NRT entered the semifinal Sunday beating Bhutan’s Druk Pole nnnn MEDIA GOOGLE “NC will not put in an application [to Maoists] for post of prime minister.” (NC President Sushil Koirala, Nagarik, 5 Nov.) nnnn OVERSEAS JOBSEEKERS FALL 9.84 PERCERCENT Kathmandu, 5 Nov.: The number of Nepali workers leaving for overseas jobs during the first quarter of the current fiscal year 2012/13 dropped by 9.84 percent compared to the number during the same period last year, Republica .reports. Department of Foreign Employment, which provides work permit to workers to aspiring to work overseas, states in its report that a total of 98,777 Nepali youths flew to foreign job destinations during the three months between mid-July and mid-October this year. The number was 109,554 during the same period last year. During the review period, a total of 93,630 male and 5,147 female workers left for overseas jobs mainly in the Gulf countries and Malaysia. DoFE´s report shows that of the total workers leaving for foreign employment, a total of 92,330 and 6,447 workers were recruited through institutional and individual channels, respectively. Foreign employment agents said the fall in the departures of Nepali workers to foreign job destinations is the result of the strict policy of the government to promote institutional channels, Kumud Khanal, first vice-president of Nepal Association of Foreign Employment Agencies (NAFEA) told Republica. During the period, a total of 2,131 workers had obtained re-entry permission. As in the past, Malaysia, Saudi Arab, Qatar and the United Arab Emirates (UAE) have become the top employment providers receiving a total of 91,582 workers, which amounts to 93 percent of the total number of workers leaving for overseas jobs during the period. Malaysia, home to more than 400,000 Nepalis, took in 40,633 workers during the period. Saudi Arabia hosted a total of 22,885 job seekers from Nepal becoming the second most popular destination during the period. Similarly, Qatar and the UAE also provided jobs to 16,983 and 11,081 Nepalis during the period respectively. However, the number of workers leaving for overseas jobs during the third month (mid-Sept-mid-October) of the current fiscal year was recorded at 38,005-around 43 percent rise compared to 28,087 recorded earlier month. During the month, Malaysia received 14,577 Nepali workers whereas Saudi Arabia received 8,139 workers. Similarly, 6,453 and 4,846 job aspirants left for Qatar and the UAE during the month. nnnn ________________________________________ MAOIST EX-LAWMAKER IN YET ANOTHER TANGLE Kathmandu, 5 Nov : A former Constituent Assembly (CA) member Safik Miyan, who was charged with sexually exploiting a minor girl the other day, has been found enmeshed in yet another illegal act. Manoj Adhikari writes in Republica from Pokhara.. It has been revealed that Miya sold a piece of land belonging to his wife Jubeda Miyan, without her knowledge. Jubeda has blamed that her husband sold the land by making a fake citizenship certificate of hers. Miya had sold 6 aana 3 dam of land at Bharatpokhari allegedly using Jubeda´s fake citizenship certificate three months ago. Jubeda has said that she would take the matter to court. She said that her husband sold the land without informing her in an attempt to take control of all the family property in the wake of family conflict. • Maoist ex-lawmaker accused of sexually exploiting minor housemaid On September 12, Miyan sold the land with the plot no 2216 at Bharatpokhari VDC-9 to Bishnu Maya Adhikari for Rs 2.25 million. After he could not get her consent and the original citizenship certificate to sell the land, Miyan had faked the citizenship certificate of his wife. Though the certificate contains all true information and Jubeda´s photograph, the name and signature of the administrative officer do not match. The original citizenship certificate possessed by Jubeda contains the name and signature of Administrative Officer Siva Pani Baral, while the photocopy of the certificate submitted at the Tanahu District Land Revenue Office by Miyan to sell the land contains the name and signature of Nawaraj Baral. According to a source at the Land Revene Office, Miyan had come along with a lady who, he said, was his wife. The lady, who was wearing a head scarf, had silently signed all the papers. Miya´s two sons, Farhan and Irfan, were also present at the office at the time. “We had suspected of she not being the real person. But we could not do anything after both of his sons said that she was indeed their mother,” said an employee of the Land Revenue office. Miyan has gone into hiding since Friday after a police case was registered charging him of sexually exploiting a 13-year old girl working as a domestic help in his house. The police, acting on a tip-off, raided Miyan´s residence in Pokhara-9 and rescued the victim on Friday. The former lawmaker´s wife Jubeda, too, revealed that she had caught her husband in compromising position with the housemaid many times. Miyan was nominated to the CA by the UCPN (Maoist) under proportional quota. The police said that special teams have been deployed in suspected areas to nab Miyan. Nnnn FREQUENCY AUCTION PLANS ON CARDS Kathmandu, 5 Nov..: The meeting of Radio Frequency Policy Determination Committee, headed by minister for information and communications, today [Monday], decided to endorse an auction system for allotting frequency to telecom service, Providers, The Himalayan Times reports. The committee, that is responsible for preparing all policies related to telecom frequency, has also agreed to follow recommendations provided by then Public Accounts Committee, said secretary at ministry of information and communications Surya Prasad Silwal. The ministry had prepared a separate draft for the frequency policy and presented it today, said Silwal, adding that participants at the meeting provided feedback for revising the draft. “Ministry will amend the draft according to suggestions received,” he added, informing that the next meeting is likely to be held within this week. The new draft has planned to float a base rate for frequency. The actual rate, according to him, will be fixed according to the competitive bidding system. The indecision regarding the frequency policy issue will end once the committee endorses the new frequency policy, he claimed. “The new policy will incorporate the minimum pricing of frequency in all bands including 2G, 3G and 4G.” The new policy will also discourage the trend of frequency hoarding by fixing a high tariff rate for the hoarded frequency. As per the frequency distribution and pricing policy endorsed by the 14th meeting of the Radio Frequency Determinism Committee last year, operators are liable to pay 0.7 per cent of the total annual income as frequency fee annually. Similarly, the committee had fixed Rs seven million for a MHz spectrum for extra spectrum being hoarded or spectrum that is not in use by operators. The next meeting will not lower the tariff structure decided last year. Nnnn MAOISTS OBSTRUCT ARMY TENDER PROCESS Kathmandu, 5 Nov:: Unified CPN-Maoist activists today obstructed some contractors who were on their way to submit the forms of ration tender in the Nepali Army, The Himalayan Times reports from Rukum.. Maoist cadres had impeded the contractors who were going to the Salle-based Nepali Army barrack from headquarters Khalanga with the escort of the Nepal Police personnel from Mathgaun. Contractors bemoaned that Maoist and YCL cadres had stopped their buses and prevented them from going ahead. They were going to the Army barrack with security forces citing insecurity. Monday is the last day to submit the forms for tender. Contractors were deprived to submit forms after police personnel failed to rein in around 60 Maoist activists. Meanwhile, tension ran high at Rukum headquarters Khalanga over Nepali Army’s ration tender. A large number of police personnel were deployed after disputes erupted between the groups of youths supporting different contractors. Inspector Niranjan Thapa said police personnel were mobilised to avert an untoward incident. CDO Krishna Prasad Adhikary and DSP Rajendra Prasad Bhatta had assured the contractors to create the peaceful environment to submit the tender forms. The presence of police personnel, however, could not deter the Maoists’ obstruction. For around 600 Army personnel, notice of 35-day for ration tender worth Rs 60 million has been issued. According to the Army sources, although 50 contractors have taken the forms they have yet not submitted. Nnnn TEAMS FORMED TO STUDY EMBASSIES IN LONDON, GERMANY Kathmandu, 5 Nov.: The government has finally formed a high-level team comprising three Nepali ambassadors and senior officials from various ministries to conduct a study on property owned by the Nepal government in London (United Kingdom) and Bonn (Germany). The property in both the places are in a dilapidated condition, Anil Giri writes in The Kathmandu Post . The Cabinet recently formed the panel led by Nepali Ambassador to the UK Suresh Chandra Chalise. Members of the panel are Suresh Pradhan, the ambassador to Germany, Ram Mani Pokhrel, the ambassador to Belgium and Joint Secretaries from the Prime Minister's Office (PMO), the Ministries of Foreign Affairs (MoFA), Finance, Law and Justice, the Office of the Auditor General and the Public Procurement Office. The team has been given a month's deadline to submit a report, also recommending what is to be done with the property--it must be sold off, repaired or the lease transferred. Panel members will visit the UK and Germany to inspect the property, learn local practices of property management and report to the government. The exclusive property located on prime land has long been awaiting renovation. More pressing is the need to do something about the embassy in London that has been costing the government thousands of pounds annually as insurance premium and maintenance charges. The sorry state of the mission has even prompted the local agent to terminate the building's lease. The agent has also threaten the Nepali side on two occasions, saying it will not be accepting any insurance claims unless the building is properly renovated. In September, the government paid 43,000 pounds sterling (NRs 59 million) as annual insurance premium for the building in the high-end Kensington Palace Gardens. According to rough estimates, another 800,000 pounds sterling (NRs 110 million) is required for the renovation. "If we fail to renovate the building on time, chances of the building's lease contract being terminated are high. We have formed a panel to look into the matter and provide suggestions to the government on what the best option would be regarding these two mission property," Deputy Prime Minister and Minister for Foreign Affairs Narayan Kaji Shrestha told the Post. The panel has been suggested to hire an international valuator to evaluate the property in London and Bonn. If the property needs to be sold, the panel will come up with the selling procedures. In May, the Public Accounts Committee had instructed the government to sell off the London building after carrying out maintenance work and evaluating property on international standards. The five-storey building, filled with ancient art and sculptures, will fetch 300 to 500 million pounds sterling if sold through a competitive bidding process, according to officials. Only last year, the government had released Rs 10 million to partially repair the building. "If we really want to refurnish the building, we need around Rs 70 to Rs 1,000 million." Although a Crown property, meaning that the building is legally owned by the British Royal Family, the London embassy building's lease was handed over to Nepal in 1938, in recognition of the dedication shown by Gurkhas in the British Army. According to a bilateral agreement, Nepal would pay 100 pounds annually as lease for the first 25 years, 1,000 pounds for the next 25-50 years and 1,500 pounds for the next 50-70 years. Nepal renewed the lease agreement for the first time in 1980. It is set to expire in 68 years. In Germany, Nepal had purchased land and built a chancery building and a residence for its ambassador in Bonn. After the unification of Germany, Nepal relocated its mission to Berlin, leaving the Bonn building to fall apart. "Until last year, a local person was given the responsibility of looking after the building. There were several attempts to sell the building but no government official or Nepali ambassador has dared to go all the way through," said an official at the MoFA. The Bonn building is also considered a prime property and could potentially fetch millions of euros if sold at current market prices, the official said. Nnnn OPPOSITION NC, UML BACK PRESIDENT AGAINST MAOISTS Kathmandu, 5 Nov.:- Nepali Congress and CPN-UML leaders on Sunday said a conspiracy is being hatched to drag President Ram Baran Yadav into Controversy, The Kathmandu Post writes.. The leaders of the two opposition parties condemned a statement made by Finance Minister Barsa Man Pun, who had on Saturday claimed that the President was considering making a political move. UML Chairman Jhala Nath Khanal supported President Yadav. Khanal had a telephone conversation with UCPN (Maoist) Chairman Pushpa Kamal Dahal on Sunday and expressed serious concerns over Pun's public statement against the President. The UML chief urged the Maoist party not to drag the President into controversy in the aftermath of the Constituent Assembly's dissolution. NC Central Working Committee member Purna Bahadur Khadka also said Pun's statement is aimed at dragging the President's office into controversy. "The remark made by a responsible Cabinet member is objectionable," said Khadka. "The President's growing positive image should be kept intact," he said. Nnnn PRESIDENT VISITING INDIA Kathmandu, 5 Nov.: President Dr, Ram Baran Yadav is visiting India iin the second week of Paush [December end] at the invitation of Indian Council of Cultural Relations headed by Karan Singh, Nagarik reports. He’ll hold discussions with President Pranab Mukurjee and Prime Minister Manmohan Singh and undergo medical examination. The visit will be his third to India and will not last more than five days. nnnn
