FURTHER DETAILS OF NEPAL EVENTS

Kathmandu, 20 Nov.: Ministers charged speaker Subash Nemwang didn’t intervene to give a ruling.
Pandey told reporters in parliament after the incident, government would take up lax security issue in parliament with the speaker.
Home Minister Bhim Rawal said security within parliament was not the government’s but the speaker’s responsibility.
Marshals didn’t intervene when the speaker permitted Pandey to present the Rs 335 billion budget that was to be presented with the understanding of the Big Three to avoid a financial crisis as government was cash-strapped.
It’s unlikely PM Nepal can leave for St. Petersburg to attend a conference to save the endangered tiger amid a new and serious political crisis.
Nepal had already come under heavy criticism for changing plans at the last moment to attend the meet as a caretaker government chief; he would have met Russian Prime Minister Vladimir Puntin on the sidelines of the summit.
