CA meets Tuesday to propose new schedule for constitution

Kathmandu, 8 March: The constituent assembly (CA) meets Tuesday to draw up a new schedule to promulgate a constitution by 28 May to replace an interim constitution.
The schedule is being amended for the 10th time.
The two-year tenure of the assembly also ends in May.
Failure to promulgate a constitution to institutionalize a republic will trigger a political crisis.
Amid deep and fundamental differences between parties on fundamentals of a democratic system, a constitution is unlikely to be promulgated by the deadline.
The main constitution drafting is also meeting Tuesday.
Chairman Nilambar Acharya has convened a meeting of 22 political parties to discuss hurdles in writing a draft of a constitution.

Details of breakdown in special committee meeting

Kathmandu, 8 March: A meeting of the special committee headed by Prime Minister Madhav Kumar Nepal to integrate and rehabilitate 19,000 plus Maoist combatants has been postponed indefinitely Sunday.
Maoists at the meeting charged the prime minister for saying publicly only 3,000 plus combatants will be integrated in Nepal Army without informing the special committee consisting of representatives of government and Maoists.
Defence Minister Bidya Bhandari also came under heavy fire from Maoists at the meet.
“There is no environment for trust,’ Maoist military commander Barsha Man Pun said.
Talks have broken down as ruling parties said a constitution can’t be integrated before the integration and rehabilitation of Maoist combatants further complicating a political crisis.
Maoists charged government hasn’t delivered salary and allowances of Maoist combatants for the last three months.
Government has been demanding verification of combatants with their UNMIN IDs to distribute the dole to genuine combatants amid fears many former fighters have deserted cantonments and satellite camps.
