PRACHANDA TASK FORCE TENURE NOT TO BE EXTENDED

Kathmandu, 20 Dec.: A tenure of a high-powered task force formed two months ago and coordinated by Maoist Chairman Prachanda won’t be extended.
This was agreed by 27 political parties in the constituent assembly.
Maoists said efforts to resolve differences on 230 contentious issues for inclusion in a proposed constitution to institutionalize a republic should now be taken up officially.
Maoists implicitly agreed the seven-member task force of top parties was not officials after two months of work.
Big Three parties also meet Thursday before a special session of parliament reconvenes to resolve differences.
“The mechanism of 27 parties is important not task force,” Prachanda said.
UML Chairman Jhalanath Khanal even said Monday his party’s Speaker Subash Nemwang publicly opposed the task force.

MAOISTS PROPOSE EXTENDING UNMIN TENURE

Kathmandu, 20 Dec.: In a turnaround, Maoist standing committee meeting Monday proposed UNMIN’s tenure should be extended until 24 Jesth 2068.
Following a party meeting, Maoists discussed the proposal at a meeting of the Big Three Monday.
UN security council has already decided UNMIN should return home after four years from Nepal 15 January 2011 or 1 Magh 2067.
‘It’s mandate should be amended it it’s to continue,” NC leader Dr Ram Sharan Mahat said surprisingly to the Maoist proposal.
Maoist standing committee also agreed to disband militant wing YCL, if it exists, according to Spokesman Dinanath Sharma.
Ruling parties have demanded disbandment.
NC and UML, present ruling coalition partners, set the pre-condition for holding CA elections in April 2008 but abandoned it on foreign pressure to go ahead with the poll hoping Maoists would be defeated to give credibility to overthrow of monarchy.
The two parties with foreign support have now renewed the demand after Maoists swept assembly polls.

DABAR NEPAL COMPLEX RAIDED (BREAKING NEWS)

Kathmandu, 20 Dec.: Dabar Nepal industrial complex in the Birgunj industrial corridor in Parsa was jointly raided Monday by CIAA, Nepal Police, Armed Police Force, Reveue Investigation Department and Nepal Standards even for tax evasion.
The Indian joint venture company produces a popular brand Real Juice soft drinks.
Following complaints from clients of marketing sub-standard products, Indian Ambassador Rakesh Sood intervened publicly and with government on behalf the company vouching for the quality of its produce.
Controversial Sood had been recalled.
An owner chief of a popular department store in the capital was also fined for allegedly marketing fake Dabar Nepal products following the Fruit Juice controversy.

PARAS SHAH THANKS FOR SUPPORT

Kathmandu, 20 Dec.: Former Crown Prince Paras Shah Sunday reiterated his love for the country will continue and thanked people, parties and organizations or support in an altercation with the Bangladeshi son-in-law of Foreign Minister Sujata Koirala.

He got into an altercation Saturday at Tiger Tops in Chitwan with Bagladeshi national and New Nepal’s Virtual Crown Prince Rubel Chaudhary who is son-in-law of Foreign Minister Sujata Koirala.
The influential Bangladeshi framed up an attempted murder charge against Shah.
Chitwan CDO last week released the former crown prince on a surety of Rs 10,000.

GOVT. PLAN FOR MAOIST INTEGRATION

Kathmandu, 20 Dec.: The Secretariat of the Special Committee for the Integration and Rehabilitation of Maoist Combatants has proposed a five-phase action plan that aims to conclude the process by 2013, Phanindra Dahal reports in The Kathmandu Post.
Representatives of the UCPN (Maoist), however, registered their note of dissent over the proposal submitted to the Special Committee on Sunday. The Maoists stressed the need for a “political decision” on the modality of integration and the rehabilitation package before the enforcement of the plan. The action plan aims to enforce the government’s command-control over the combatants before the United Nations Mission in Nepal (UNMIN) leaves in mid-January.

The main opposition has sought clarification from the political leadership on the status of Agreement on Monitoring of the Management of the Arms and Armies (AMMA) and the provision of monitoring over both Nepal Army and the People’s Liberation Army (PLA) before finalising the new command-control mechanism. “There was no agreement among us, so we wrote a note of dissent and forwarded the proposal calling for decision at the highest political level,” said PLA Spokesperson Chandra Prakash Khanal, the Maoist representative in the 12-member body.

In the first phase, the action plan has proposed that the secretariat establish its chain of command over the Maoist combatants within the next four weeks. It has suggested that the retired security personnel or the serving one could be mixed with the Maoist Army personnel to form the arms monitoring mechanism that will be established at the 28 cantonment sites after the departure of UNMIN.

In the second phase, which will commence in the second week of January, the combatants will be categorised into integration (I), rehabilitation (R) and voluntary retirement (V) groups. The Special Committee will bid farewell to the ‘V’ group, send the ‘R’ group to decided locations and send the ‘I’ group for integration. In the third phase, starting the first week of March, the combatants will report to the integration centres concerned, the qualifying combatants will report to the security forces training centres and the disqualified will report to the rehabilitation camps. In the fourth phase, which will begin from June 2011-June 2013, combatants selected for integration will be trained at the training centre of the security forces and combatants opting for rehabilitation will be enrolled in various skill development centres established by the Peace Ministry.

In the fifth and the final phase, those who complete trainings will be integrated into the security agencies and others in the rehabilitation process will get the assigned seed money from the government.

TWO SOUTH KOREANS DELIVERED A NORTH KOREAN IN NEPAL TO SEOUL
Kathmandu, 20 Dec.: The government is likely to deport two South Korean nationals for their alleged role in the disappearance of a North Korean national who is suspected to be a spy, officials said, according to Republica.
Nepal Police handed Choi Won Sop and Sun Hark Dal to the Department of Immigration on Sunday following their release on a normal date by District Administration Office, Kathmandu on Friday.
Police acting on a complaint by the North Korean embassy in Kathmandu has arrested and booked the South Koreans on a public offence charge three weeks ago to look into their roles in the disappearance of Yang Hyok Kae, a purported restaurant operator.
Officials who requested anonymity said the South Koreans had admitted during interrogation that they took Yang to the Sout Korean embassy in New Delhi in India where the latter could have been granted help to find asylum in South Korea.
They sneaked into India through Raxaul.
“We have confirmed that Yang has already reached South Korea,” an official said.
