FOUNDATION STONE FOR TRISHULI LAID

Kathmandu, 24 Nov. Energy Minister Post Bahadur Bogati laid the foundation stone in neighbouring Nuwakot district of the Rs. 1.6 billion 60MW Upper Trishuli IIIA was laid Wednesday slated to be completed in the next three years.
Bogati is the second ranking Maoist minister after Deputy Prime Minister (DPM) Narayan Kazi Shrestha for whom he’s officiating as DPM.
Rs.7 billion has been taken from Chinese Exim Bank to execute the project being launched at a time of extreme power shortage..
Trishuli One with a 30MW capacity was gifted by India.
DPM Shrestha is in China arranging for the 22 December visit of Prime Minister Wen Jiabao.

ACTING LAW SECRETARY APPOINTED
Kathmandu, 24 Nov.: Bheshraj Sharma has been appointed acting law secretary by cabinet.
He’s senior most joint secretary.
Sharma was with legal division of public service commission.

NC CENTRAL COMMITTEE MEETS BRIEFLY DESPITE DEUBA BOYCOTT
Kathmandu, 24 Nov.: The Nepali Congress Central Working Committee meeting was held Wednesday despite the boycott by Sher Bahadur Deuba loyals, The Rising Nepal reports.
The meeting continued till late evening after mustering a majority by bringing Sujata Koirala, Deepak Giri and Jiban Pariyar from Biratnagar, Dang and Bangladesh respectively.
However, the meeting did not take any political decision as per the consent of leader Deuba.
Before the meeting, NC general secretary Krishna Sitaula reached at Sher Bahadur Deuba’s residence and requested him to attend the meeting. But Deuba refused saying that a package deal should be there for resolving the problems.
Deuba asked the establishment faction to go ahead with the meeting but not take any political decision.
Today’s meeting wished the speedy recovery of NC Kathmandu district president Bhimsen Das Pradhan and economist Biswambhar Pyakurel, who are in hospitals.

It condemned misbehaviour on NC Kalikot president Kali Bahadur Sahakari by the Maoists.
It expressed condolences on the demise of father of NC leaders Uma Kanta Chaudhari and Tika Chaudhari.
The meeting was scheduled for 1 PM but it started at 8 PM. The establishment faction held an informal meeting for the whole day.
Before the formal meeting was held, issuing an appeal, party president Sushil Koirala requested all party members to attend the party’s regular meetings and programs and go ahead with settling all matters institutionally.
"The future will be secure for all Nepalis who have faith on democracy and all NC leaders and workers if we move forward in unity by establishing the NC’s ideals of nationalism, democracy and socialism based democratic values and norms," he said.
"I rejected the resignation of friend Sher Bahadur Deuba in today’s challenging situation and in view of the need for NC to shoulder national responsibilities. The party’s tasks will be carried out through a consensus," he said.
Koirala said that minor differences and debates within a live party were obvious features of a democracy.
He stated that it could be taken as the beauty of democracy. "Henceforth, the conflicts and rifts that have arisen within the party should not be taken otherwise."
Koirala said that the conflicts would be solved through talks or through other systematic processes if the talks were inadequate.
"I have always said that the party works on the basis of consensus as much as possible. Therefore, considering the present responsibilities and situation of Nepali Congress, I reject Deuba’s resignation," read the press statement.
However, the Deuba faction has been demanding a package solution to all the issues, including the row over the dissolution of the party’s sister wings, and appointments in over two dozen internal departments in the CWC,

the parliamentary board and the central execution committee.
The faction held a meeting at Deuba’s residence in Budhanilkantha and decided to boycott the CWC meeting saying that it was useless at a time when internal rifts were not solved.
"The meeting will be useless before the leadership addresses our voices," said Gopal Man Shrestha.
The faction also gave an ultimatum to the party chief to forge an understanding with Deuba, who has resigned as CWC member, on sorting out all the pending issues by this afternoon.
The NC Central Committee will next meet on 25 November.
