PRESIDENT COMES DOWN HEAVILY BUT POLITELY ON GOVT. Kathmandu, 16 June: President Dr. Ra, Baran Yadav came down politely but strongly against the functioning style of Prime Minister Baburam Bhattarai and said constituent assembly elections can’t be held without consensus and understanding. “How was election announced without agreement of parties?” he asked Friday at a puglic meet. He said without mincing words constituent assembly (CA0 elections can be held only through consensus between parties. “Where has it happened? Where in the world has constituent assembly election been held without understanding?” he asked the audience. He even explained technical difficulties in holding existing under present circumstances. ‘For elections nearly half a dozen provisions in the constitution and some laws have to be amended<” the ceremonial government chief said reminding there was no parliament.. :Who will amend them?” he again asked.. ‘This may be done. But for this understanding is needed. ‘There’s no alternative. Come to an agreement,” he advised parties.. ‘The country is in a situation when no other medicine can work now work but panecia [transliterated]?” “How long is a caretaker government going to last?” he also asked. nnnn
