She was a contender for the post of chief secretary and showed dissident in Paudyal’s appointment and is due to retire soon. Hada said she was humiliated by the transfer to the PMO. UNCONSTITUTIONAL Kathmandu, 3 Sept.: The Central Secretariat meeting of the Janamorcha Nepal has reached to a conclusion that formation of the national consensus was a must to give a way out to the nation from the existing constitutional and political crisis, RSS reports. The meeting that took place on September 1 and 2 concluded that the incumbent government formed on the basis of four-point agreement between the UCPN (Maoist) and the United Democratic Madhesi Front is unconstitutional. Speaking at a news conference organised by the party to unveil the meeting decisions, party acting Chairman Buddhi Bahadur GC claimed that signing of Bilateral Investment Protection and Promotion Act (BIPPA), decisions of forming a separate regiment for Madhesis in the Nepal Army, and haphazard distribution of citizenship certificates has proved the present government a failure.
