RULING, OPPOPSITION PARTIES EXCHANGE BLAME Kathmandu, 20 July:: Though it has been many days that the Constituent Assembly was dissolved, political parties have been still wasting valuable time on accusations and counter-accusations over the dissolution issue rather than making attempts to forge consensus on the disputed issues, RSS reports. Taking part in a programme organized on the occasion of silver jubilee of Administrative Court here today, political leaders did not feel necessary to present a common roadmap for ending transition in the country. Nevertheless, their views were concentrated on the CA dissolution issues and possible reasons of the dissolution. Speaking at the programme, CPN ( UML) leader Madhav Kumar Nepal said a success on the constitution issues was not possible due to the non-implementation of agreements and attempts to draft a new constitution without concluding the peace process. The parties have yet to reach consensus on the basis of principles of new constitution, he said, adding that ideological differences among the parties have invited additional challenges to the constitution-drafting. "The nation can get a cartoon-like constitution if it is drafted in haste," said the UML leader. Stating that the Supreme Court's decision on the CA issue was right as leaders had started losing moral grounds, he said there is no alternative to political consensus to take the country on right track. Similarly, Nepali Congress Vice President Ramchandra Poudel said violation of basic principles of politics and attempts to sideline the principles of politics led to the political environment to a chaos. Chairman of National Human Rights Commission Kedarnath Upadhyay urged the political parties to seek an alternative to end the political crisis in the country keeping in mind the issues of constitutional and political validity. UCPN (Maoist) leader Haribol Gajurel said an entry of the Supreme Court into the CA issue was the main reason of the CA dissolution. CPN ( Maoist) secretary Dev Gurung said the CA was dissolved due to lack of consensus on process and procedures . "A roundtable conference is only the solution to the existing political problem in the country," he added. Leader of Terai Madhes Loktantrik Party Brijesh Kumar Gupta claimed the CA was dissolved as the non-Madhes parties could not accept demand for 'One Madhes one province'. Chairman of Nepal Workers and Peasants Party Narayanman Bijukchhe accused the major parties of not paying an attention to the implementation of democracy in practice. Only federalism is not a base for democracy and economic progress in the country, he said. Chairman of the organizing committee Kashiraj Dahal said issues of federalism remained unsettled due either subjective complexities or the weaknesses on the part of the political leaders. Congress leader Ramesh Lekhak, UML leader Pradeep Gyawali and Attorney General Mukti Narayan Pradhan presented different working papers on the possible ways for consensus. RSS adds: Politburo member and eastern regional in-charge of the UCPN-Maoist Khadga Bahadur Bishwokarma has said that formation of a national consensus government through round table conference is the only outlet of current political impasse. At a press meet organized by the Federation of Revolutionary Journalists in Udayapur today, he said all parties should hold a round table conference and the current problems would be resolved by forming a national consensus government through the conference. nnnn
