MAOISTS SAY THEIR PORPOSAL FOR GOVT, PEACE AND CONSTITUTION POSITIVE; NC UML IMMEDIATEL REJECT 5-POINT PROPOSAL
Kathmandu, 25 Aug.: UCPN(Maoist) Thursday proposed integrating 8,000 of 19,000 former PLA fighters in Nepal Army.
The party has also proposed to provide Rs 7,00,000 to Rs 8,00,000 for each combatant opting for resettlement.
Main opposition NC and UML immediately dismissed the proposal as old
Chairman Prachanda unveiled details of a 5-point proposal and commitment on UCPN (Maoist) position on government, peace process and constitution drafting following the conclusion of a party standing committee meeting
Other parties demanded a clear Maoist position for it to lead a government.
Maoists proposed to run a government on rotation to be led first by UCPN (Maoist) and then by NC
The first rotational government would be led by Second Maoist Vice-chairman Dr. Baburam Bhattarai.
Such a government will have an agreed common agenda and will be directed by a code of conduct.
Its work will be directed by a high-level political mechanism.
Maoists and NC should agree on sharing ministries.
Peace process will be completed in 45 days, Maoists proposed.
The Maoist chief proposed a task force to recommend regrouping, rank, harmonization of former Maoist fighters while proposing a security policy.
Prachanda proposed compensation for injured and disabled.
UCPN (Maoist) proposed sending home former fighters from 28 cantonments and satellite camps formally 45 days later.
“Other parties have made the peace process the main issue. There should be no problem now to complete the peace process,” Prachanda told reporters saying his party has presented a schedule with proposals.
“Weapons will be handed over to the special committee. There should be no place for raising suspicions. Raising debate just for debate isn’t aceeptable,” Prachanda added,.
Former Maoist commanders in the party central committee will be integrated in politics.
‘They will be integrated in politics. There should be no problem with rank harmonization now The problem won’t remain after main commanders are integrated in politics, Within seven days the knot will be opened,” Prachanda said.
Keys of containers with Maoist weapons formerly under UNMIN watch and which retreated l15 January will be handed to a special committee under the prime minister after Dr. Bhattarai assumes office.
Regrouping of Maoists should be initiated immediately 31 August and completed in one month.

Both the main opposition NC and UML running the majority government with Maoists said they were not satisfied with the UCPN (Maoist) decision saying ‘there was nothing new”.
NC leader Arjun Narshing KC said: ‘There’s nothing. We can’t trust the Maoists,” KC said and added past commitments hadn’t been fulfilled.
Former Prime Minister Madhav Kumar Nepal of UML also said there was nothing new in the Maoist decisions.
“We aren’t satisfied with today’s decision,” Nepal said in the capital.
NC and UML held a meeting late Thursday and concluded the Maoist proposals were a step backward
NC and UML said after a meeting the proposal is a backward step back and confusing.
The two parties decided to hold further discussions.
Ram Janam Chaudhary of a five-front Madeshbadi parties said the Maoist decision was not as expected and further discussions will be held with Maoists.

He succeeds Hong Sung-mog.
