UPDATE MADESH MORCHA THREATENS TO WALKOUT OF GOVT.

Kathmandu, 12 Dec.: Front of Madeshbadi parties are unhappy with Maoists leading government conducting negotiations with parties outside government for a national government without consultations in amongst ruling parties, Debendra Paudel, Political Advisor of the prime minister said Monday.
Dissatisfaction was expressed by front leaders at a continuous meeting Sunday and Monday, Paudel said.
Paudel added the ruling parties reviewed Monday implementation of a 4-point agreement signed when the Baburam Bhattarai government was installed more than three months ago.
Premier Bhattarai is wrongly interpreting the 4-point agreement and the front will withdraw from government if the government chief doesn’t change his functioning style, Communication Minister and Chairman of MJFN ® Jayaprakash Prasad Gypta said after the review meet.
Chairman Prachanda and Premier Bhattarai were involved in the discussions.
Front leaders also complained of lack of progress in the implementation of the four-point agreement signed between the two sides.

UPDATE NC NAGARKOT MEET
Kathmandu, 12 Dec.: A meeting of the Nepali Congress described by the establishment as a gathering of the parliamentary party started at Nagarkot, on the outskirts of Kathmandu valley Monday morning.
Spokesman of parliamentary party Nabindra Raj Joshi said the meeting is discussing state reorganization in a proposed federal structure
The meeting is also discussing governance form with only months remaining to promulgate a constitution to institutionalize a declared republic.

said the meeting will also discuss election system and other issues that are yet to be settled amonst parties..
Party President Sushil Koirala, who isn’t a member of parliament, is attended the meeting to which experts have been invited.

A faction of dissident leader Sher Bahadur Deubaa the meeting isn’t a meeting of the parliamentary party.

Deuba is not attending the meeting.

Paudel said the meeting will discuss forms of governance, election system and other themes.

Deuba charged in Dang Monday President Koirala is himself sowing seed of discord in the party.
Deuba is touring districts of the mid-West, far-West and West to drum support for his position in the intra-party conflict.

BIPPA AGREEMENT IS BEING SIGNED WITH CHINA AS WELL

Kathmandu, 12 Dec. A BIPPA agreement will be signed with China when Prime Minister Wen Jiabao visits Nepali the last week of December. Finance Ministr Barshaman Pun said in Rautahat Monday.
He said this when supreme court has debarred implementation of a similar agreement signed without India in October until parliamentary ratification.
