Kathmandu 13 July: The much hyped and delayed central committee meeting of UCPN (Maoist) scheduled for Wednesday was again postponed without fixing another date.
Additional homework was needed, the party said.
But the standing committee scheduled before the central committee meeting is likely to be held later Wednesday.

FOREIGN MINISTER AGAIN ABSENT IN PARLIAMENTARY HEARING MEETING

Kathmandu, 13 July: Foreign Minister Upendra Yadav didn’t attend Wednesday’s special parliamentary heading committee
to discuss nomination of Hari Kumar Shrestha as ambassador to Bangladesh.
Yadav absented himself for the third time.

HERB TRADER MURDERED IN DANG
Kathmandu, 13 July: Herb trader found TekBahadurGharti was found dead with head injuries at Narayanpur-4 VDC in Dang Wednesday.
He was apparently murdered.
Four suspects, including a woman, have been arrested.

WOMAN ARRESTED WITH FAKE CURRENCY NEPALI NOTES IN BAGLUNG

Kathmandu, 13 July: Joti Pun was arrested Tuesday with fake Rs. 49,500 Nepali rupee currency notes in Baglung.
She was nabbed at Purtibang bazzar.

WAY CLEARED FOR IMPORT OF ARMS AND WEAPONS BY NA

Kathmandu, 13 July: Parliament’s state affairs committee has cleared the way for Nepal Army to purchase arms, weapons and explosives, Narendra Saud reports in Annapurna Post.
The committee concluded NA was encountering difficulties without purchases of essentials Tuesday
It directed the defence ministry to conduct purchases.
The committee also finalized the annual committee report.
Maoists agreed to the purchases alter softening its attitude to NA.

CHINA, CHINESE DON’T BELIEVE PROPAGANDA LORD BUDDHA NOT BORN IN NEPAL; CHINESE ENVOY
Kathmandu, 13 July: Chinese Ambassador to Nepal, Yang Houlan has expressed the confidence that the ongoing peace process in Nepal would move ahead as per the aspirations of the Nepalis, RSS reports from Butwal.

Stating that the ongoing peace process was an internal matter of Nepal, he made it clear that China would have no reservations whatsoever in the steps taken in course of the peace process.

Talking to reporter in Butwal today, Ambassador, Yang, who is on a three-day visit to Lumbini, said China was looking forward to the development of Lumbini.

China is ready to provide assistance to any kind of program development as per the master plan, he added.

Referring to the rumour being spread of Gautam Buddha being born in India, Ambassador Yang said the Chinese government and the people would not believe in such propaganda.

Nepali and Nepalis need to extensively publicize Lumbini in order to neutralize such propaganda, he added.

The Ambassador also disclosed that Rs. 350 million had so far been invested in the Chinese monastery built in Lumbini.

SC STAYS BID TO DILUTE SCHOLARSHIP
Kathmandu, 13 July: The Supreme Court today [Tuesday] issued a stay order on the government decision to allow government scholarship awardees, especially the doctors and engineers, to skip compulsory government service by paying a compensation, The Himalayan Times reports.

The government had recently framed the Scholarship Operation Directives, allowing awardees to skip the service, despite the provision in the Scholarship Act-1964 that makes it compulsory for beneficiaries of government scholarships to work under the government for up to five years.

The Act requires that scholarship beneficiaries devote five years to government service after graduating. Failure to do so will result in the person being disqualified from government appointments in the future.

Education Minister Gangalal Tuladhar was for fixing the compensation at Rs 2.19 lakh. He had forwarded a letter to the line a few weeks ago to implement his

decision.

As per the Act, the government provides scholarships to poor, woman, disabled , indigenous groups and Dalits. including people from remote areas. Section 4(2) of the Act states that government may, within one year after submission of report, engage the person in any post for a period up to five years, and it shall be the duty of the concerned person to be engaged in the service.

A single bench of Justice Abadhesh Kumar Yadav issued the order following today’s initial hearing. The apex court directed authorities –– the Office of the Prime Minister and Council of Ministers, the Ministry of Education and Sports, the Ministry of Health –– not to implement the decision.

Challenging the government decision, rights activists Jagannath Mishra, Krishna Marseli, Bimala Khanal and Tikaram Limbu had filed a Public Interest Litigation (PIL) at the apex Court last week. They claimed that the government had no authority to formulate any policy contradicting a prevailing Act.

They demanded that the SC intervene so that people living in remote districts can avail services from doctors and engineers.
