NC TO FIELD CANDIDATE FOR PM IF NEEDED SAYS SUJATA KOIRALA Kathmandu, 2 Sept.:Au: Central member of the Nepali Congress (NC) Sujata Koirala has said the NC would select the candidate of the prime minister if the situation arises for the formation of government under the leadership of NC, RSS reports. At a news conference organized by the Rupandehi chapter of the Nepal Press Union (NPU) in Butwal this morning, Koirala said it was natural to have various opinions in a democratic party. She blamed that a senior leader of the party has been criticizing the party president despite that everyone has to accept the decision of the majority and added that it will not be good for the party. Stating that no one can harm the party if he likes to walk alone with activities against the party president, Koirala warned that the party would seek clarification from him. Expressing the belief that political crisis of the country will be resolved at the earliest, Koirala said the NC will find out solution by bringing all into consensus. She said that discussion among political parties is going on about the alternative either to reinstate the Constituent Assembly (CA) or to hold elections to promulgate the new constitution and added that the discussions were positive. The NC central member further said that the new constitution would be endorsed after finalizing disputed issues by reinstating the parliament after the formation of a government under the leadership of NC. It is wrong to say that going for federalism would divide the country, she said, adding there was no alternative to going for federalism as consensus has been already forged on six states. Koirala said it would not take much time to promulgate the constitution if consensus is forged on the remaining issues including federalism as 90 per cent of the works of constitution writing has been completed in the four years' period. NOT AN OBSTACLE SAYS MINISTER YADAV Kathmandu, 2 Sept.:Minister for Information and Communications Raj Kishor Yadav has said that consensus and cooperation is the best weapon for averting political mishap in the country. Talking to media persons at Janakpur airport today [Sunday], Minister Yadav said the agendas of fresh election and reinstatement of the dissolved Constituent Assembly have been presented realizing the need of consensus and cooperation among the political powers. Efforts are underway at the political level to finalize the issues, he said. Rescuing the country from being the prisoner of indecision was the need of the hour, Yadav said and added that the incumbent government is not an obstacle for forging consensus and thereby breaking political deadlock. Though opting for fresh elections is the best alternative for clearing the political impasse, revival of the CA could be considered on the basis of political consent since the dissolved CA has already completed 95 per cent of the task of constitution-drafting. A four-point agreement between the UCPN ( Maoist) and the United Democratic Madhesi Front ( UDMF) is the base of the formation of the incumbent government and the UDMF would not back away from the Madhes agendas, said Yadav who is also the chairman of the Madhesi Janadhikar Forum ( Republican). In response to a query by journalists, Yadav said though there was a need of a powerful Madhes-centric party to fight for the rights of the Madhes people, no practical efforts for this has been made so far. Nnnn CHINA RESHUFFLE AHEAD OF LEADERSHIP CHANGE Kathmandu, 2 Sept.: China's ruling Communist Party has announced a reshuffle to a key post, state press said Sunday, a move widely seen as ushering in a once-a- decade party leadership transition later this year, AFP reports from Beijing.. Li Zhanshu, 62, former head of the southwest province of Guizhou, was Saturday named to head the party's powerful Politburo general office, the People's Daily reported, a job that puts Li in charge of the party's day-to-day workings. Li replaces Ling Jihua, outgoing President Hu Jintao's top aide, who has been named to head the party's United Front Work Department, the paper said. As part of the leadership transition, Hu will step down as the party's general secretary -- the top party post -- at a Party Congress expected to take place in the coming weeks and resign from the presidency at a parliamentary meeting next March, ending his 10 years as China's top leader. Current Vice President Xi Jinping is slated to replace Hu in both posts. "The new guy has good relations with Hu Jintao and also has ties with the new incoming leader," Bill Bishop, a Beijing-based consultant and writer of the Sinocism China Newsletter, told AFP. "He will be an extremely influential person in Beijing, the party general secretary needs someone like this who is competent and can be trusted." "More importantly this is really an indication that things are on track and that the next Party Congress is reasonably imminent." No dates for the congress have been announced, but it is widely expected to take place next month. China's authoritarian politics largely take place in secret. Analysts believe the ongoing transition has been badly hampered by the ouster of charismatic politician Bo Xilai, whose wife was given a suspended death sentence last month for the murder of British businessman Neil Heywood. Before the murder scandal broke in February this year, Bo had been seen as a candidate for promotion to China's top ruling body, the party's Politburo Standing Committee. nnnn
