Cabinet meet starts at Kalapattar (DEVELPOING STORY)

Kathmandu, 4 Dec: A historic cabinet began at Kalapattar shortly before 11 AM [05. 15 GMT] more than two hours flying there by helicopter Friday morning.
Several ministers, including Deputy Prime Minister Sujata Koirala, wore oxygen masks.
They were seated on chairs around four tables placed in rectangular formation on a cold, sunny and windy day.
