OPPOSITION SUSPICIOUS OF GOVT. VOLUNTEER SCHEME
Kathmandu, 4 April: Leaders of opposition parties today [Tuesday] expressed doubt whether the government’s recently announced National Volunteers Campaign aiming at mobilising the people to volunteer for national development would be apolitical, Prakash acharya writes in The Himalayan Times..

Opposition leaders claim that there is every likelihood that the Unified CPN-Maoist may misuse the campaign to mobilise party’s youth at the expense of the state exchequer and make the campaign a tool for fulfiling the party’s political agenda.

Since the government’s policy on the campaign has not been discussed at the decision-making level of the political parties and the government has not come up with clear and transparent vision, there is sufficient room to doubt its intention, Nepali Congress leader and former finance minister Dr Ram Sharan Mahat told THT.

Since earlier the government had distributed huge sums to the party cadres from the state coffers in the name of opening cooperatives in villages, what stops it now from misusing the campaign to fulfil the party’s vested interest, wondered Dr Mahat.

CPN-UML leader Pradip Gyanwali said the government needed a solid mechanism, transparent policy and needed to assure other parties so that the campaign was not perceived to be a tool to serve the vested interests of UCPN-M.

Gyanwali said, “The government has announced to mobilise at least one lakh persons but there is insufficient preparation on how the manpower would be mobilised in a transparent manner.”

Prime Minister Baburam Bhattarai held an interaction with journalists, artists, students and leaders of political parties today to get their feedback.

The government has planned to set up an economic resource mobilisation committee in each district to collect funds from financial organisations, industrialists, businessmen and social organisations for the campaign. PM said the government was planning to set up a “Fund for Constructing New Nepal” at the central level. He urged everyone, from general public to the President, to provide at least one day’s salary towards the fund on a regular basis once a year
