FINANCE MINISTER PUN SAYS PRESIDENT OR ARMY CAN’T RESOLVE PROBLEM BEST LEFT TO THE BIG THREE
Kathmandu, 3 Sept.: Finance Minister Barshaman Pun has said that the Government was not of the intention to rule through ordinance.
Speaking at a talk program on "constitutional crisis, rule of ordinance and options" organized by Nepal Constitution Foundation here on Monday, he said the Ordinances would be introduced through a consensus among the political parties, as far as possible.
Pun, who is also UCPN-Maoist leader, said a presidential or military rule would not resolve the problem. "The solution is with senior leaders of the three political parties, not with the President or Army," he said.
He said that was no alternative to a consensus of reinstating the constituent assembly or going to the people in order to resolve the present deadlock.
On the occasion, Pun said the Prime Minister would resign as soon as an agreement was forged on contentious issues in the constitution making process.
Also speaking at the programme, former Speaker Subas Nembang said not much time would be required to resolve the present political crisis if the parties were honest to their respective duties.
The constitution making process could resume from where it had stopped, he said. "If parties start a discussion accordingly then a solution was possible", he added.
Likewise, NC leader Dr Ram Sharan Mahat expressed the confidence that a way-out seemed likely given the deliberations taking place lately among the political parties.
However, as a leader of the present government the UCPN-Maoist has a major responsibility in forging a consensus among the parties, he added.
Likewise, CPN-UML politburo member Pradip Gyawali said the UCPN-Maoist was responsible for resolving the political crisis.
It would be helpful for the Congress and UML if the Maoist party readies itself for a consensus by clarifying its role, he added.
Chairperson of the Foundation, Dr Bipin Adhikari had presented a working paper setting out various options to resolving the present crisis.
