FURTHER DETAILS ON PM. SUSHIL KOIRALA MEET

Kathmandu, 13 Nov.: The main opposition Nepali Congress has objected the government decision to grant amnesty to a murder convicted Constituent Assembly member Bal Krishna Dhungel, expansion of the Cabinet and the appointment of ambassadors, saying these were against the national consensus, RSS reports.

Nepali Congress President Sushil Koirala made the objection with Prime Minister, Dr Baburam Bhattarai at a meet between the two at the former´s residence, Maharajgunj on Sunday.

"Government has violated consensus by expanding cabinet, deciding to give amnesty, and appointing ambassadors. It is not good to make agreement for the violation," leader Koirala said media persons following the meet.

Although the Prime Minister was found encouraged on peace process and constitution writing after returning from the SAARC summit, he was unaware about serious issues in the country, NC President Koirala said, adding, "None can accept Dhungel case, on which the Supreme Court had already given final verdict of life imprison because it was serious violation of the rule of law."

"Nobody agrees Dhungel´s case as a political one. So, it has waned people´s confidence on you. You need to think on it," said Koirala to the Prime Minister.

Moreover, the NC stressed on implementation of the seven-point agreement rather than deviation because the deadline of the Constituent Assembly was very near.

Prime Minister Dr Baburam Bhattarai and NC President Koirala also discussed about accelerating talks with political parties and implementation of the agreements after holding special committee meeting.

ARJUN NARSINGH KC SAYS NC SHULD NATIONAL

Kathmandu, 13 Nov.: Leader of Nepali Congress (NC) Arjun Narsingh KC has said that his party will not join the government led by the UCPN (Maoist) until the integration of the PLA combatants and management of arms, and expressed his view that the NC should lead the next national consensus government, RSS reports from

At a press meet organized Sunday by the Nepal Press Union, Kaski, KC reiterated that the NC should lead the next national consensus government as Maoist and CPN-UML each led the governments twice after the election of the constitution assembly.
Expressing concern over violation of the seven-point agreement by the government side no sooner than the seven-point agreement was forged among political parties, he stressed on returning the property seized by Maoist and dismantling of the paramilitary structure of the Young Communist League (YCL).
Stating that giving clemency to Maoist lawmaker Bal Krishna Dhungel, convicted by the Supreme Court, would promote impunity, KC warned that Prime Minister Dr. Baburam Bhattarai would have to face the same fate after giving clemency to Dhungel, as did Chairman of the Maoist Pushpa Kamal Dahal regarding the Chief of Army Staff Rukmangat Katuwal episode.
Saying that the term of the sister wings of NC had not been extended but were not dissolved, KC informed that disputes seen in the party will end from institutional discussion, and this kind of dispute would not split the party.

NO RETURN BY MAOISTS OF SEIZED ASSETS
Kathmandu, 13 Nov.: Different organizations close to UCPN (Maoist) said that the property seized by the party in Chitwan district during the conflict period will not be returned, RSS reports from Chitwan.
Organizing a press meet in Bharatpur this morning, Maoist's All Nepal Landless Squatters’ Association and the All Nepal Farmers Association (Revolutionary) said that they will not return the property, which was seized by them.
According to chairman of the Landless Squatters’ Association, Nar Bahadur Gautam, the seized property will not be returned unless the problems of the landless squatters are solved. Thousands of landless have been taking shelter on the seized property.
Member of the All Nepal Farmers Association (Revolutionary) Bhumiswor Kandel said that the government decision to return the seized property without solving landless squatters' problem was wrong.
District In-charge close to Maoist Vice Chairman Mohan Baidhya, Anil Sharma said they have not received authorized letter for returning the seized property.
Sharma further said a letter signed by the party Chairman Pushpa Kamal Dahal without the signatures of General Secretary Ram Bahadur Thapa and Vice-Chairman Baidhya will not be acceptable to them.
It is said that the party cadres have seized 12 bighas of land in Mangalpur, five bighas in Bijayanagar, 12 bighas of Dinesh Agrawal of Bijayanagar, 12 bighas in Kurintar, 83 bighas in Kathar, two and half bighas of Kamal Thapa of Jutpani, and 18 bighas in Patihani of Chitwan district, during the conflict period.
