacy and correction of the move of the president, Nepali Congress leader asked Prachanda to follow a middle path so that the president would not be drawn into controversy,” Deputy Prime Minister Sujata Koirala said.
‘I didn’t facilitate the meeting,” S.D. Muni told Republica after Nepali media reports said the professor who many believe in an Indian government operative brokered the dialogue.
But Nagarik quoted Muni as saying,” While I was leaving after meeting Koirala, I briefly met Prachanda. I know Koirala and Prachanda are in Singapore.”
Meanwhile, Girija returns from Singapore Sunday.
“The deadlock will end soon. He [Koirala] said the deadlock will be broken by forming a high-level political mechanism,” Prachanda told Nepal Television after the meeting.

Schedule for constitution draft being rescheduled

Kathmandu, 18 Nov: The constituent assembly (CA) meets later Wednesday to propose a new schedule for subject committees to submit proposals for a new constitution.
The schedule is being changed for the seventh time.
Four of 11 subject committees didn’t submit their proposals by the 15 November deadline.
There was no unanimity between major parties on proposals of seven subject committees that submitted their drafts.
Chairman Subash Nemwang said the deadline of 28 May 2010 to promulgate the constitution won’t be changed.
The interim constitution was promulgated by an unelected and self-appointed parliament by declaring a republic.
Nepal will have four constitutions in 20 years if a proposed constitution is drafted within the deadline.
Parties have fundamental differences with Maoists pushing a French-style presidential system of government while other parties are demanding a parliamentary system of government with a strong and elected prime minister.
There are also fundamental differences on a federal structure of state.
Maoists are pushing for a communist republic also opposed by others.
The constitution has to be drafted to institutionalize a republic after toppling the country’s 238-year-old monarchy.
Nepal’s extended transition has lasted four years.

Special committee meets

Kathmandu, 18 Nov: The special committee on supervision, integration and rehabilitation of Maoist combatants meets later Wednesday.
Maoists boycotted three successive meetings of the committee headed by Prime Minister Madhav Kumar Nepal who was also sick but resumed work from Sunday.
Weekly meetings normally are held every Sunday.
The committee is discussing a code of conduct for Maoist combatants and a chain of command for the combatants.

Kathmandu, 17 Nov: Ailing Nepali Congress President Girija Prasad Koirala and Maoist Chairman Prachandal held political discussions at a Singapore hospital Tuesday.
Initial reports said they agreed to form a high-level political mechanism to break a six-month political impasse.
Controversial Indian government operative Prof S.D. Muni brokered the meet, Nagarik and Dhristi reported Tuesday.
There was no agreement to form such a mechanism before in repeated talks in Nepal.
Maoists in talks with Nepali Congress in the capital Tuesday rejected a request to approve the annual budget 20009/10.
Maoists demanded a package solution to the deadlock, including the formation of a national government led by Maoists, Dr Baburam Bhattarai said after the meeting.
Nepali Congress leader Sher Bahadur Deuba said the budget will be approved through ordinance with continued Maoist disruption of parliament.


Army chief visiting India

Kathmandu, 17 Nov: Army Chief Gen Chatraman Singh Gurung will be visiting India for nine days beginning 11 December, Dhristi reports.
He will be the chief guest at a passing out parade at the Indian Military Academy in Dehra Dun.
He is being appointed honourary general of the Indian army.

IIE Report: 29.6% rise in Nepali students in U.S. universities
Kathmandu, 17 Nov: The number of Nepali students enrolled in U.S. institutions of higher education increased from 8,936 to 11,581 in 2008/09 a 29.6% increase over the 2007/08 academic year, according to Open Doors 2009, the annual report on international academic mobility published by the Institute of International Education (IIE) with support from the Bureau of Educational and Cultural Affairs of the United States Department of State.
This was stated in a news release of the US embassy.
Nepal ranks 11th among the leading countries of origin of international students, as it did the last year. In the academic year 2006/2007, Nepal ranked 13th among the countries of origin of international students. India tops the list with 15.4% followed by China with 14.7%.

According to U.S. Embassy Kathmandu’s Counselor for Public Affairs Terry J. White, “America’s nearly 3,000 accredited schools of higher education continue to attract new students in what is becoming a highly competitive international ‘market’ around the world. The U.S. remains the preferred destination for students from Nepal who want to study abroad because of the quality and prestige associated with an American degree. ” Another contributing factor is greater access to comprehensive and accurate information about study in the U.S. through EducationUSA advising offices in Nepal and an increased level activity by United States colleges and universities to attract students from Nepal.

Kathmandu, 17 Nov: President Barack Obama has appointed Scott H. DeLisi, ambassador to Nepal.
As a 28 year career member of the Senior Foreign Service, Scott H. DeLisi has served as Ambassador to the State of Eritrea and as Deputy Chief of Mission of the American Embassy in Gaborone, Botswana, US embassy said
Currently Mr. DeLisi is the Director of Career Development and Assignments in the State Department's Bureau of Human Resources where he has played a key role in the staffing of embassies. This has included missions in Afghanistan, Iraq and Pakistan. Previously, as the Director for Entry Level Programs, Mr. DeLisi was responsible for the training, placement and career development of 600 new entrants and over 2500 existing Foreign Service Officers. Mr. DeLisi has also served as Director for Southern African Affairs, Vice Counsel for the Embassy in India, the Chief of Political Section in Sri Lanka, in addition to other postings in Madagascar and Pakistan. A native of Minnesota, Mr. DeLisi holds both a B.A. and J.D. from the University of Minnesota.
DeLisi succeeds Nancy J. Powell.

Three persons injured in bombing

Kathmandu, 17 Nov: Three persons were injured overnight when a group bombed the house of journalist Padam Thapa in Bhimdutta municipality in Kanchanpur.
The father of the journalist was among the injured.

Kathmandu, 17 Nov: Chairman Prachanda will hold political consultations with ailing Nepali Congress Girija Prasad Koirala at a hospital in Singapore Tuesday.
Prachanda flew to the island Monday for consultations and party work.
The Maoist chairman returns home Wednesday.
Meanwhile, ruling Nepali Congress and CPN-UML leaders discussed Tuesday an outlet to a six-month obstruction of house proceedings by Maoists.
CPN-UML parliamentary party meets alter Tuesday as well.
Government is facing a financial crisis as the annual budget 2009/10 hasn’t been approved by parliament with the obstruction of parliamentary party proceedings.
Results of Koirala’s medical tests are expected Tuesday, according to nephew Dr Shekhar Koirala.

Parsa gets new CDO

Kathmandu, 17 Nov: Joint Secretary Yadav Koirala at the home ministry has been appointed Parsa CDO.
He replaces Durga Prasad Bhandari who has been recalled.
Bhandari was assaulted by State Minister for Agriculture Karima Begum.
Even as officials asked government to take action against her, the minister charged the CDO for touching her against Muslim tradition.
Officials protested a government plan to seen an apology from the minister.

Kathmandu, 16 Nov: Maoist Chairman Prachanda flew to Singapore on a two-day visit for a meeting with ailing Nepali Congress President Girija Prasad Koirala.
It wasn’t certain whether he flew to the island republic for crucial political a; discussion with Koirala or for internal party reasons.
He’s accompanied by Foreign Department Chief Krishna Bahadur Mahara.
Prachanda said he will hold discussions with Koirala at a hospital but added he will promote party activities with activists in Singapore before emplaming.
Prachanda flew to Singapore Monday as the party tried to break a six-month deadlock with ruling parties.
Discussions were held with Maoists, Nepali Congress and CPN-UML leaders throughout Monday to break a deadlock.

Maoists will resume disruption of parliament

Kathmandu, 16 Nov: Maoists will resume disruption of parliament Monday when it meets.
Maoists didn’t disrupt proceedings Sunday for the first time in five months to allow passage of a motion condoling the death of former Nepali Congress Law Minister Tek Bahadur Chokhyal Friday.
Maoists are demanding discussing a censure motion in the legislature condemning ceremonial President Dr Ram Baran Yadav for ‘unconstitutionally’ retaining sacked Army Chief Gen Rukmangud Katawal.
Ruling parties argue a ceremonial president can do no wrong.
The ceremonial president acted at the request of 18 political parties against th spirit of the third popular president that installed a power prime minister.
Maoists charge ruling parties are attempting to create a parallel power center around the head of state after they lost the 10 April 2008 constitutional assembly elections to Maoists that emerged as the biggest political party.
Maoists have given government until Friday to meet demands threatening to launch another round of protests to replace the government of Prime Minister Madhav Kumar Nepal if demands aren’t met.

India suggests wire fencing open Nepal-India border

Kathmandu, 16 Nov: India’s Seema Surakshya Bal (SSB) has proposed fencing the open 1,800 km Nepal-India border to the central government, Kantipur reports.
SSB has been deployed nine battalions every seven to 12 km along the border.
According to a senior Indian political source, the central government in May 2009 has proposed sealing the border and erecting security towers around sensitive areas.

Severe petrol shortage

Kathmandu, 16 Nov: There’s a severe shortage of petrol in the Valley where it is being distributed through government pumps only.
For several days motorcyclists have been queuing up for hours at petrol pumps for oil.
The situation is expected to ease from Tuesday, officials said.
Petrol is being loaded in tankers across the border in Raxaul Monday after Nepali officials on strike since resumed work Sunday.
Officials in Bara and Parsa were protesting the excess of a woman minister from the terai.

Dress code at president’s office

Kathmandu, 16 Nov: The President’s Office has made dress code mandatory for all its staff and security personnel, The Kathmandu Post reports.
“As desired by President Dr Ram Baran Yadav, black Bhadgaule cap has become compulsory for all staff at the office on any occasion If there is any function or ceremony at the office, all staff should be dressed in daura-surwal and black Bhadagaule cap. For regular office wear, grey suit and blue shirt has been prescribed,” said Baman Prasad Neupane, Secretary at the President’s Office.
The government has provided a separate fund of Rs 14,000 a year to those who work at the President’s and Vice-President’s Office, No other government employee gets such an allowance.
