EC SAYS NOVEMBER VOTE IMPOSSIBLE WITHOUT CONSENSUS Kathmandu, 22 June: Election Commissioner Aayodhi Prasad Yadav Thursday said that the election announced for November was impossible if the political parties did not make any agreement in this regard, The Rising Nepal reports. Speaking at an interaction in Kathmandu, he said fair election would require an amicable atmosphere. He said at least 120 days were needed to hold the election after ending all legal, political and technical problems. "The legal complications should be resolved by the third week of July. The EC has already said this to the government," he said. Commissioner Yadav said works were needed for the amendment of the interim constitution to validate the voters, and added that the CA member election act-2069 should be amended, voter lists updated, and training carried out for use of electronic voting machines. He said the government should be bound by the election code of conduct and the EC should build a monitoring mechanism for that. "We have made the government aware about respecting the code of conduct as now we are effectively monitoring the code of conduct. We are taking information from the voters and concerned people and monitor the mass communication media to check the violation pf the code of conduct," he said. The EC has got 107 complaints related to violation of the code of conduct. Yadav said the transfer of top police officials was canceled as the Home Ministry had not taken any consent from the EC while doing so. He warned the EC would take strong steps if the government did not implement its direction to revoke the transfer decision. Speaking at the interaction, Minister for Land Reforms and Management Chandra Dev Joshi said the election was not possible by November 22 as per the government announcement. He said political consensus was far from sight and amendment of the interim constitution and building new laws was not possible soon. "Political consensus is a must for election," he said. Minister Joshi said the interim constitution could be amended by the President by using clause 158 of the constitution in a situation of political consensus. nnnn
