EU TEAM OPPOSES BLANKET AMNESTY

Kathmandu, 20 March : Before leaving for
home after concluding a three-day visit, a three-member EU delegation said it has ‘serious concern; with proposed blanket amnesty for persons charged for crimes.
“... a blanket amnesty provision on truth and justice mechanisms would cause EU serious concerns,” Viorel Isticioaia-Budura, managing director and head of Asia-Pacific Department for European External Action Service and team leader said.
"The Truth and Reconciliation Commission and the Commission on Inquiry of Disappearances should be established as soon as possible, be in line with international law, have extensive truth-seeking powers, and ensure victim-centered approach," said Isticioaia-Budura, further elaborating the kind of transitional justice mechanism EU would like to see in Nepal.

"... The EU is concerned that the failure to draft a constitution on time will be a clear disregard of Nepali´s aspiration for a more prosperous, equitable, democratic and inclusive system,” Isticioaia-Budura
said.
The EU delegation urged consensus between political parties
on the disputed issues in the new constitution including electoral structure, forms of governance and federalism, a press saement issued at the end of a three-day visit of
the delegation said .

“The political parties should show genuine flexibility in
order to reach an agreement on a shared vision of the country's political, economic and social development.”

The team said parties should be flexible for integration
modalities including the issue of rank allocation.
