PARLIAMENT MEETS TO APPROVE 11TH
AMENDMENT OF CONSTITUTION

Kathmandu, 24 Nov.: Parliament meets Thursday to discuss and approve a government bill for the 11th amendment of the interim constitution to form a state reorganization commission to suggest a federal state.
Nepal now is a unitary state.
RPP-Nepal has registered a protest notice; the party has been demanding dissolution of the legislature and fresh elections.
A commission was preferred over an expert panel.
Seven terai organizations continued their protests for the second consecutive day Thursday protesting efforts to extend the constituent assembly/parliament tenure after 30 November.
They closed down markets from Banke in the far-West to Chitwan in the central region.

PM BHATTARAI VISITING FINANCE MINISTRY THURSDAY

Kathmandu, 24 Nov.: Prime Ministry Baburam Bhattarai is inspecting the fiancé ministry and holding talks with ministry officials Thursday.
The government chief has begun inspection visits of ministries.

AFC CHALLENGE CUP 2012 TOURNAMENT IN NEPAL IN MARCH

Kathmandu, 24 Nov.: Asian Football Confederation (AFC) executive committee this week give a go-ahead for hosting the final round of AFC Challenge Cup 2012 in Nepal from 3 to 18 March.
Nepal was selected over Bangladesh and Palestine.
India, Pakistan, Philippines, Turkmenistan, Maldives, Tajikistan and North Korea are participating in the tournament.

GOLF TEAM LEAVES FOR JAIPUR TO PARTICIPATE IN SAARC TOURNAMENT

Kathmandu, 24 Nov.: A four-member team--three players and a manager-- left for India Wednesday to participate in the four-day SAARC Gold Championship in Jaipur beginning 24 November.
Dipendra Rayamajhi, Ashish Pariyar and Bikash are members; Dorje Tsiring Sherpa in manager.

CHRISTIAN GROUPS SEEK SECURITY AFTER BOMB EXPLOSION IN FRONT OF A CHRISTIAN OFFICE IN CAPITAL

Kathmandu, 24 Nov.: Various Christian organistations have demanded security for their community following a bomb blast in front of a Christian mission at Thapathali yesterday [Tuesday], The Himalayan Times reports.

The Federation of National Christians Nepal (FNCN) said, “We express deep sorrow and demand a probe and action against the culprits,” said CB Gahatraj, general secretary of FNCN, raising concern about assault on two Christians and their subsequent expulsion from Thulo Dhading-2 in Sindhupalchowk yesterday. Locals assaulted Panchman Tamang and Buddhiman Tamang.

Similarly, the district administration has failed to take action against locals of Nagre Gagarche-9 of Kavre, who vandalised a Christian prayer room, said the statement.

DRI FILES CHARGES AGAINST DEFAULTERS
Kathmandu 24 Nov.:: Department of Revenue Investigation (DRI) claimed Rs 3.44 billion after investigating different cases of revenue leakages during the first four months of the current fiscal year, according to director general Shanta Bahadur Shrestha, The Himalayan Times reports.

The department filed six cases against different persons and firms involved in revenue leakages, Shrestha said, adding that the department has expected to collect at least Rs 10 billion from revenue leakages cases throughout the fiscal year.

The department has claimed the revenue amount under Revenue Leakages (Investigation and Control) Act and Foreign Currency Exchange Act, Shrestha said, adding, “Of the total cases, it filed four cases related to Foreign Currency Exchange Act and other related to revenue leakages.”

Among the big cases, the department in last August filed a case against Unity Life International claiming Rs 858.63 million from it in Patan Appellate Court.

Similarly, the department has filed another case against Rana Das in Kathmandu District Court claiming Rs 6 million fine on charge of trading through Hundi. Indian Currency misappropriation, illicit underground money transfer (Hundi), import of under-invoiced goods from different customs points, nexus of bogus importers to evade huge chunk of tax and Voice over Internet Protocol (VoIP) and GSM over Internet Protocol (GoIP) are some major cases the department is investigating at present, he informed. Of them, the department is finalising the investigation against the Indian Currency (IC) misappropriation case. It is all set to file case against the scam claiming Rs 2.56 including tax and fine.

“A team from the department and Nepal Rastra Bank (NRB) has visited Birgunj to identify the actual amount of IC misappropriation after the data of two entities differed,” the department source said, adding that the department will start action against banks and firms involved in the scam once the team identify actual amount of misappropriation.

Import of under-invoiced goods on rise

Investigation of Department of Revenue Investigation (DRI) revealed that the trend of importing under-invoiced goods is rampant. “The department collected Rs 10 million in a month (mid-July to mid-August) from random check in Thankot check-point,” director general at the department Shanta Bahadur Shrestha said. It shows that the customs administration has failed to check under-invoiced goods. Department of Customs has also accepted the trend of importing under-invoiced goods. It has recently organised Post Clearance Audit training for the chives from all customs to control revenue leakages through under-invoicing.
