PEACE MINISTER CHEMJUNG DISAPPROVES PLA DELEGATION CHINA VISIT

Kathmandu, 23 Oct. Peace Minister Rakam Chemjong Saturday disapproved a week-long visit by a delegation of senior Maoist PLA commanders and officials to China.
The 10-member delegation led by PLA In-charge and politburo member returned from China one day before Chairman left for China Friday on a four-day visit
Minister for Chemjong has said on Saturday that the commanders of the PLA commanders did not ask the government and the army integration special committee for permission for their China trip. RSS reports..Speaking at an interaction in the capital, Minister Chemjong said, “I have heard about the PLA commanders’ China trip. They were not granted permission from the government and the army integration special committee to visit China.”
Chemjong said it is UNMIN’s duty to monitor whether the commanders’ visit was political or private.
Minister Chemjong who is the UML leader said theoretically the PLA combatants have come under the special committee but practically they are yet to come under the special committee. He stressed on the need for making active to the secretariat of the taskforce formed to monitor, control and integrate the PLA combatants.
Leader of the Nepali Congress Dr Ram Saran Mahat said it is necessary to investigate into the China visit of the PLA commanders.
Secretary of the UCPN-Maoist CP Gajurel made clear that the party did not send the PLA commanders to visit China and added it was a private and technical visit.
Responding a question asked by the journalists in a separate context, leader Gajurel said that the Maoists will not allow the caretaker government to bring the full budget but will assist

MEET TO DRAFT CONSTITUTION INCONCLUSIVE
Kathmandu, 23 Oct. A meeting of a sub-committee to assist a seven-member task force headed by Maoist Chairman Prachanda was inconclusive Saturday.
The sub-committee Saturday discussed a judicial system and fundamental rights.
The sub-committee was formed to assist the task force which has also come into controversy.
Critics said the task force of major parties has usurped the power of the main constitution drafting committee comparing it to a task force formed under late Girija Prasad Koirala described as unconstitutional.
The Koirala body was formed without approval or consultation with major parties.
The task force was to submit a report to Chairman Subash Nemwang Monday.
Obviously, the deadline can’t be met.
The Maoist chief is on a China visit and will return only next week and fundamental differences between parties remain on 230 points to be included in a constitution to institutionalize a declared republic.
A schedule to draft a constitution will have to be amended for the 13th time.
Twenty-seven political parties represented in parliament are meeting Sunday.
A proposal will be presented to extend the tenure of the task force Sunday.
No progress has been recorded in drafting a constitution for nearly five months after the elected tenure of the constituent assembly which ended 28 May 2010 was extended for another one year.
Parties are only haggling over government formation.
Nepal and Nepalis are the victims of the power struggle between parties.

PRACHANDA INSPECTS PAVILIONS AT SHANGHAI EXPO




Kathmandu, 23 Oct: Maoist Chairman Prachanda Saturday inspected the Nepal pavilion and pavilion of other countries at Shanghai Expo
Saturday after arriving in China’s business center.
He flies for Beijing Sunday evening for possible meetings wih top leaders of the Communist Party of China and government.
Prachanda held discussions with officials of the Chinese Communist Party in Shanghai Saturday.

BOY KILLED AFTER BRING RUNOVER BY ONLY RAILWAY
Kathmandu, 23 Oct.: Ramesh Shah died when he was run over by the country’s only railway at Inaruwa in Dhanusha Saturday.
He fell off the Janakpur-Jayanagar rail and was crushed at a bridge.to death after he fell down from the train to be run over on Saturday morning..

The train was heading for Jayanagar.
