Three parties agree to stopgap measure to run govt. (DEVELOPING STORY)

Kathmandu, 2 July: Ruling parties Nepali Congress and the UML and main opposition Maoists Friday, in the presence of Chairman Subash Nemwang, agreed to promulgate a finance ordinance bill—a move that won’t bring the government to a grinding halt..
The ordinance will enable the caretaker government of Prime Minister Madhav Kumar Nepal to spend one-third of the proposed annual budget 2010/11 and collect revenue without the passage of the annual budget by parliament to run administration.
The Nepal government resigned Wednesday.
The new fiscal year begins 17 July and with the prolonged political deadlock a new successor government isn’t likely to be formed to announce a new budget immediately.
The promulgation ordinance is a stopgap measure to run the government giving people minimum service without paralyzing the administration.
President Dr Ram Baran Yadav has summoned parliament 5 July for its annual session.
He has given parties until Wednesday 7 July to assembly a consensus government.
Such a government isn’t likely to be formed by the deadline.
The three parties also agreed in principle at a meeting in the presence of Nemwang to form a state reorganization commission.
