NO PROGRESS IN CONSTITUTION DRAFTING

Kathmandu, 20 June: The one-week deadline of the taskforce formed under Dispute Resolution Sub-Committee led by UCPN-Maoist expired on Monday without any substantive progress in forging consensus on disputed issued of constitution drafting, RSS reports .

Even the Sunday’s meeting of the Sub-Committee had concluded that the disputed issues were directly concerned with the political parties and forging consensus on the contentious points without parties’ direction was very tough.

Coordinator of the taskforce formed under the Sub-Committee, Laxman Lal Karna, said the knotty issues cannot be resolved without direct participation of the parties. The taskforce is tasked to resolve the issues of state restructuring and devolution of state power, but without parties’ participation consensus cannot be forged on these matters, he said.

The Constitutional Committee has reduced the 78 contentious issues to 26 and assigned the taskforce to resolve them. However, the taskforce despite starting discussions on proposals on forms of governance couldn’t forge consensus.

The taskforce was suppose to prepare a report within seven days by forging consensus on 22 issues of forms of governance and 26 of state restructuring and forward the report to CC. Khimlal Devkota from the Maoist party, Radheshyam Adhikari from Nepali Congress, Agni Kharel from UML and Sapana Malla Pradhan from women are the taskforce members.
