ANOTHER SC STAY ORDER NOT TO IMMEDIATELY AMNESTY MAOIST LEADER CONVICTED FOR MURDER
Kathmandu, 23. Nov.: A three-member special bench of the supreme court (SC) Wednesday issued a stay order to concerned agencies, including the office of president and the council of ministers, not to immediately execute an amnesty order for Maoist lawmaker Bal Krishna Dhulgel convicted for murder by the apex court.
The Baburam Bhattarai government had asked the ceremonial president to amnesty Dhungel.

In its first order, SC 13 November stayed the cabinet decision on request on sister of Ujjan Kumar Shrestha of Okhaldhunga murdered in 1998.

EP TEAM ARRIVES WEDNESDAY
Kathmandu, 23 Nov.: A European Parliament (EP) delegation of three members for Relations with South Asia is arriving Wednesday for a weeklong official visit.
The team will be led by Jean Lambert of the United Kingdom and will hold talks with Constituent Assembly members.

HIMANI TRUST DISTRIBUTES 170 BICYCLES
Kathmandu, 23 Nov.: The Himani Trust has distributed 170 bicycles to the conflict-hit children, RSS reports from Lalitpur.

The keys of the two-wheelers were handed over to them amidst a programme here on Wednesday.

On the occasion, Trust Chairperson Himani Shah expressed her hope that bicycles provided to the conflict-hit children as relief assistance would be of great help to them.

The Trust is working in various sectors especially education, health, environment and development of physical infrastructures.

The Trust, with the cooperation with the '88 Bike', an NGO, has started distributing bicycles to the conflict-hit children in Kathmandu, Bhaktapur and Lalitpur districts, it is said.

NC WON’T JOIN BHATTARAI GOVT. KRISHNA PRASAD SHITAULA
Kathmandu, 23 Nov.: General Secretary of the Nepali Congress (NC) Krishna Prasad Sitaula said Nepali Congress will not join the government in the present political context, RSS reports.

NC-led government is possible only after the peace process is taken to its logical conclusion, Sitaula said, adding his party will take decision on the period of CA term extension by holding discussion in the party.

Sitaula in an interaction organized in the Capital on Wednesday, discussed about the political stalemate for the last three years and said writing constitution without establishing peace in the country is not possible.

He described his trip to Bardiya with Chairman of the UCPN (Maoist) Pushpa Kamal Dahal and CPN-UML leader Bamdev Gautam and said the government failed to negotiate for returning the captured land and property as per the seven-point agreement.

NC leader Sitaula said though the nation adopted federal democratic republic, peace and constitution writing processes are still incomplete. Nepali Congress will make returning of the captured land and property as its main agenda in its central committee meeting that will be held soon, he said.

In a different note, he said the members of the State Restructuring Commission will chair the commission turn by turn and that there will be no difference by not selecting the chairman.

ARMY INEGRATION COMMITTEE MONITORS CATEGORIZATION PROCESS
Kathmandu, 23 Nov.: Members of the Army Integration Special Committee on Wednesday inspected and monitored the categorisation process of the PLA combatants in the Seventh Division of the PLA in Talband, Kailali, RSS reports from Dhangadhi.

Dr. Ram Sharan Mahat, Bhim Rawal, Jitendra Dev and Dr. Minendra Rijal inspected the works of the combatants’ categorisation at the cantonment, said coordinator of the team deployed in the Division, Gopal Singh Bohara.

The regrouping process of the combatants in the Division and other satellite camps under the Division had began last Sunday.

Regrouping of some 600 combatants was completed till Wednesday, it is learnt.

Most of the combatants in the Division have opted for integration and voluntary retirement while none of the combatants was willing to choose the rehabilitation package.

The Seventh Division has 3,320 PLA combatants.

TU CONVOCATION SHELVED
Kathmandu, 23 Nov.: The convocation ceremony of the Tribhuvan University scheduled for Wednesday could not take place due to various reasons, RSS reports from Kirtiputr

The ceremony under the university’s annual calendar was postponed following various reasons including the lack of preparations necessary for holding the ceremony, according to the University.

Delay in the appointment of the Vice Chancellor and the continual padlocking carried out by different groups at the University were among the obstacles for organizing the ceremony in the slated time, said TU Registrar Prof. Dr. Bhimraj Adhikari.

PAC ASKS FOR WRITTED EXPLANATION FROM NT
Kathmandu, 23 Nov.: Public Account Committee (PAC) of the Legislature-Parliament has demanded written clarification with Nepal Telecom regarding irregularities while issuing a tender on installation of solar power in a bid to make the service effective, RSS reports.

The PAC directed the Ministry of Information and Communication, and Nepal Telecom to submit written clarification along with the documents on solar energy installation process, standard and the tender.

However, present in the meeting, Information Secretary Shreedhar Gautam and General Manager Amar Nath Singh insisted that the bidding process was in line with Telecom Act and had nor irregularities.
