MAOIST CHIEF SICK, DOESN’T TURN UP FOR PUBLIC MEET
Kathmandu, 6 April: UCPN (Maoist) Chairman Puspa Kamal Dahal has remained absent from the programme organised by the establishment faction citing health reasons on Friday, Greatwayonline reports.
Sources close to the Maoist chairman said Dahal was ‘not feeling well’ to attend the programme to mark the Janandolan Diwas organised by his faction in the Capital today. It is learnt that Dahal is suffering from diarrhoea.
The two factions of the party—establishment and hard-line—have organised separate programmes to mark the day. Establishment faction is organising programme in Basantapur while the hard-line faction’s programme is underway at Ratnapark.

GOVT. UNION CLOSE TO NC SPLITS; ELECTS NEW EXECUTIVE MEMBERS

RSS adds: Nepal Civil Service Employees' Association has been formed
under the leadership of Shobhakhar Regmi to make civil service dignified and effective.

Among others in 27-member central ad hoc committee are Rajan Regmi, Shanta Aryal and Mohhamud Sajjad Alam (vice-chairperson), Sharad Kumar Adhikari and Sushil KC (general secretary), Tara Kumar Shrestha, Nawaraj Rijal, Uttam Katuwal and Rudra Gaunle, Harikanta Lal Karna (secretary) and Geeta Ghimire (treasurer).

Members in the committee are Biswobandhu Regmi, Bimal Kumar Acharya, Surendra Bhattarai, Shiva Narayan Yadav, Laba Bikram Shah, Geeta Bharati, Surendra Adhikari, Hari Rawat, Shree Krishna Swoti, Pushparaj Khanal, Gyanendra Khanal, Shiva Adhiakri, Padma Bahadur Budhathoki, Rajesh Pyakurel and Yagya Bahadur Oli.

Chairperson Regmi said the association will play strong role to ensure professional rights of civil service employees and help maintain good governance in the country by providing effective and efficient administrative services to service recipients.

AS IN PAST, GOVT.TO LAUNCH SCHOOL ENROLMENT DRIVE
Kathmandu, 6 April:: The Department of Education is to organise the enrolment campaign in the government schools across the country from April 14, RSS reports.

The campaign has been brought to make the government's plan of providing primary education to all children within 2015 successful, said Director General of the Department, Mahashram Sharma.

He added that the government has decided to run the campaign to provide primary education to around 40,000 children below 14 years of age who have not been going to the school due to the various reasons.

As per the campaign, the children of school-going age would be encouraged to enroll in the government schools by conducting the door-to-door campaign throughout the month.

Similarly, the Department has the target of admitting a total of 6.7 million students in this academic session and increasing the admission rate to 97 per cent. It was 95.1 per cent last year.

Of the total percentage of school enrolments, some 4.6 million children will be admitted in class one to five and some 1.8 million in the lower secondary level (six-eight), said Sharma.

The government would run a special campaign targeting the various backward communities including the Satar, the Chepang, the Majhi, the Bote, the Danuwar, the Dhami, the Thami and others in Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Rautahut, Bara, Parsa, Kailali, Kanchanpur, Manang, Mustang, Tanahun and Kapilbastu, among other districts.

Various awareness programmes such as mothers' meeting and street plays will be performed to encourage the parents to admit their children in the public schools across the country.

UML LEADER NEPAL REITERATES PEACE FIRST, CONSTITUTION LATER
Kathmandu, 6 April: Senior leader of the CPN-UML, Madhav Kumar Nepal has said that the constitution formulated without concluding the army integration and peace processes would not be democratic, RSS reports from Lalitpur.

Addressing the third national gathering of Village Development Committee Employees´ Association, he said the constitution drafted without completing the army integration and peace processes will not be acceptable as these processes are pre-condition to constitution drafting.

Nepal said the camps will be vacated by April 12 and will be handed over to the government. He added the Nepal Army will decide on the rank to be allocated to the PLA combatants as per their qualification.

The CPN-UML senior leader stated that works of constitution writing will be affected if these works were not completed by April 12.

He said that discussions on federalism and form of governance among political parties are going on and added that they will hold discussions for concluding works of army integration by completing all the works related to federalism within a week.

Stating the parties would formulate constitution that would address the rights of all the people, he warned that the country would be entrapped into a conflict if the constitution was not formed even this time.

He underlined the need of incorporating the concept of local governance in the new constitution and suggested constitutionally recognizing the DDCs, the VDCs and the Municipalities.

The former prime minister also pointed out the need for paying attention to making new provisions for decentralization of the power of the local bodies.

At the assembly, the VDC employees complained that they were denied the salary and facilities on a par with the civil servants

A junior officer of the Bishnu VDC, Raj Kumar Thapa was honoured on the occasion. There are over 35,000 employees in 3,915 VDCs throughout the country.

TWO UML ACTIVISTS KILLED IN MOTORCYCLE ACCIDENT

Kathmandu, 6 April 6: Two persons died when the motorbike (Se 1 Pa 6216) they were riding met with accident on Lamki-Kailali road section along the East-West Highway Thursday night, RSS reports from .Dhangadi

Among the deceased are Junge BK (35) and Sanotsh Shah (40) of Baliya VDC, Kailali, confirmed Lamki Police.

The accident took place when the motorbike on the way to Lamki from Attariya collided with timber-loaded tractor (Se 1 Ta 2662).

They met with tragic accident while returning home after attending mass gathering of the CPN-UML at Attariya.
