Home Secretary Lilamani Pokhrel has been moved to the Office of the Prime Minster and Council of Ministers.

FOR FIRST TIME VACANCIES IN CONSTITUTIONAL BODIES TO BE FILLED THROUGH FREE COMPETITION UPDATE

Kathmandu, 16 Sept.: A meeting of the Constitutional Council (CC) decided on Friday to appoint heads and members for the vacant posts at the various constitutional bodies via a free competition.

The first meeting held at Singha Durbar today after the appointment of Dr. Baburam Bhattarai as the PM, endorsed the working procedure (Terms of Reference) to this effect.

Applications to fill positions of chairs and colleagues will be called through public notice in 15 days.
Government will fill vacancies by examining applications.
The new exercise is uniqe to Nepal.
It’s an attempt to replace a spoil system.
Powerful parties had been pushing successfully to appoint their lackeys for party gains and individual support.
