One more Chepang woman dead after eating wild mushroom

Kathmandu, 1 June: One more Chepang woman who ate wild mushroom died overnight while undergoing treatment at a Chitwan hospital where six others are also being treated.
Two are serious.
Four members, including a couple and their granddaughter, have now died weekend at a remote village north of the district.
The dead and sick hail from the same family.

Another unilateral Indian construction along border

Kathmandu, 1 June: India has completed the construction of a controversial pilot channel to change the course of the Koshi Rovr without the consent of Nepal, The Kathmandu Post reports.
The one-sided construction has put a dozen Nepali villages at the risk of flooding during the monsoon. A government report prepared by a high-level technical team, conducting the site visit, says that the channeling of Koshi waters through the pilot channel is complete.
According to a highly placed source at the Department of Irrigation, India built the channel starting from gate no.28 of Koshi barrage to Gorgadha village of Nepali territory sans any agreement with Nepal.
The channel constructed from the center of the barrage extends to about 4.5 km to Gobargadha village and it is westward from Gobargadha, the report says.

Sujata Koirala rejects honour conferred on father, other details

Kathmandu, 1 June: Deputy Prime Minister and Foreign Minister Sujata Koirala also rejected the nation’s second highest honour posthumously conferred on her father Girija Prasad Koirala Saturday on republic day.
Sujata said she wasn’t present at a cabinet meeting that approved a list of names to be included in a honour’s list prepared by a cabinet committee headed by Deputy Prime Minister Bijaya Kumar Gachedhar.
Four others also rejected hours conferred.
Former Speaker Daman Dhungana, ‘civil society’ activist Padma Ratna Tuladhar, human rights activist Subod Pyakhurel and Dr Bharat Pradhan also rejected honours conferred by government instituted for the first time in four years.
The foursome said government decision wasn’t transparent and people who committed excesses during Janaandolan II were awarded.
Eight personalities first rejected the honour.
The rejections have come as a serious embarrassment for the government.
Martyrs and those injured during the movement also objected and asked government to reconsider its decision,
Thirteen persons have to far rejected government honour instituted for the first time in four years copying a royal palace practice.

Chairman Subash Nemwang directs govt. to issue statement of killings of Nepali-speaking in Meghalaya

Kathmandu, 1 June: Chairman Subash Nemwang Monday directed government to issue a statement on at least nearly 19 Nepali-speaking people brutally killed in the northeastern state of Meghalaya dominated by Khasis.
The ruling came after leaders of main political parties raised the issue in the legislature Monday.
Foreign Ministry Spokesman Durga Prasad Bhattarai said this in a statement a letter has been forwarded to the federal Indian government asking for the protection of Nepali-speaking people.
Youth Federation Nepal affiliated with ruling UML Monday drew the attention of the India government while submitting a memorandum to the Indian embassy.

Kathmandu, 1 June: CIAA Monday directed the Office of the Prime Minister and the council of ministers to stop distributing government dole to sick thorough personal decisions of ministers.
The anti-graft body asked government to be transparent in distribution of public money.
Activists of ruling parties have been the main beneficiaries.
Government paid millions of rupees for the treatment of Girija Prasad Koirala.
Health Minister Uma Kanta Chaudhary has asked cabinet to release additional more money to spend under health aid heading even after distributing Rs 23.86 million.

Kathmandu, 1 June: The printing of machine readable passports will again be delayed, Foreign Ministry Spokesman Durga Prasad Bhattarai said Monday and won’t be immediately available.
An international tender for printing MRPs will be opened only 1 July, he said.
Amid protests, government had to cancel a cabinet decision to award an unilateral contract to an Indian government security press even as the foreign ministry called an international tender.
Price quoted by India weren’t competitive as well.
Foreign Minister Sujata Koirala took personal interest in giving the contract to India.

Three party meet inconclusive; other details

Kathmandu, 31 May: Three days after Maoists, NC and UML
in a last-minute agreement extended the constituent assembly (CA) tenure by one year Friday, differences between them have again surfaced.
Differences erupted Monday in interpretation of a three-point agreement at a three party conclave.
There was no agreement Monday at a tripartite meeting with the main opposition insisting on the resignation of Prime Minister Madhav Kumar Nepal for continuation of a dialogue to conclude the peace process and draft a constitution.
Chairman Prachanda abstained from the meet.
Ruling parties deny there was an understanding the premier would resign within five days to make way for a national unity government.
Ruling parties are insisting on a package agreement before Nepal’s resignation.
Friday’s agreement figured in parliament where Maoist chairman wasn’t present Monday either.
“Maoists have been selectively implementing past accords without implementing them fully,” NC parliamentary party leader Ram Chandra Paudel charged in the legislature Monday.
UML Chairman Jhalanath Khanal ‘marathon meets’ to implement Friday’s accord.
Maoist Spokesman Dinanath Sharma said ruling parties were ‘wrongly interpreting’ the latest accord and consequences would be serious.
Meanwhile, 15 parties said the premier’s resignation should come only after implementing accords in support for the premier while charging NC and UML had been sidelining them.

Krishna Prasad Bhattarai not on govt. honour’s list

Kathmandu, 31 May: Former Prime Minister Krishna Prasad wasn’t on a government honour list announced Saturday on Republic Day after the first institution in four years.
Following a declaration of a republic, government did away with system of honour list announced by the royal palace.
Although Bhattarai quit ruling Nepali Congress the oldest party’s says he’s still a member.; the only surviving founding member of the NC quit the party after it adopted a republican agenda.
But the ruling coalition conferred the highest honour on Ganesh Man Singh although Singh too quit the Nepali Congress following differences with Girija Prasad Koirala.
It wasn’t known if Bhatatrai rejected an honour that was awarded him—a possibility that’s likely.
Bhattarai led a government that drafted a multi-party constitution and held elections after partyless panchayat was toppled and banned parties were legalized in 1990.
The honour’s list has become controversial amid criticism awards were given only to lackeys of ruling parties.
Chief Justice Ram Prasad Shrestha said government illegally awarded justices without consulting the judicial council which has the sole authority to reward justices.
Former Election Commissioner Birendra Mishra rejected the honour while actors Madan Krishna Shrestha and Hari Bansha Acharya also turned down mention by the cabinet.
Government has come under fire for rewarding those who allegedly committed rights abuses.
In a clear message to the ‘international community’ Maoists government honoured former Army Chief Gen Kurmangud Katawal, his successor Gen Chatraman Singh and the next likely chief Gen Gaurab SJB Rana for their contributions.

Government repealed the Network Marketing Business Directives 2009.
The verdict said the government directive prevented a fundamental right conduct business.

Maoists said they got a verbal commitment for the resignation of Prime Minister Madhav Kumar Nepal to create a united national united government as ruling parties pressed demands for a package to complete the press process and draft a constitution.
Maoists are demanding Nepal’s resignation in one month.
Nepal, who was not a signatory to Friday’s three-point agreement, denied there’s any verbal commitment for his resignation; but the agreement was signed by Nepal’s UML.
Maoist standing committee meet Monday morning asked government and ruling to implement Friday’s agreement honestly to create an atmosphere of trust.
Twenty-two ruling parties protested Sunday there were kept in the dark in Friday’s landmark agreement that gave parties another one year time to write a constitution which couldn’t be completed within the stipulated two-year timetable.
Stock market rallied or second consecutive day Monday.
The market gained 26.96 points Sunday as trading started the first day of the week; business was interrupted twice as prices rose continuously

Former royal aide blames King Birendra for royal palace massacre; says international forces could have incited individual royal family members

Kathmandu, 31 May: Chiran Shumshere Thapa, a former aide to two kings, said King Birendra was partially responsible for the Narayanhiti palace massacre.
He said international forces couldn’t have been behind it while they could have incited family members.
The aide to Kings Birendra and Gyanendra revealed Crown Prince Dipendra was the killer.
Thapa was press secretary of Birendra when the unprecedented massacre took place in June 2001 finally culminating in the fall of monarchy five years later.
“International forces couldn’t have triggered such events but they can’t say if they incited family members. The differences between brothers weren’t that important because the person who becomes king was brought up in a different manner,” Thapa said in a special article on the eve of the tragedy in Nepal newsmagazine.
‘King Birendra didn’t have even the slightest doubt his son; this is also another reason There was no reason it should have culminated in murder. ‘This was the biggest mistake of the king-- mainly, the confidence on Crown Prince Dipendra on weapons use and other military matters.”
Thapa wrote: “Dipendra was behind the event; there’s no doubt about it. But there could be other reasons behind it.”
He royal aide revealed :” Dipendra was dissatisfied why his father was silent especially on the issue of his marriage”
Thirteen persons, including the entire family, died in the carnage.

KP Sharma Oli in New Delhi amid continuing political uncertainty after agreement to extend CA tenure

Kathmandu, 30 May: UML leader KP Sharma Oli arrived in New Delhi for discussions Sunday for consultations with the Indian establishment on the pretext of medical treatment.
Before embarking for the Indian capital Oli told reporters he could meet leaders there
New Delhi is the Pashupatinath for Nepal’s politicos after the toppling of the royal regime four years ago.
He just returned from the Indian capital last month on the same pretext of medical treatment; Oli suffers a kidney ailment.
Oli flew to the Indian capital as pressures mounted from Maoists for the resignation of Prime Minster Madhav Kumar Nepal following Saturday morning’s extension of the constituent (CA) tenure by one year.
But the agreement between three major parties is again vague like the 12-point New Delhi comprehensive peace accord and has created more problems rather than resolving issues.
Maoists thought they won with the three-party accord but haven’t.
Oli is a candidate from UML to replace Nepal from UML should the incumbent premier resign to make way for Maoists.
This isn’t an immediate possibility.
Maoists, without Nepal’s signature, Friday got a commitment of the premier’s resignation linking it with the formation of a national government.
No mention was made when the incumbent government chief would resign.
Politicking has already started to from a new government as analysts said the drafting of the constitution has been sidelines.
Commentators said effort is again concentrated on government change and not drafting a constitution.
The battle is between liberal democracy and the rule of law and extreme communism.

Kathmandu, 30 May: The ruling party led by NC and UML mentioned not only retired Army Chief Gen Rukmangud Katawal but also current chief Gen Chatraman Singh Gurung and his likely successor Gaurab SJB Rana Saturday on the second anniversary of republic day.
The two ruling parties have stopped their foreign inspired international campaign to defame national institutions, including Nepal Army, after Maoists won the April 2008 constituent assembly elections.

10-party meet; other details

Kathmandu, 30 May: Parties and Prime Minister Madhav Kumar Nepal were huddled Sunday in meetings to review and implement a three-point agreement Friday and avoid a constitutional and political crisis when parliament Saturday morning amended an interim constitution to extend the constituent assembly (CA) for one year until 28 May 2011.
Maoists, NC and UML brokered the agreement to which the premier is not a signatory’ but his party UML is.
The prime minister Sunday convened a meeting of 10 ruling parties to review the agreement.
The Big Three are also reviewing and pushing the deal.
Prachanda, Jhalanath Khanal and Ram Chandra Paudel respectively are leading Maoist, UML and Congress teams.

Chitwan closed down by parties; other details

Kathmandu, 30 May: Five political parties and groups closed down Chitwan Sunday demanding from the government the whereabouts of Dr Bhaktaman Shrestha on the 13th day of his possible abduction.
The doctor is Executive Director of BP Koirala Cancer Memorial Hospital at Bharatpur.
He’s still missing although police recovered his briefcase by a river in Chitwan and his car from Pokhara.
Maoists Saturday torched a van transporting copies of Republica and Nagarik newspapers at Rampur in Chitwan.
The driver and his nephew escaped being torched alive.
News reported the doctor appointed during the Prachanda regime and close to the UCPN (Maoist) is in Maoist control.
Doctors staged a one hour sit-in before hospitals nation-wide Sunday.

Danpatra stolen at Maya Debi temple

Kathmandu, 30 May: Danpatra at holy Maya Debi temple was stolen for the second time in two years.
Danpatra and cash was stolen from the temple in Lumbini overnight, Lumbini Development Trust said.
Premises have been locked and an investigation launched.
Five suspects have been arrested.
The Danpatra was stolen two years ago as well.

IMF approves $42.05m loan

Kathmandu, 30 May: International Monetary Fund( IMF) has approved a $42.05m loan equivalent to Rs 3.1 billion under as rapid credit facility (RCF) scheme, an official announcement said.
The credit will help Nepal stabilize its dwindling foreign currency reserves.
Government applied for the loan.
The balance of payments in the first fine months of the current fiscal year stood at Rs 22.1 billion while trade deficit widened 58.9 percent to Rs 238.4 billion, according to Nepal Rashtra Bank (NRB).
Imports have been ballooning while exports dropped.
Loan is extended to countries with urgent balance of payment need.
Government has adopted corrective fiscal and monetary measures.
‘The government’s policy programme, supported by the IMF is aimed to address these risks and stabilizing international reserves.
“At the core of the programme are a right monetary and fiscal policy stance to support the exchange rate peg, which remains Nepal’s anchor for macroeconomic stability, and efforts to improve financial sector reforms,” said IMF Deputy Managing Director Naoyuki Shinohara.

Nepse index up for third consecutive week

Kathmandu, 30 May: The bullish trend continued for the third consecutive as Nepse the index gained 16.82 points Wednesday at the end of four-day trading Wednesday.
The market closed at 479.40 points Wednesday after it opened at 462.57 points Sunday.
The trend is expected to continue Sunday when market opens with an agreement Saturday between major political players to end a prolonged political by extending the CA tenure by one year.

IMF approves $42.05m loan

Kathmandu, 30 May: International Monetary Fund( IMF) has approved a $42.05m loan equivalent to Rs 3.1 billion under as rapid credit facility (RCF) scheme, an official announcement said.
The credit will help Nepal stabilize its dwindling foreign currency reserves.
Government applied for the loan.
The balance of payments in the first fine months of the current fiscal year stood at Rs 22.1 billion while trade deficit widened 58.9 percent to Rs 238.4 billion, according to Nepal Rashtra Bank (NRB).
Imports have been ballooning while exports dropped.
Loan is extended to countries with urgent balance of payment need.
Government has adopted corrective fiscal and monetary measures.
‘The government’s policy programme, supported by the IMF is aimed to address these risks and stabilizing international reserves.
“At the core of the programme are a right monetary and fiscal policy stance to support the exchange rate peg, which remains Nepal’s anchor for macroeconomic stability, and efforts to improve financial sector reforms,” said IMF Deputy Managing Director Naoyuki Shinohara.

Kathmandu, 29 May: An agreement between three major parties Saturday to extend the constituent assembly (CA) term by one year was settled though a cheque which could bounce, Maoist Vice-Chairman Dr Baburam Bhattarai told a public meeting in the capital Saturday.
‘The agreement was like a bank transaction through a cheque which could bounce without a deposit in the bank.

Should government and parties proclaim a constitution to institutionalize a republic it will have been prepared by an assembly whose fixed tenure laws renewed not by people but an elected parliament.
Maoists boycotted a state function attended by the prime minister and president at Tundikhel to celebrate republic day.
Following the USA, EU and Japan also welcomed the CA tenure extension.
Maoists Friday secured only a commitment of the prime minister’s resignation without immediately securing it within a firm deadline; they secured a written commitment for a national unity government. .
The main opposition also got a commitment from ruling NC and UML to complete the peace process and draft a constitution within one year.

Kathmandu, 29 May: In a move that will displease Maoists, government Saturday recognized the contribution of retired Army Chief Gen Rukmangud Katawal Saturday as the nation celebrated the second republic day.
The former chief was sacked by the Prachanda’s Maoist-led government one year ago but was retained by President Dr Ram Baran Yadav.
Government by honouring Katawal for his contribution to Nepal’s security, the cabinet honoured the former chief for the successful standoff with the Prachanda government.
Military analysts said the retired chief successfully stalled Maoist effort destabilize the army by retiring senior officers and handpicking Katawal’s replacement by only informing the president of a change of guard at the top of the military hierarchy.
“Katawal not saved the institution but himself as well,” a retired army chief who preferred anonymity said.

Pemba Tamang wins Everest marathon for second consecutive year

Kathmandu, 29 May: Pemba Tamang won this year’s Mount Everest for the second time in two consecutive years.
He completed the race in 3 hours 41 minutes 20 seconds without bettering last year’s performance.
Top three runners were Nepalis who have dominated the long distance run,
The Guinness Book of World records recognizes the 42.195 km race from Mount Everest base camp at 5365m to Namche Bazzar at 3446m as an event conducted at the world’s highest altitude.
Altogether 104 runners participated in the eighth edition to mark the first conquest of Everest on 29 May 1953 by Tenzing Sherpa Norgay and New Zealand’s Edmund Hillary.
Only 31 foreigners compared to 44 last year competed this year because of Maoist strike.
Third Everest Day was also marked Saturday to commemorate the ascent of Everest by Tenzing and Hillary.
Appa Sherpa, the only climber to scale the world’s tallest peak 20 times, is being honoured as goodwill ambassador for Nepal Tourism Year 2011.

Govt. spending, surplus up

Kathmandu, 29 May: Government expenditure went up 30.9 percent in the first nine months of the current fiscal year ending mid-April, Nepal Rashtra Bank (NRB) said in a macroeconomic report.
The budgetary surplus on cash basis was Rs 10.3 billion compared to Rs 12.2 billion in the same period the previous year.
Government spent Rs 140.09 billion -a 30.9 percent increase- mainly the result of higher recurrent expenditure and 18.5 percent increased capital expenditure.
Recurrent expenditure of Rs 90.94 billion increased 28.5 percent with salary hike and allowances of officials, rising cost for security operations to tackle increased insurgency, increased subsidies to public schools and increased economic assistance.
Capital expenditure jumped 47.5 percent to Rs 28.35 billion but only 26.7 percent of the money earmarked for sector was spent, reason being delay in budget approval, extended contract processes, absence of representatives at local bodies and poor law and order situation.
In the first eight months of the current fiscal year, Rs 79.9 billion and Rs. 22.43 billion of the recurrent and capital budget were spent respectively.
Tax revenue mobilization increased 28.2 percent to Rs 126.53 billion if the first eight months of the fiscal year.

Cricket players boycott national league

Kathmandu, 29 May: National players boycotted the national cricket Twenty20 league beginning Saturday.
But the players, including Captain Paras Khadka, said Friday they will continue their stay at a closed camp for the ICC World Cricket League Division IV being hosted by Italy.
“The status of cricket is declining. The Association doesn’t have any plans. We came here to raise our voice in unison,” Khadka told reporters on behalf of the players. ”Cricket is dying. Players are sweating it out with their own effort.”

The rebels accused Cricket Association of Nepal (CAN) for indifference to cricket development.

Maoists give in; CA tern extended without PM’s resignation

Kathmandu, 29 May: Finally with Maoist support, the constituent assembly (CA) tenure was extended by one year at 1.25 in the morning Saturday or 85 minutes after the deadline expired to extend its two-year tenure.
Altogether 585 lawmakers voted for the one-year extension and five votes against the 8th amendment to the interim constitution proposed by government.
Maoists only got a written commitment from leaders of two ruling parties Prime Minister Madhav Kumar Nepal will resign at an unspecified time to form a ‘national consensus government’.
The premier is not a signatory to the three-point agreement signed by Chairman Prachanda, NC Vice-president Ram Chandra Paudel and UML Chairman Jhalanath Khanal.
The document said three largest parties will move ahead with ‘consensus and cooperation’ to complete the peace process and write a constitution.
The document doesn’t mention the ‘package deal’ pressed by the NC and UML.
Meanwhile, the nation Saturday is celebration the 2nd republic day as government and parties failed to promulgate a constitution to institutionalize a republic declared by an unelected and self-appointed parliament.

No vote in parliament to extend CA tenure by midnight Friday (BREAKING NEWS)

Kathmandu, 29 May: Parliament didn’t vote by midnight Friday to extend the CA tenure by one year even after an agreement between three major parties.
The 601-member legislature met 20 minutes ahead of the deadline to extend by one year the mandate that ended midnight Friday.
Maoist leader Deb Gurung and Sarita Giri of NSP (Devi) withdrew their opposition to a government bill proposing extension of the assembly.
Law Minister Prem Bahadur Singh then presented the 8th amendment bill for vote.
Through a voice vote, a provision to amend a bill with a 72–hour wait was amended..
Chairman Subash Nemwang then adjourned parliament session for 10 minutes five minutes after midnight Friday even as the 8th amendment government bill wasn’t adopted within the deadline.
With the support of three parties and the chairman, the amendment will be approved after the deadline.
The haste in pushing the bill could create legal complications with at least two more procedures to be completed.

“The prime minister won’t resign,:” Chief Political Advisor Raghuji Pant told reporters after the crucial meeting Friday evening.
Pant revealed they discussed possible options without divulging details.
Government has already decided to deploy security forces to handle consequences with the failure to adopt a republican constitution.
The chief advisor said the premier didn’t resign also because he has his party UML’s support.
India earlier said the president and the prime minister were legitimate constitutional authorities with growing foreign interference in internal Nepali politics.
Nepal now is almost certainly heading towards a constitutional and political crisis which cannot be averted.

Kathmandu, 28 May: Parliament hasn’t convened until 10 at night to extend the CA tenure by midnight when its two-year term ends.
Women legislators from three major parties continue to chant slogans inside parliament premises calling either demanding the premier’s resignation or ruling party parliamentarians saying don’t kill the assembly.
Chairman Subash Nemwang wasn’t seated on his chair during the sloganeering.
CA will cease to function after midnight Friday without an agreement to extend its tenure.
At least four long procedures have to be completed in remaining two hours.
A government bill to extend the tenure has to be tabled along with a Maoist notification opposing it and discussion for and against must ensue.
A parliamentary procedure has to be amended that says three days must be set aside for any amendment to a bill.
Voting has to be conducted on amending the 8th amendment by division and a parliamentary session has to be convened to announce the president has verified the amendment.

Kathmandu, 28 May: Parliament hasn’t convened until three the afternoon to amend the constitution to extend the tenure of the constituent assembly (CA) by one year.
Only nine hours remain before thetwo0year tenure of the assembly ends at midnight Friday.
The area around the Birendra International Convention Center, the venue of parliament has been declared a prohibited area.
Security has been increased as the crowd swells.
Party leaders are huddled in parliament still attempting a last-minute resolution.
Prime Minister Madhav Kumar Nepal came briefly in the morning and left for his office.
“The mechanism to draft a constitution has failed,” constitutional lawyer Bipin Adkhari said.” Alternative of the failure to proclaim a constitution hasn’t been mentioned in the interim constitution.”
A vacuum will be created, he said adding the government will be caretaker and parliament will cease to exist.
UN General Secretary Ban Ki-moon issued a statement through his spokesman in New York expressing concern and urged political parties to work for ‘national interest’.
Only a high drama late in the night can save the CA with rigid stances of main parties.

US Nonimmigrant Visa Application Fees increased
Kathmandu, 28 May: Starting June 4, 2010, new visa fees will come into effect for different nonimmigrant visa categories, US embassy said.
The U.S. Department of State is increasing fees to ensure sufficient resources to cover the rising cost of processing nonimmigrant visas. This increase applies both to nonimmigrant visas placed in passports and to border crossing cards issued to certain applicants in Mexico.
The new, tiered fee structure was created to cover the higher unit costs for processing certain categories of nonimmigrant visas that are more complicated and require more in-depth consideration than most other categories of nonimmigrant visas,” an announcement said
For a number of reasons, including new security enhancements, the $131 fee set on January 1, 2008 no longer covers the current, actual cost of processing nonimmigrant visas, he embassy added..
Under the new schedule of fees, applicants for all non-petition-based visas, including B1/B2 tourist and business visitor visas and all student and exchange visitor (F, M and J) visas, will pay a fee of $140. Applicants for petition-based visas, such as skilled worker, performers and religious workers (H, P and R), will pay a fee of $150.

Kathmandu, 28 May: Maoist standing committee began a lat-minute crucial meeting Friday morning although overnight it decided the resignation of the prime minister and assurance to form a national government were the only outlets to end the crisis.
“The constituent assembly (CA), which is a gain of the last 60 years should be saved. Commitment is more bigger that conditions for that.
“The prime minister’s resignation should go ahead simultaneously with the tenure extension and an understanding. This the appropriate meeting point for and understanding,” Maoist Vice-chairman Dr Baburam Bhattarai told Nagarik.
According to the modality of an understanding, the prime minister will first address parliament for national understanding for tenure extension. Maoists will then vote for the extension accepting the PM’s address.
The premier then tender his resignation to the president for formation of a national unity government.

Missing doctor in Maoist hands; party forms probe panel

Kathmandu, 28 May: It’s learnt Dr Bhaktaman Shrestha , the Executive Director of BP Koirala Memorial Cancer Hospital of Bhaktapur, Chitwan, missing for 10 days, has been captured by Maoists, Nagarik reports.
He’s alive, according to a top investigating official who preferred anonymity.
The sources said he was abducted because of differences with Maoist General Secretary Ram Bahadur Thapa and financial matters regarding the party.
Thapa was unhappy with Shrestha over a hospital official close to him; the doctor asked for an explanation withheld his salary.
The doctor had a majority in the board administering the hospital; his tenure which was ending was certain to be extended.
Dr Shrestha was appointed during the Maoist tenure; he’s also central member of Akhil Nepal Jajaswastha Karmi Sangh close to Maoists.
According to a source, Maoists had demanded extortion money.
Meanwhile, Maoists Thursday formed a three-member party investigation panel headed by top leader Amik Serchan and consisting of Chitra Bahadur Shrestha and advocate Dharma Raj Acharya to probe the case.

Kathmandu, 28 May: The 601 member parliament begins a crucial session at eight in the morning (O5.15 GMT) whether or not to approve a government 8th amendment bill to the interim constitution to extend the tenure of a constituent assembly (CA) by one year.
The two-year mandate of the CA ends in another 16 hours at midnight Friday; it assembly couldn’t promulgate a constitution to promulgate a constitution to institutionalize a republic that has already been declared by an unelected and self-appointed parliament.
Parliament can’t promulgate a basic law.
Nepal is heading towards a constitutional and political crisis.

The party demanded a guarantee of the completion of the peace process and drafting of a constitution blaming ruling parties for the failure of promulgate a constitution.
The transition from a monarchy to a republic hasn’t been completed even in four years; the transition from partyless panchayat and absolute monarchy to multi-party democracy was completed in one year in 1990 when the change was ‘Nepali-owned and Nepali-managed’.
The standing committee of the UML, which is leading a 22-party coalition, Thursday night parties to support the amendment and supported beleaguered PM Nepal.

At least 15 killed in explosion and derailment in India

Kathmandu, 27 May: Maoist standing committee Thursday decided not to extend the tenure of the constituent assembly (CA) without the resignation of Prime Minister Madhav Kumar Nepal.
“CA term can’t be extended until agreement is certain,” Spokesman Dinanath Sharma said after the committee meeting.
Maoists have been demanding the premier’s resignation and a formation of a national government to extend the CA tenure by one year though an amendment to the constitution.
Two main ruling parties have also maintained their stances for a package solution for an outlet to a deadlock.
A scheduled three-party meet hasn’t met until seven in the evening with the rigid stances of the three parties.
If the party stances continue, an 8th amendment to the interim constitution to extend the CA tenure by one year won’t be approved triggering a constitutional and political crisis.
The CA mandated to promulgate a federal republican constitution will die.
President Dr Ram Baran Yadav Thursday asked top leaders of three parties to come to an understanding to extend the CA tenure by adopting a moderate stance.
The request by a ‘ceremonial’ president has been ignored so far by the three parties.

PM holds collective meeting with three party leaders, other details

Kathmandu, 27 May: With just one day remaining to promulgate a constitution to institutionalize an already declared republic, President Dr Ram Baran Yadav Thursday invited leaders of three big parties for a collective meeting and urged them to break a prolonged deadlock.
He held discussions with Maoist Chairman Prachanda NC Acting President Sushil Koirala and UML Chairman Jhalanath Khanal.
Prachanda said after the meet efforts continue to find a solution.
Following two rounds of inconclusive discussions Thursday, the three parties are meeting at 11 in the morning Friday to break the impasse and avoid a constitutional and political crisis with the failure to extend a two-year constituent assembly (CA) tenure.
Maoists have demanded the resignation of Prime Minister Madhav Kumar Nepal as a pre-condition to support an 8th amendment to the interim constitution in parliament Friday and extend the assembly’s life by one year.
Maoist support is needed the bill’s passage by a two-third vote in the 601-member parliament.
UML leader Bharat Mohan Adhikari charged Maoists were attempting to ‘humiliate’ the government chief.
NC and UML have demanded a package on six proposals, including fixing the number of combatants in security forces for the formation of a national government and the resignation of the premier..
A 12-point New Delhi peace agreement between Maoists and six parliamentary parties only mentions integration and settlement without specifying numbers.
Party leaders there was an unwritten verbal agreement to integrate forces insecurity agencies; claims of both parties vary.
There are more than 19,000 combatants in 28 camps and cantonments under UNMIN watch.
Nepal, whose government completed one year Tuesday, Thursday charged Maoists were blackmailing by insisting on his resignation.

Kathmandu, 27 May: Visiting British State Minister for International Development Alan Duncan held a 30-minute discussion with Prime Minister Madhav Kumar Nepal Thursday.
“As the UK’s new development minister, I am here to learn about our development programmes in Nepal and how we can best support the people of Nepal.
“The government of UK is committed to working with Nepal and looking forward to discussing with Nepali leaders how the UK can best support peace and development in this beautiful and important country,” he said in an arrival statement Wednesday.
Duncan arrived for a two-day visit.
Nepal is also holding a discussion with members of a European Parliament Delegation for Relations with South.
The delegation is led by Jean Lambert of UK’s Green Party which was elected for the first in the just concluded parliamentary election.
The delegation’s visit has been marred in controversy after the foreign ministry protested its visit of the Tibetan refugee center and proposed meetings with rebel groups of Kuumbuwan and Limbuwan.
“Contrary to what has appeared in certain newspapers, the MEPs are not holding meetings outside Kathmandu nor interacting with any political party that is not represented in the constituent assembly. Such meetings were never planned and scheduled,” the delegation said in a ‘rectification letter’ to the foreign ministry Wednesday.

Kathmandu, 26 May: A summit of three main parties was adjourned until five in the afternoon without any progress Wednesday, Maoist Vice-chairman Narayan Kazi Shrestha said.
Prime Minister Madhav, whose resignation has been demanded by Maoists, as a pre-condition to extend the CA tenure after 28 May attended the meet.
The morning session was adjourned after the premier sought time for discussion with leaders of NC and UML, Shrestha said.
The transition from a monarchy to a republic has been long and difficult and hasn’t been completed even in four years for various reasons.
Integration of Maoist combatants to be completed in six years hasn’t even taken off while a constitution had to be drafted by Friday.
Indicating the level of foreign interference in Nepal after a republic, Norwegian International Development Erik Solheim was the last foreign minister to come and advise party and government leaders to end a prolonged deadlock.
Norway is an inconsequential player in iternational politics.
Even the UN has established a foothold in Nepal to handle political matters.
It was invited by parties to manage Nepal’s internal affairs. Foreign presence is real in a country that was never colonized.
Girija Prasad Koirala, Chairman Prachanda and Madhav Kumar Nepal led governments during the transition.
The vague and ambitious 12-point peace agreement between seven parties and Maoists was signed in New Delhi after India presented the draft written by pencil of a piece of paper, according to Congress leader Chakra Prasad Bastola.
Girija was the Nepali architect and leader of the transition team; he gfailed miserably.
Nepal has witnessed two transition periods in two decades.
The transition from partyless panchayat and absolute monarchy was successfully completed with the wise leadership of Krishna Prasad Bhattarai, who was prime minister, Ganesh Man Singh and King Birendra.
The transition was completely ‘Nepali-owned and managed’.
NC dominated the first transition’ the second transition was managed by Maoists, NC and UML.

Gyanendra hinted he may go to court for justice

Kathmandu, 26 May: Former King Gyanendra said Tuesday he might seek justice for himself by going to the court if he’s hounded further after being ousted from Narayanhiti Royal Palace.
“I feel as a common citizen justice has not been given to me. I also have rights. I have the right to go to court. But I didn’t go to the court. I didn’t go to court keeping the dignity of the government,” he told Image Channel without going into further details.
“Life is not a bed of roses; there are also thorns’ he said adding thorn pricks should be made ‘painless,’ the ousted king said about the falloff monarchy. “ I feel saddened but without any guilt feeling.”
Giving details of his daily routine the world’s only two-time king said he gets up at six in the morning and offers prayers and starts meeting people.
“I listen to them patiently.”
He has lunch at noon and rests.
“I eat light meals as much as possible at night.”
Gyanendra said he meets people from all sections of society for five hours from five in the afternoon
“I listen to them patiently.”
The ousted king said he doesn’t get any government facilities at Nagarjung offered him by the government adding,” “I experience electricity and water shortages like all Nepalese.”
The last king of the Shah dynasty said he wasn’t ‘interested in joining politics’ and added: “Our attention hasn’t been drawn towards that.”
He didn’t reveal details of an agreement between political parties and him that ended direct rule four years ago following a 19-day movement.
“This not the time for me to reveal this now. Details of the agreement
have come out in the public. Many have also understood. Nepali people should know more. It should be left to the people.”
The former king said politicians may have to re-think Hindu state and monarchy.
Gyanendra said more than 80 percent of the people ‘ believe in one religion [Hinduism]. ‘Their feelings must have been hurt,” he said on the declaration of a secular state.
“How do you address their concerns?” he asked.
“Many things could have been avoided. I feel betrayed. Some people have yet to understand the impact,” the former monarch said about his dethronement.
“The head of the family has to accept responsibility,” he said without blaming anybody and added, ”I take the blame.”
On the revival of monarchy, he said,” Let’s not talk politics now. The time is coming. This is not the time.”
Gyanendra revealed he’s been deluged with invitations to visit places.
‘I’ve been called to many places, Let’s see. It’s not difficult to go to the people,” he said hinting he might visit other place after completing visits to Janakpur and Nepalgunj where he offered worship and prayers.
Gyanendra said he feels he’s got the love and respect of people during his visits.
“It feels good. Many must touch; many bow their heads in respect; many offer flowers. What do you say to this?’ he asked on his reception during visits to Janakpur and Nepalgunj.
“I am a Nepali and I want to serve Nepalis,” he said.
On Maoist claim India and USA were behind the Narayanhiti royal palace massacre, Gyanendra said: “I can’t say anything on that haphazardly.”
“That time may be coming…. the time hasn’t come yet,” he said on whether he could play a role or just watch the rut in the country at present.

200 Nepalese return home from Meghalaya

Kathmandu, 26 May: Over200 Nepali speaking people who had been living in the northeastern Indian state of Meghalaya on Tuesday entered Nepal through the Kakarvittsa checkpost, RSS reports from Kakarvitta in Jhapa.
The Nepali speaking people has fled the Indian state after the ethnic Khasis of Meghalaya ordered them to leave the village they had been living in.
The Nepalis said they had no choice but to flee the state and save their lives.

Efforts continue to end political deadlock

Kathmandu, 25 May: There’s some hope for a breakthrough in a prolonged political deadlock but a solution hasn’t emerged as yet as only four days remain to promulgate a constitution to institutionalize a republic that’s already been declared by an unelected and self-appointed parliament.
Parliament is scheduled to meet Tuesday after main opposition Maoists and ruling parties NC and UML bought time Monday to forge an agreement asking Chairman Subash Nemwang to adjourn a legislative meeting scheduled to begin debate on an amendment to the interim constitution.
Government has registered a bill in parliament to amend he interim constitution to extend the two-year mandate of the constituent assembly (CA) by one year after its two-year term ends Friday.
Prime Minister Madhav Kumar Nepal Tuesday briefed President Dr Ram Baran Yadav on the latest political developments, including the extension of the CA tenure and an emerging political and constitutional crisis.
His aide said the premier won’t resign as demanded by the Maoists to make way for a united national government..
“He has a majority in parliament. He won’t resign,” Senior Political Advisor Raghuji Pant said reiterating a package deal to break the prolonged deadlock.
Maoists Monday didn’t close doors Monday to a solution to end the crisis following a meeting of the central committee which unanimously decided the CA shouldn’t be dissolved.
“’The CA shouldn’t be dissolved under any circumstance; it should be kept alive,” Chairman Prachanda said at the end of the four-day meet. ‘It’s tenure should be extended.
The chairman said the CA shouldn’t be ‘kept in a coma’.
Three parties are scheduled to meet Tuesday to break the impasse.
“The central committee decided the extension of the CA tenure by only ensuring a constitution through agreement,”Prachanda said.

Three parties agree for once (DEVELOPING STORY)

Kathmandu, 24 May: Maoists, NC and UML agreed Monday morning to ask Chairman Subash Nemwang to stop debate on a government bill to amend the interim constitution for the 8th time to extend the tenure of the constituent assembly that ends Friday.
Parliament meets Friday and the government is scheduled to table the bill in the house.
A summit of the three parties also agreed to meet Tuesday to find a way to end the prolonged deadlock after a meeting was inconclusive Monday.
RP-Nepal Chairman Kamal Thapa Monday opposed a government move to extend the CA tenure.
“The CA failed to proclaim a constitution not because of time constraint,” he said and accused parties by wasting time on power grab politics and predicted a constitution can’t be implemented without finding out reasons for the failure of parties to meet a two-year deadline to draft a basic law.
“The differences are between passengers in a bus from the capital to Kakartitta [east] and Mahendranagar [west]. Differences have surfaced at Narayanghat,” he told Kantipur Television.

Kathmandu, 24 May British environment campaigner Lewis Pugh,40, swam one km at Pumori lake next of Mount Everest, the 8848 meters high world’s tallest peak, BBC reports.
The temperature was two degrees Celsius.
Pugh completed the rate feat to highlight the effect of climate change in the Himalaya in 22 minutes 51 seconds.
The campaigner of Antarctica and North Pole fame said the latest swim was most difficult.

Planned return of former king delayed by bad weather

Kathmandu, 23 May: The scheduled return of former King Gyanendra to the capital Sunday by a regular commercial flight from Nepalgunj was disrupted
by bad weather.
The then king was greeted with traditional panche baja and flowers by thousands of supporters when he walked from Tribhuvan Chowk to Bageshwori temple to offer special worship and prayers.

Strains of HIV-2 detected in Dandeldhura

Kathmandu, 23 May: Strains of the deadly HIV-2 were detected for the first time in Nepal at Jogbuda in Dandeldhura in the far-West.
Tests conducted in Bangkok confirmed the strain that causes AIDS.
A woman and man were infected by the virus.

PM Nepal comes public fire from own party

Kathmandu, 23 May: Embattled Prime Minister Madhav Kumar Nepal came under direct public fire from own party –the UML.
The party heading a 22-party coalition Sunday objected to his comment last week the constituent assembly (CA) was a Maoist ‘brainchild’.
A statement said the party’s ‘ serious attention’ had been drawn at a time when Maoists are demanding the resignation of Nepal and a section in the party is demanding his resignation to pave the way for a joint national unity government with Maoists.
NC leaders have also been laying claim to the leadership to a new government after the ouster of Nepal.
The Nepal government is completing one year in office this month after the ouster of the Maoist-led government of Prachanda.

Doctors’ ultimatum to government [DEVELPOING STORY]

Kathmandu, 23 May: Nepal Medical Association (NMA) Sunday issued la 72-hour ultimatum government to furnish details on the probably abduction of Dr Bhaktaman Shrestha five days in from Bhaktapur accusing government it wasn’t serious.
NMA threatened the closure of all medical institutions if demands aren’t met.
The association demanded the formation of a high-level commission to probe the possible abduction.

Maoists boycott NDC meet [DEVELOPING STORY]

Kathmandu, 23 May: Eighteen UCPN (Maoist) members of the National Development Council (NDC) Sunday boycotted its two-day meet inaugurated by Prime Minister Madhav Kumar Nepal.
Maoists said the meeting’s deliberations and conclusions were meaningless without the participation of the main opposition.
The NDC is empowered to approve the next three-year development plan prepared by the National Planning Commission.

Small parties deliver memorandums to UML, NC

Kathmandu, 23 May: Thirteen small parties in CA delivered similar memorandums Sunday to NC Vice-chairman Ram Chandra Paudel and UML Chairman Jhalanath Khanal demanding the extension of the assembly tenure after 28 May.
Paudel and Khanal assured representatives of the parties they support the extension demand.
A memorandum is also being delivered to Maoists Sunday.

Former king offers prayers and worship in Nepalgunj

Kathmandu, 23 May: Former King Gyanendra Sunday offered special and puja at the Bageshwori temple in Nepalgunj in his first visit to the far-West after the ouster of monarchy.
He was cheered by supporters with calls for a Hindu state as he alighted a Buddha Air flight to the town.
The former king walked one km from Tribhuvanchowk in the town center to the temple greeted by thousands of people.
After meeting people of the region during a two-hour stay at a hotel, he will fly back to the capital Sunday.

Kathmandu, 23 May: Maoists captured 100 bighas of land at Daulatpur, Bardia, Saturday, Sunday but denied they were behind the land grab movement saying the grabbers were landless people.
The party flag was hoisted on land of owners who were selling it.

EU nations active to convert Nepal a secular state; demands govt. reaction: Kamal Thapa

Kathmandu, 23 May: RPP-Nepal Chairman Kamal Thapa said as a result of the activities of EU member states, Hinduism in Nepal is in danger, Annapurna Post reports from Birgunj.
He told a programme organized by Reporters’ Club in Birgunj after the declaration of a secular state one million Nepalis have been converted.
Thapa said foreigners are behind an organized and planned move to spread Christianity Nepal.
The chairman said there was a conspiracy to declare secularism after Jananandolan 11.
Thapa revealed the French ambassador sent a letter to the government to keep Nepal secular while drafting a new constitution.
“Our party vehemently protests the letter sent by the French ambassador. The party demands an official position from the government,” Thapa said.
He added: “I challenge the EU member states pressurizing Nepal to declare a Hindu state to declare their states secular.”

Hour-long Maoist, UML meet inconclusive; other details

Kathmandu, 23 May: An hour-long summit meet between Maoists and UML which is leading a 22-party coalition was inconclusive Sunday morning as both parties stuck to their positions.
A meeting between Maoists and NC was inconclusive as well Saturday.
A scheduled summit of the three parties Sunday to end the prolonged could be derailed.
Only five days remain to promulgate a constitution to institutionalize a republic that’s already been announced.

Nobody was injured overnight when a socket bomb exploded in front on the Birendra International Convention Center where the CA meets.
Dynamic Youth Forum took responsibility for panting the bomb.
A leaflet recovered from the area claimed the bomb was detonated to alert those against the peace process and constitution drafting.

Doctors on nation-widestrike

Kathmandu, 23 May: Doctors at the call of the Nepal Medical Association (NMA) Sunday closed down hospitals and other health institutions, except emergency and outdoor services, protesting the possible abduction of Dr Bhaktaman Shrestha five days ago.
The NMA accused the government failure of locate the Executive Director of BP Koirala Memorial Cancer Hospital in Bharatpur, Chitwan.
NMA said health facilities were closed down to pressure the government,
Police recovered the doctor’s car in Pokhara and his briefcase along Trishuli river in Chitwan.

Kathmandu, 23 May: A 10-member team of European Parliament (EP) for Relations with South Asia led by Britain’s Jean Lambert for a week-long visit arrived Sunday for the 8th EP-Nepal parliamentary meet.
The team will assess overall progress recorded since 2008 when the team last visited Nepal.

President to launch centenary celebrations of Pharping power house

Kathmandu, 23 May: President Dr Ram Baran Yadav will launch Sunday centenary celebrations of the construction of the Pharping hydro power during the Rana period.
The power house constructed with Nepali recources is Nepal’s first and Asia’s second.
The plant has stopped generating electricity; but drinking water is distributed to Lalitpur residents.

Last rites of slain Darjeeling leader to be conducted in Ilam

Kathmandu, 23 May: Slain Gorkhaland leader Madan Tamang will be cremated at Jogmai-3 Ilam Monday, Nagarik reports from Ilam.
Tamang, 64, was born in Jogmai-3 Kalikhop.
The separatist leader was hacked to death with swords and khukri in Darjeeling Friday.

Another party forms youth front

Kathmandu, 23 May: Madesh Janaadhikar Forum (MJF) today [Saturday] made public its youth wing meant to establish on society on the ideals of justice, freedom and equality, The Himalayan Times reports from Bara.
At a programme held in Kachorba in Bara, the MJF made public Madesh Raksha Dal Nepal (MRDN) consisting of 64 youths from 22 districts.
‘W have formed the youth wing to establish a society based on justice, freedom and equality; and to secure the Tarai belt,” said MJF Chairman Upendra Yadav. He said they would train about 20,000 youths and that the youth wing would be extended across all Tarai districts.
‘This is a campaign launched to free Madeshi people from all kinds of bondages and these youth are the real patriots,” said Yadav.
